The Citizen Newspaper dated 14^th December 2013 reported on Parliament passing a strong resolution calling upon the government to take concrete steps against swindlers of public resources. The resolution was passed on Wednesday at the end of the debate on reports tabled by three oversight committees namely the Public Accounts Committee (PAC), Local Authorities Accounts Committee (LAAC) and Budget Committee. Reflecting on the Controller and Auditor General's (CAG) reports for financial year which ended on June 2012, the reports exposed massive theft, embezzlement and misappropriation of public funds and resources. The reports also revealed how the prevailing laws, especially those dealing with financial management and procurement, were disregarded by public officials resulting in gross abuse of the prevailing financial rules and regulations.

Comment:

The issues of corruption, bribery and embezzlement of public funds are matters that have taken root in Capitalism. This matter is manifest everywhere in the third world like Tanzania and even in developed countries regarded as wealthy and influential in the world. Various steps and many solutions are fronted to counter such acts including harsh laws, various resolutions, forming institutions to fight bribery, a special campaign to shame countries that are too corrupt etc. However, all these have failed to curb the menace. The saddest story being most of the time, institutions meant to fight for justice are in the frontline in bribery and corruption. As contained in the report of 2011 by the Prevention and Combating of Corruption Bureau (PCCB) of Tanzania, it clearly stated that the champions of corruption in Tanzania are the Police at 76% followed by the Judiciary at 71%. http://www.jamiiforums.com/jukwaa-la-siasa/194588-taasisi-vinara-wa-rushwa-tanzania.html

The sources of these problems are the weaknesses inherent in Capitalism as follows:

First, the basis of this ideology is benefit which makes everybody to fight to add to whatever he has at all costs without regard to the consequences. Second, on the part of public servants, as most are poorly paid while the cost of living rises, they end up in the same acts. Third, as this ideology has no necessity to actually serve the public, it leads to them failing to get basic needs which are their right. The result is they are forced to offer bribes to get those services in order to solve their daily problems. To a greater extend is not to forget the greed of multi-national companies which offer huge bribes in order to get tenders and enter into corrupt agreements to con by sponsoring exploitation of third world resources. As for politicians in the Democratic/Capitalist system, they are there for self-interest by collaborating with Capitalists during their period in power. Therefore, they harp on every opportunity for corruption, bribery and embezzlement so as to fill their pockets as fast as possible.

Islam fights all forms of illegal gains including bribery for the giver and taker. The Khilafah "Caliphate" State takes practical measures to provide better social services in an easy way so that all citizens access them be they Muslims or non-Muslims. On the side of poverty, there are no taxes like VAT (Value Added Tax) and others which today are the cause of the same products being expensive. This is without forgetting the solution through the Islamic Aqeedah on the issue of bribery, embezzlement and corruption by making man to constantly relating his worldly life with the Hereafter. This means that man will be accounted on how he obtained wealth in this world. If it was through illegal means, he deserves severe punishment.

The region was struck by severe weather conditions, bringing with it a wave of tragedies that struck everyone. The harshest was against our people, the Muslims in Syria, whether it was internally being in their homes, or were displaced and deprived of what can shield them from the harm of this weather. This was in addition to the miserable regime's bombings, raids and dropping of explosive barrels on civilians and killing children in particular to drive people to despair and surrender, and especially since the Geneva II Conference is at the doorstep which the United States insists upon, and Jarba and the National Coalition traitors are calling for it, and the criminal Syrian regime is pushing for it. It is a continuous international collusion against the Muslims in Syria, devoid of any sense of the meaning of humanity, and even taking advantage of the natural conditions to achieve its political objectives. Whereas the displaced from our people abroad, who are abandoned by neighbouring governments that they resorted to for refuge, these governments declined to offer the lowest means of care for them before the storm, then how will it be afterwards?! The basis of these neighbouring countries in dealing with the Syrians (refugees) is for two reasons: internal, which is the fear that they turn into a permanent state; therefore they overlook the humanitarian situation in dealing with them, and this is replaced by political calculations. And externally, as these countries are involved in the American scheme which aims to drive people to despair and surrender to its solution, that will come via Geneva II, each in its own way.

O Muslims in Syria: We all have the right to ask: Why all this cruel international conspiracy against us? Which almost does not exclude any country?! The simplest of thinking indicates that there is fear, even panic, within the enemies of Allah from the return of the Khilafah "Caliphate" State, particularly from Syria; therefore America leads the entire international community in order to fight with it to prevent its return. The enemies of Allah and enemies of the Deen from the rulers of the Muslims have joined them, and the members of National Coalition who are quick in attacking the Islamic situation in Syria, describing it as "Takfiriyah" (i.e. branding anyone who disagrees with it as a Kafir) because the calls for Khilafah "Caliphate" echo throughout. And they describe their people as "Takfirriyoon" - adopting America's expression themselves.

O Muslims in Syria: The price which has been presented so far is exorbitantly expensive, but it is extremely cheap if the product is to establish the Islamic Khilafah "Caliphate" state in this life, and its product in the Afterlife is Paradise. Victory will be for us for one reason, that Allah is with us, and that victory is but an hour's patience; that will soon expire, but at this time we must follow the example of the Prophet (saw) in his method to establish Islamic State. Hizb ut Tahrir reminds the people of power in Syria to give their support for the establishment of the rule of Allah, just as the Ansar in Medina gave their support to the Messenger of Allah (saw) and the result was the establishment of the first Islamic State. Allah Ta'ala says:

((وَأَنَّ هَذَا صِرَاطِي مُسْتَقِيمًا فَاتَّبِعُوهُ وَلَا تَتَّبِعُوا السُّبُلَ فَتَفَرَّقَ بِكُمْ عَنْ سَبِيلِهِ ذَلِكُمْ وَصَّاكُمْ بِهِ لَعَلَّكُمْ تَتَّقُونَ))

"And, [moreover], this is My path, which is straight, so follow it; and do not follow [other] ways, for you will be separated from His way. This has He instructed you that you may become righteous". [Al-An'am: 153]

On 10th and 12th of December 2013, two members of Hizb ut Tahrir, Rohullah, employee at the Directorate of Agriculture in Parwan Province, and Abdul Rafi, student at the university, have been arrested by the Intelligence Agency in Kapisa Province. It is not the first time that the agencies in Kapisa are arresting the members and supporters of Hizb ut Tahrir; rather they have been arresting our members and keeping them behind bars since long ago. Following is a list of arrested members;

1. Qari Jameel ‘Qami', teacher at Teachers Training College, detained on September 2012 and released on October 2013.

2. Mohsin Khan, teacher at Teachers Training College, detained on October 2012 and released on November 2013.

3. Ustad Safiullah, teacher at a Madrasah, detained on October 2013 and he is imprisoned for 13 months.
Similarly, there are other supporters like, Mujahid, Muhammad Isa, Maqsood and Ihsanullah, who are arrested and are imprisoned just because they call for Islam and expose the hypocrisy of the rulers and the evil plans of the crusaders. They are put behind bars based on verdicts of man-made laws that are against the rule of Allah (swt).

The Media Office of Hizb ut Tahrir in Wilayah Afghanistan strongly condemns these shameful and cowardly acts of the Intelligence Agencies and wants to make the following points clear to the oppressive rulers and their mouthpiece media channels and as well as the noble Islamic Ummah:

1. The members and supporters of Hizb ut Tahrir mentioned above are those who responded to the call of Allah (swt) and his Messenger (saw), when they say (اَلَذِینَ اسْتَجَابُواْ لِلّهِ وَالرَّسُولِ) "Those [believers] who responded to Allah and the Messenger" [Ali-Imran: 173] and (قَالُوْا رَبُنَاْ الله ثُم اسْتَقَامُوْا) "Those who have said, "Our Lord is Allah " and then remained on a right course" [Fussilat: 30]. They are working for Khilafah "Caliphate" following the methodology of Muhammad (saw) to establish the Deen of Allah (swt), and are working among the Ummah through their political and intellectual struggle. This thought keeps them motivated and active even in dark prisons, in which they spend their days and nights.

2. The way invaders installed corrupt puppet rulers in place in the center, Kabul, exactly the same way they ensured that the provinces are ruled by the same dishonest and traitor rulers, whose sole obedience is not to their Lord Allah (swt) but to their colonialist masters. That is the reason we see that corruption and inaptness of the rulers is the talk of the time and writing on the wall, every house, street and market is aware of their huge corruption. Members of Hizb ut Tahrir and its supporters when further expose this reality as well as the corruption of Democracy, Capitalism, Democratic elections, free market, civil laws, human rights etc. to the people of Afghanistan and present the Islamic alternative (Khilafah "Caliphate"), that is where these traitor rulers and the corrupt ruling elite of Kapisa feel insecure and resort to their shameless approach of arresting and torturing the sincere sons of the Ummah.

3. The arrest of the sincere Dawah carriers and placing them behind bars by the corrupt ruling elite of Kapisa and the agencies is clearly against Islam, for which they will be reprimanded in this world and will receive severe punishment in the Hereafter. As Allah (swt) said in Quran;

(إِنَّ الَّذِینَ فَتَنُوا الْمُؤْمِنِینَ وَالْمُؤْمِنَاتِ ثُمَّ لَمْ یتُوبُوا فَلَهُمْ عَذَابُ جَهَنَّمَ وَلَهُمْ عَذَابُ الْحَرِیقِ)

"Those who persecute (or draw into temptation) the Believers, men and women, and do not turn in repentance, will have the Penalty of Hell: They will have the Penalty of the burning fire." [Al-Buruj: 10]

Hizb ut Tahrir is actively working in all corners of the world and is calling the Ummah to join its ranks for reestablishing Khilafah "Caliphate", following the method of Muhammad (saw). In order to achieve this grand objective, be it an issue of life and death, we will continue our struggle following the footsteps of our beloved Prophet (saw). The traitor rulers should take heed from their partners in other countries who utterly failed to stop the call for Khilafah "Caliphate" and firm resolve of Hizb ut Tahrir members. We will continue our struggle for Khilafah "Caliphate" till we achieve it and no one in the world can deviate us from this. The 60 years history of Hizb ut Tahrir is a clear testimony of this.
