The International Monetary Fund
and the Strangling of Yemen’s Economy
On 15/10/2025, the Governor of Aden Central Bank, Ahmed Al-Maabqi, met in Washington, D.C., with the head of the International Monetary Fund (IMF) mission to Yemen, Esther Pérez Ruiz, and the IMF representative, Mohamed Maait, accompanied by Deputy Minister of Finance Hani Wahab and Assistant Undersecretary of the Ministry of Finance Abdul Qader Amin. This was followed by a meeting between the Minister of Planning and International Cooperation and Yemen’s Governor to the World Bank Group, Waed Badhib, and Riccardo Puliti, Vice President of the International Finance Corporation for the Middle East region, with the participation of Deputy Minister of Planning Nizar Basuhaib, Deputy Minister of Finance Hani Wahab, Undersecretary of the Ministry of Finance Abdul Qader Amin, in the presence of Stefan G. G. Reimbert, Regional Director of the World Bank in the Middle East, and Dina Abu Ghaida, World Bank Country Manager for Yemen.
A press statement issued by the Media Office of Hizb ut Tahrir in Wilayah Yemen said: These two meetings were preceded by preparatory consultations held in Amman on the 8th and 9th of October 2025 between the IMF mission and the Aden government, represented by Prime Minister Salem Saleh bin Break and Central Bank Governor Ahmed Al-Maabqi, under the name of “Article 4 Consultations” between Yemen and the IMF, followed by the issuance of a concluding statement.
The first meeting, the release said, discussed ways to continue the IMF’s plans and programs in Yemen, which have been suspended since 2014, and its technical and advisory role, such as supporting the recovery of the local currency by stabilizing the exchange rate, improving foreign reserves levels, and enhancing financial stability in the country through an executive plan for financial and monetary reform, and continuing reforms to ensure the flow of foreign loans, which Esther Pérez Ruiz described as “a serious commitment to financial and administrative reform.”
As for the second meeting — which is the more dangerous — it was aimed at facilitating the infiltration of the International Finance Corporation into Yemen in the guise of the foreign private sector through the investment window, which currently operates with a meager amount of $15.9 million in the food and health sectors, while those behind it have their eyes set on fisheries, telecommunications and submarine cables, electricity sales projects, and ultimately oil fields.
The statement added: Do people now understand that the catastrophic economic deterioration that continued from the beginning of 2025 until 31/07/2025 is directly linked to the IMF’s programs? That if you do not go to it and beg, it will destroy your economy because you have tied yourself to its programs and capitalist economy?
The press statement affirmed that the three deadly stations for Yemen were in 1975, when the World Bank managed to open a secret office inside Sana’a Central Bank; 1995, when the World Bank imposed financial and administrative reforms; and 2011, when the IMF entered — through these stages, Yemen’s economy was tightly linked to the capitalist economy.
The press statement also affirmed that the economic happiness and well-being of the people of faith will accompany all aspects of life — political, social, international relations, and others — under the rule of Islam in the second Khilafah Rashidah (rightly guided Caliphate) on the method of the Prophethood. This is the only radical solution. It is unfortunate that this solution is not the central concern of the Ummah in all its segments. Hizb ut Tahrir is working for it, and we will never tire or give up but will continue to clarify it to the people.
Allah Almighty said, [هَذَا بَيَانٌ لِّلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِّلْمُتَّقِينَ] “This is a declaration for the people, a guidance and an admonition for those conscious of Allah.” [Aal-i Imran: 138].

The Women’s Section in the Central Media Office of Hizb ut Tahrir Concludes its Global Campaign: “Sudan’s War: A Story of Colonialism, Betrayal & Deception”
Over the past two months, the Women’s Section in the Central Media Office of Hizb ut Tahrir have run a global campaign to raise international awareness and bring an international spotlight to the horrific humanitarian crisis created by the conflict in Sudan which has been raging now for three and a half years. This senseless conflict, between the Sudanese Armed Forces (SAF) led by General Abdel Fattah al-Burhan, and the Rapid Support Forces (RSF) headed by Mohamed Hamdan Dagalo (“Hemedti”), has been described as “The Forgotten War” due to not receiving the media coverage and global attention it deserves.
The campaign included intensive global social media engagement in various languages and countries, including the publishing of dozens of articles, hundreds of social media posts and posters, and a number of videos, including the following:

The campaign also included discussion sessions in Arabic and English explaining the causes of the current conflict and its consequences, and how the system of the Khilafah (Caliphate), not the democratic model, is the practical solution to many of the problems Sudan faces.

In Gabes: An Environmental and Humanitarian Disaster...And a Collective Punishment Against Generations
The city of Gabes is hit by a grave disaster, its breath is suffocated by a slow death due to the environmental crisis caused by emissions from the industrial chemical complex.
Meanwhile, the residents continue to wait for a governor who has not come to end the devastating damage to their lives. Instead, a convoy of security units arrived, suppressing the peaceful, mass marches of children, women, and the elderly, confronting them with tear gas!
The police also arrested more than 70 people during the night hours of Friday, and the number increased by dawn. Some were taken from their homes, according to Khair Eddine Dabiya, a member of the “Stop Pollution” campaign. Some were referred for prosecution, while others were imprisoned. The protesters' demands shifted from stopping pollution to releasing the detainees!
In light of these developments, the Media Office of Hizb ut Tahrir / Wilayah of Tunisia, affirms the following:
1- The protesters’ demands to dismantle and close polluting industrial units are legitimate demands that the authorities must comply with immediately. The decision to dismantle the units was issued in 2017, and the local council in Gabes had previously warned that these units pose a direct threat to life.
2- The use of violence and arrests will only exacerbate the situation and once again expose the disability of our rulers and their usurpation of sovereignty when it comes to the most basic duties of care. They are quick to use the stick of authority and deny people their legitimate rights to a dignified life.
Addressing the people of Tunisia, the statement added: The filth that fills our surroundings is the natural product of a greedy capitalist system whose sole concern is profit and increased production. What is happening today in Gabes is no exception, it is an example of the pollution caused by fossil gas in Kairouan, nuclear waste in Douz, the garbage problem in Sfax, and the green hydrogen projects in the foreseeable future.
The environmental problem can only be radically resolved under the leadership of the Khilafah Rashidah (Rightly-Guided Caliphate) on the method of Prophethood. This state possesses its own decisions, regulates its actions according to the principles of Islamic law, fears Allah in dealing with its people and its land, and cuts off the hand of colonialism by abolishing international agreements that perpetuate dependency, plunder wealth, and exploit resources at the expense of our children and our surroundings.

O Armies in the Countries of the Muslims, Especially the Countries Neighboring Palestine
O armies in the countries of the Muslims, especially the countries neighboring Palestine: We understand that angels will not come down from the sky to establish a Khilafah (Caliphate) for us and lead our army. Instead, Allah (swt) sends angels to help us if we work diligently, honestly and sincerely to renew an Islamic life on earth and establish the Khilafah (Caliphate), and then the armies will move to fight the Jews and support the Deen of Allah (swt), and then Allah (swt) will send powerful, mighty angels to assist us, He will not fight on our behalf. The Noble Qur’an speaks plainly about this,
[بَلَى إِنْ تَصْبِرُوا وَتَتَّقُوا وَيَأْتُوكُمْ مِنْ فَوْرِهِمْ هَذَا يُمْدِدْكُمْ رَبُّكُمْ بِخَمْسَةِ آلَافٍ مِنَ الْمَلَائِكَةِ مُسَوِّمِينَ]
“Most certainly, if you believers are firm and mindful of Allah and the enemy launches a sudden attack on you, Allah will reinforce you with five thousand angels designated for battle” [TMQ Surah Aal-i Imran:125]. So if we are patient, fear Allah (swt), and engage the enemy in actual combat, Allah (swt) will strengthen us with thousands of angels... this is the way to aiding Islam and the Muslims. Indeed,
[لِمِثْلِ هَذَا فَلْيَعْمَلِ الْعَامِلُونَ] “For the like of this let all strive, who wish to strive” [TMQ Surah As-Saffat: 61].
Hizb ut Tahrir calls upon you and exhorts your resolve: the Blessed Land is the jewel of the lands of the Muslims, the site of their first Qibla, the place of the Prophet’s night journey and ascension (saw) so rally to fight your enemy and to support your people as Allah (swt) said,
[انْفِرُوا خِفَافاً وَثِقَالاً وَجَاهِدُوا بِأَمْوَالِكُمْ وَأَنْفُسِكُمْ فِي سَبِيلِ اللَّهِ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ تَعْلَمُونَ]
“O believers! March forth whether it is easy or difficult for you, and strive with your wealth and your lives in the cause of Allah. That is best for you, if only you knew” [TMQ Surah At-Tawbah: 41], and do not be like what Allah (swt) warned against,
[يَا أَيُّهَا الَّذِينَ آمَنُوا مَا لَكُمْ إِذَا قِيلَ لَكُمُ انْفِرُوا فِي سَبِيلِ اللَّهِ اثَّاقَلْتُمْ إِلَى الْأَرْضِ أَرَضِيتُمْ بِالْحَيَاةِ الدُّنْيَا مِنَ الْآخِرَةِ فَمَا مَتَاعُ الْحَيَاةِ الدُّنْيَا فِي الْآخِرَةِ إِلَّا قَلِيلٌ]
“O believers! What is the matter with you that when you are asked to march forth in the cause of Allah, you cling firmly to your land? Do you prefer the life of this world over the Hereafter? The enjoyment of this worldly life is insignificant compared to that of the Hereafter” [TMQ Surah At-Tawbah: 38] ... Otherwise,
[يَسْتَبْدِلْ قَوْماً غَيْرَكُمْ ثُمَّ لَا يَكُونُوا أَمْثَالَكُمْ] “He will replace you with another people. And they will not be like you” [TMQ Surah Muhammad: 38].

Islam: A Particular Worldview and A Unique Way of Life
The Prophet (saw) said,
«مَثَلُ القَائِم في حُدُودِ اللَّه والْوَاقِع فيها، كَمثل قَومٍ اسْتَهَموا على سَفِينَةٍ، فَأَصابَ بَعْضُهم أعْلاهَا، وبعضُهم أَسْفلَهَا، فكان الذي في أَسفلها إذا استَقَوْا من الماء مَرُّوا على مَنْ فَوقَهمْ، فقالوا: لو أنا خَرَقْنا في نَصِيبِنَا خَرقا ولَمْ نُؤذِ مَنْ فَوقَنا؟ فإن تَرَكُوهُمْ وما أَرَادوا هَلَكوا وهلكوا جَميعا، وإنْ أخذُوا على أيديِهِمْ نَجَوْا ونَجَوْا جَميعا».
“The example of the one who enforces the limits of Allah and those who fulfill them is like a people who shared a ship: some of them were on the upper deck and some of them were on the lower. When those in the lower deck wanted to get water, they passed by those above them and said: If we make a hole in our share and do not harm those above us, what harm will there be? If they leave them and what they intend is done, they will all perish; and if they hold them to account, they will all be saved.”
This perspective gives both society and the individual a special significance. Individuals, as parts of the community, must live by ideas that bind them, they must have emotions that move and affect them, and they must have a system that handles their life’s problems and organizes their relationships. Hence the individual is constrained by Allah’s commands and prohibitions and does not have absolute freedom in what he does, and leaving these constraints is a crime whose severity varies. The ideology must affect its adherents so that preservation becomes natural, and there must be a state to implement the system to preserve the individual and the group. Thus, the ideology is that which constrains, and the state is the implementer, and sovereignty belongs to the Shariah not to the individual or to society to do as it pleases.
Islam is an aqeedah (doctrine) and a system for life, not a clerical religion confined to masajid and hidden corners! It is a Deen that prevents individuals from transgressing against themselves and others. It is not permissible by Shariah that the state allows people to commit major sins. Instead, it must take hold of their hands and deter them, in obedience to Allah (swt).
Thus, Islam is a particular viewpoint and a unique way of life without parallel. It was, and it will be soon Allah willing, with the establishment of the Khilafah (Caliphate) that will bring it back to life, after it has been confined to books for about a century. For this cause let those who do good deeds, do good deeds.

The Organization of Turkic States: One of the Western Projects
On 8 October, Anadolu Agency reported that “the 12th Summit of Heads of State of the Organization of Turkic States was held in the Azerbaijani city of Gabala from 6 to 7 October 2025 under the slogan ‘Regional Peace and Security’.” The presidency of the organization moved from Kyrgyzstan to Azerbaijan. High-level representatives from all member and observer states participated, making this summit one of the most important in the organization’s history.
Following the summit, the leaders adopted the Gabala Declaration consisting of 121 clauses, and they signed agreements to establish a “Turkic States +” format, strengthen the center for Turkic culture and heritage, and reorganize the Turkic Academy. Turkmenistan became an observer in the Turkic Academy and the Turkic Culture and Heritage institution, and the Turkish Republic of Northern Cyprus became an observer in the Academy of Turkic States.
Al-Rayah Newspaper: The origins of the Organization of Turkic States date back to the recent past after the collapse of the Soviet Union in 1991, and at the initiative of then Turkish President Turgut Ozal, the first summit of Turkic-speaking states was held in Ankara. In 2021 President Erdogan announced in Istanbul the renaming of the Council of Turkic States to the “Organization of Turkic States.”
The main idea behind building cooperation among these states is nationalism, where the Turkic language is considered the principal unifying factor. This is not a new idea; we can see similarities with the Arab League, a concept proposed by Britain in 1943 and the agreement to establish the League signed in 1945 in Cairo. Over the years its peoples have suffered from the tyranny of rulers and colonialists. These countries have since sunk into the claws of poverty and destruction. No summit or agreement they signed brought prosperity and peace; on the contrary, these states live in tension, with revolutions, coups, and endless wars. The situation is similar in the Turkic-speaking countries.

O Muslims! If You Want Real Change You Must Establish the Khilafah (Caliphate)
O Muslims: If you want real change, you must follow the methodology of the Messenger (saw) in bringing change. He came to a society living in the darkness of beliefs and corruption of transactions, where the strong man was the master by his muscles. The change brought by the Prophet (saw) was radical: he called people to worship the One Allah and abandon idols, bringing a new Deen that changed their way of life and made them masters of the world after they had been the lowest of creation. Umar ibn al-Khattab, may Allah be pleased with him, said, كنا أذلاء فأعزنا الله بالإسلام، ومهما ابتغينا العزة في غيره أذلنا الله “We were humiliated and Allah (swt) gave us honor through Islam; and whenever we sought honor other than through it, Allah (swt) humiliated us.” Thus, the Ummah was honored by its Deen and strong by its Lord, until the reverse occurred, when we abandoned the Shariah rulings of Islam and its thoughts for the rulings of men, and our condition turned to weakness and humiliation.
So hasten, O Muslims, to work for this great Shariah obligation with Hizb ut-Tahrir so that Allah (swt) may lift this humiliation and disgrace from you, and work to have a share in the honor of Islam, for victory is coming by Allah’s Permission, and your empowerment (tamkeen) is coming. This is a promise from Allah (swt) that we ask to be near, so that the destructive capitalism falls and the Second Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of Prophethood is established for revival and reconstruction.
