Turks increasingly sympathetic to Islamic State

A Kurdish Alevi soccer player, Deniz Naki, was brutally beaten on Nov. 2 in Ankara by supporters of the Islamic State (IS) for standing in solidarity with Kobani. Three days after his ordeal, Naki told Al-Monitor he left his soccer club in Turkey because he feared for the well-being of friends and teammates.

Naki, who grew up in Germany, is rather outspoken by Turkish standards; he is unapologetic for his Dersim tattoo. Naki's family is from Dersim, which is a town known for its Alevi Kurdish population. (The 1937-38 massacre in Dersim is still a bitter memory for Alevis and Kurds, where thousands were killed by the army.) Naki told Al-Monitor the attack was not a sporadic incident, as he had been systemically targeted by IS supporters for seven months prior to the attack. When Al-Monitor asked whether he had sought legal protection, Naki chuckled and said, "How much trust could an Alevi Kurd have in the state for protection, given that all the dead kids from Gezi [Park] are Alevis? Did you forget?" Naki is convinced there is extensive support in Turkey for the IS caliphate beyond a few fanatics who are eager to join jihad.

Naki's painful experiences lead to a crucial question: How would an IS caliphate affect Muslims in Turkey?

Abdurrahman Dilipak, a prominent Islamist columnist for the daily Yeni Akit, suggested on Nov. 2 that a caliphate, Vatican-style, should be established in Turkey. He claimed that this would be in harmony with the secular government of the Republic of Turkey. Dilipak provided a detailed justification saying that since the Ottoman Empire the caliphate had not been abolished but still lives on and should be reinstituted. Social media and secular newspapers carried Dilipak's arguments to the headlines and a fiery debate started.

On Nov. 3, Ali Bulac, a well-known Islamist writer for Zaman newspaper, without referring to Dilipak's piece, elaborated on why he thought IS had established the caliphate in such haste. Bulac explained that in accordance with Islamic belief, "Anyone who dies without being associated with a caliph, dies as if in pre-Islamic ages [in 'jahiliyya' - days of ignorance]."

Al-Monitor has been reporting on what the caliphate signifies and the regional competition to claim the right to the caliphate, particularly between Saudi Arabia and Turkey. Although Justice and Development Party (AKP) leaders have not declared any intentions about a caliphate, social media has boomed with thoughts on the Prophet Muhammad's prophecies on the coming of IS.

A bookstore owner who sells Islamic publications in Fatih, Istanbul - who called himself Mehmet Kilinc (which Al-Monitor could not verify as he later said his name did not matter) - told Al-Monitor, "We are observant Muslims here, and we do not believe what was done in 1924 - abolishing the caliphate by the new Republic of Turkey - was acceptable. I became a fan of IS during the first days of Ramadan when the caliphate was declared - now they represent all Muslims on earth and we are all obliged to support [IS]. I speak to you because I want the world to know the twisted image [portrayed] in the Western media. They always claim that men who are drug addicts seeking money and women join IS. This is wrong. My best friend from childhood, who was a ney flute teacher, joined [IS] six months ago. He had a good life here, teaching rich kids and making good money. He preferred jihad. It is about the honor of the caliphate now."

The caliphate is not a recent issue for some Muslims in Turkey. A global Islamic organization, Hizb ut-Tahrir, which was established in 1953 and has branches in 50 countries, has been openly calling for a caliphate. In an interview with Al-Monitor, Mahmut Kar, the head of Hizb ut-Tahrir's media relations in Turkey, explained in detail not only how his organization views IS' decision to declare a caliphate but also its own struggle for a caliphate.

Kar said, "[Hizb ut-Tahrir] was established in 1960 in Turkey and when we started speaking about the caliphate in 1967 it was the first time the word had been brought back into Turkish public space since 1924. Once the idea of a caliphate was out in the open again, Islamist movements in line with the Muslim Brotherhood started emerging in Turkey."

It is worth noting that since 1967, Hizb ut-Tahrir's members in Turkey have been persecuted and the situation has not gotten better to this day.

"What matters for these Islamist Brotherhood movements in Turkey is justice. Thus, they argue that once justice has been established it is irrelevant how they got there. That is why they utilize the rhetoric of democracy. As far as I am concerned, Turkish Prime Minister Ahmet Davutoglu's neo-Ottoman dream is nothing but a dream. For decades, it has been said that the caliphate is integrated in the spiritual essence of the Turkish parliament. So now, could the AKP declare the caliphate with a new decree? That would be absurd because the whole argument about the Turkish parliament embracing the spirituality of the caliphate in its essence is a lie to soothe the Muslims. It is not possible to declare a caliphate through a decree of the Republic of Turkey," Kar said.

He emphasized that for the "ordinary" Muslim and non-Muslim the association of the caliphate with IS has been detrimental. "As the world is leery of IS violence, the caliphate is now associated with blood," Kar said. Yet, for those who had been living with the dream of revival of the caliphate, IS could be a promise.

How do other groups in Turkey engage in the discussion of a caliphate? Ali Kenanoglu, head of the Hubyar Sultan Alevi Cultural Association, approached the debate from a more pragmatic position when he told Al-Monitor, "The discussion of a caliphate is new in Turkey. Those who initiated this debate have done it precisely because [President] Recep Tayyip Erdogan is now the only possible candidate for such a position in their view. It does not seem realistic to establish a proper caliphate through the AKP's structure in the short term. However, we are aware how all candidates for government positions are scrutinized for their adherence to Islamic strictures. Further Islamization of the state will put more pressure on Alevis, who are seen as unbelievers - kafirs. This could only lead to further instability."

Kadir Akaras, the chairman of Ehl-i Beyt Scholars Association, echoed Kenanoglu's concerns about a caliphate in Turkey in the near future. Akaras said, "A caliphate is a political establishment, not just religious. Hence, there will be political reactions to it. Look at what happened with IS once it declared the caliphate. All Arab Muslim states from the Gulf rallied against it."

"Iran definitely rejects [Abu Bakr al-] Baghdadi's caliphate. First, because they consider IS as a terrorist organization, which they are actively fighting in Iraq and Syria, and second for ideological reasons. Iran's self-perception as an Islamic revolutionary state is crucial. I don't think that they would ever embrace any kind of caliphate," Safak Bas, an expert on Iran, told Al-Monitor. Bas added that neither Alevis nor Shiites in Turkey would react positively to the possibility of caliphate.

Huseyin Beheshti, a scholar of philosophy and religion, told Al-Monitor, "Sunni groups such as the Salafists now are highly active in Turkey. After the Syria problem, because of the sectarian policies of the AKP, the Turkish Islamist community is becoming more radical and fundamentalist. The caliphate ideology is currently being discussed by many Islamist groups that have no record of discussing it previously." Beheshti emphasized that the issue of a caliphate is no longer a marginal issue exclusive to members of Hizb ut-Tahrir and argued that the AKP's pro-Islamist policies helped the formation of a Salafist stronghold in Turkey.

Whether IS has gained more sympathy in Turkey is difficult to determine, but since Ramadan talk of a caliphate has increasingly become a routine daily topic of discussion. So much so that even the latest incidents at the Temple Mount in Jerusalem have been linked to the caliphate, with several tweets connecting these events. One of those tweets is particularly telling because it has the Ottoman sultan's photo that reads: "The caliphate did not recognize Israel. It is the regime of the devil."

News and Comment Myanmar Authorities Profiteering from the Ethnic Cleansing of Rohingya Muslims

On the 7th November, the Bangkok-based advocacy group Fortify Rights published a briefing that stated that Myanmar authorities were complicit in the trafficking and smuggling of Rohingya Muslims from Myanmar's Rakhine state. They described state security forces extracting payments from Rohingya fleeing the persecution of their regime, or from traffickers operating boats offshore in exchange for passage out to sea. There are even reports of Myanmar naval boats escorting Rohingya to human trafficking ships at sea operated by criminal networks. Myanmar police, naval, or army officials can receive sums of between $500 to $600 USD per small boat containing 50-100 asylum seekers. Mathew Smith, director of Fortify Rights commented, "Not only are authorities making life so intolerable for Rohingya that they're forced to flee, but they're also profiting from the exodus.....This is a regional crisis that's worsening while Myanmar authorities are treating it like a perverse payday." The Associated Press also detailed a case where a dozen Myanmar soldiers boarded a boat filled with Rohingya in the Bay of Bengal, bludgeoned the passengers with wooden planks and iron rods, and then extorted money from them before letting them go.

It is utterly sickening and heartbreaking to not only witness the continuing horrendous scale of persecution faced by our Rohingya brothers and sisters at the hands of the brutal Myanmar regime, but to also know that their suffering, and desperation has become a source of income for their oppressors. In recent weeks, there has been a huge surge in the exodus of Rohingya fleeing from their homes in the Rakhine state. According to the Arakan Project, a group that monitors Rohingya refugees, an average of 900 people a day pile into cargo ships to leave the country, and in the last 3 weeks alone, 14,500 Rohingya have sailed to Thailand with the hope of eventually reaching Malaysia. More than 100,000 Rohingya have left Myanmar by boat since June 2012 to escape the brutality of ethnic Buddhists and the regime. Infact this has been described by human rights activists as one of the largest boat exoduses in Asia since the Vietnam War. Many are detained in conditions of enslavement and exploitation by traffickers, enduring a life of abuse and torture.

The recent increase in the exodus of Rohingya from Myanmar has been attributed in part to a rise in arrests, beatings and arbitrary detentions of these Muslims. The Myanmar government's new resettlement policy, the ‘Rakhine Action Plan' has also been blamed for the increased desperation amongst Rohingya that has forced them to leave their land. This plan, that is part of the regime's ongoing campaign of ethnic cleansing Muslims from its shores, requires Rohingya to prove that they and their families have lived in the country for more than 60 years. If they provide adequate proof of residency, they are offered ‘naturalized' citizenship that provides fewer rights than full citizenship - and even this, only if they relinquish their identity as Rohingya and accept to be registered as Bengali. This naturally would imply they were illegal migrants from neighbouring Bangladesh, enabling the government to renounce their citizenship and deport them at a future date if so wished. Those unable to provide evidence of their residency or who refuse to be identified as ‘Bengali' could be deported or placed in camps. Human Rights Watch described the plan as "nothing less than a blue print for permanent segregation and statelessness."

All this is happening as world leaders, including President Obama prepare to converge in Myanmar this week for the East Asia Summit, hosted this year by the Burmese government. So as Western governments feign humanitarian concern as part of their justification for their current bombing of Iraq and Syria, they are clearly more than happy to attend a conference hosted by a brutal dictatorship that is terrorising its minorities, engaging in a campaign of ethnic cleansing, and profiteering from the mass exodus of persecuted Muslims. All these Western governments could muster are weak statements of disapproval of the Myanmar regime's actions, clearly unwilling to risk their major financial investments and strategic interests in the country. Infact, throughout this ongoing campaign of persecution against the Rohingya, the US continued to strengthen its economic ties with the country and herald the regime as its foreign policy success story due to its democratic reforms - reforms that brought nothing to the Rohingya other than further repression. This sheer hypocrisy illustrates yet again that such capitalist governments have no genuine regard for the sanctity of human life or dignity, only concern for the sanctity of the dollar. It further confirms that Muslims can never rely on the international community to solve its problems, as Allah (swt) reminds us,

((مَثَلُ ٱلَّذِينَ ٱتَّخَذُواْ مِن دُونِ ٱللَّهِ أَوۡلِيَآءَ كَمَثَلِ ٱلۡعَنڪَبُوتِ ٱتَّخَذَتۡ بَيۡتً۬ا‌ۖ وَإِنَّ أَوۡهَنَ ٱلۡبُيُوتِ لَبَيۡتُ ٱلۡعَنڪَبُوتِ‌ۖ لَوۡ ڪَانُواْ يَعۡلَمُونَ))

"The likeness of those who take as Auliya (protectors or helpers) other than Allah is the likeness of a spider who builds (for itself) a house; but verily, the frailest of houses is the spider's house - if they but knew." [TMQ Al-Ankabut: 41]

Furthermore, this deplorable state of repression suffered by our Rohingya brothers and sisters has not even evoked a whimper of a response from the rulers of the Muslim world who not only refuse to move to their aid but continue to close their borders and deny them safe sanctuary, clearly happy to watch them being terrorised by their oppressors or drown at sea. It is a reminder of the urgent need to remove these heartless regimes; and replace them with the leadership of the Khilafah "Caliphate" that will open its borders to all persecuted Muslims, providing them dignified lives and make their oppressors taste the full military strength of the state.

Military Assistance to Afghanistan will Ensure US Objectives

On 6 November 2014, General Raheel Sharif visited Afghanistan and offered military assistance on behalf of the Raheel-Nawaz regime in order to strengthen its forces. This visit was held at a time when America after the end of 2014 is trying to secure its own and India's presence in Afghanistan, under the guise of a limited withdrawal. America knows very well that after a limited withdrawal, its thousands of personnel will not be able to provide security for itself and India, when facing brave Muslim tribal fighters of Afghanistan.

Press Release An Invitation to Participate in and Support the Campaign: "The Khilafah that we want is upon the Method of the Prophethood" (Translated)

In light of what Islam and the Ummah are suffering from the spiteful conspiracy and mean cheap plots of the camp of Kufr, deception and colonialism spearheaded by America and assisted by the dedication of followers and infiltrators from rulers, politicians, thinkers, writers, journalists, capital holders, and mercenaries in the Muslim lands,

Under the harsh conditions in which the Ummah is going through due to the crimes and hatred of its internal and foreign enemies; where killing, displacement, profanation, and violation of everything that is sacred for it, and where the division of the country, subjugating the people, and looting our wealth which has become a weapon in the hands of our enemies drawn against us day and night. In addition to their conspiracies which are knit and weaved publically in broad daylight in order to stop the Ummah from achieving the project of its unity, its revival, and its dignity by implementing the Shariah of Allah (swt) and raising the Rayah of His Messenger Mohammed (saw). In the face of the malicious aggressive attack being triggered by the enemies of the Ummah and Islam in order to distort the notion of the Khilafah "Caliphate", offending it, and depicting it as an isolated historical incident that has ended, and that the Khilafah "Caliphate" is not appropriate to our present and future,

In the face of exploitation of the power of the Kufr tools, touts, persons, media venues, and the servants of money, attention, and popularity from those whom the Ummah thought to be their scholars yet to caw in each and every hour and moment that Islam does not have a ruling system, and defame the companions of the Prophet of Allah (saw) that without their loyalty and without their sacrifices, Islam would not have reached us,

In the face of all this and consequently, Hizb ut Tahrir / Wilayah Jordan announces the beginning of implementing its campaign titled:

"The Khilafah "Caliphate" that we want... is based on the method of the Prophethood"

To introduce the Ummah with the concept and structure of the Khilafah "Caliphate" which Allah (swt) Commanded us with and Promised us with based on definitive evidence, and which the Prophet (saw) gave glad tidings about in the Hadith which states in its end: «..ثم تكون خلافة على منهاج النبوة». "... and there will be a Khilafah "Caliphate" based on the method of the Prophethood".

And to expose the crusade coalition which is being led by America and its lackeys in their declared war on Islam and the Muslims under the pretext of terrorism, where they assume that with this coalition of theirs will delay the promise of Allah (swt) of succession, victory, and stabilization...

The Khilafah "Caliphate" that we want is a protective Khilafah "Caliphate", a mercy to the people, and a liberator for the tormented and oppressed ones on earth...

The Khilafah "Caliphate" that we want will liberate our Masjid Al Aqsa and other occupied Muslim lands...

The Khilafah "Caliphate" that we want will dignify Islam and its people, and will demean the tyrants, its people, and its supporters...

The Khilafah "Caliphate" that we want will shade the entire Muslim countries, and it will subject all the inhabitants of the Muslim countries to obey and yield to it; and will safeguard the people of the earth and the inhabitants of the skies and lands will be pleased with it...

The Khilafah "Caliphate" that we want will be as pure and blessed as the one that came from the Messenger of Allah (saw)...

The Khilafah "Caliphate" that we want will bring happiness to the hearts of the Muslims and will bring dignity to their homes...

The Khilafah "Caliphate" that we want is upon the method of the Prophethood which will shake the pillars of the earth destroying the thrones of the titans, snatching slumbers from the eyes of the tyrants, and will lift away the suffering of the people of earth. So, be with us and be among those who work to please their Lord (swt) and to strive for entering His (swt) Paradise. Join us in our campaign and Allah (swt) grants the best of rewards:

وَعَدَ اللهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضـى لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْناً يَعْبُدُونَنِي لا يُشْـرِكُونَ بِي شَيْئاً

"Allah has promised those among you who believe, and do righteous good deeds, that He will certainly grant them succession to (the present rulers) in the earth, as He granted it to those before them, and that He will grant them the authority to practise their religion, that which He has chosen for them (i.e. Islam). And He will surely give them in exchange a safe security after their fear (provided) they (believers) worship Me and do not associate anything (in worship) with Me." [An-Nur: 55].
