News and Comment Four Years Old in the UK are being Referred for Drug and Alcohol Treatment

On the 30th of April, the media reported on an investigation by the Press Association that found that councils across the UK are referring hundreds of children under the age of 12 to specialist drug and alcohol treatment centres in the country. Some were as young as four years old. According to most recent figures from Public Health England, around 366 children aged 12 and under in England were referred for such treatment in 2012/13. Experts have said that the most common reason that children had access to drugs and alcohol was through parents who were heavy drinkers or drug users. In response to these staggering facts, politicians and children's specialists have called for improved mental health services for children as well as more effective educational programs to teach the young about the harms of drug-taking.

Comment:

This story is a reflection of the sheer scale of these corrosive problems that affect Western societies - problems they are clueless as to how to solve. It is a damning indictment of Western capitalist liberal values which have created a materialistic self-gratifying lifestyle, pushing individuals to pursue selfish pleasures, regardless of the consequences, and where children have become primary victims. It is also a result of the spiritual void created within individuals by the secular capitalist creed that has increasingly marginalized religion within societies, replacing it with the superficial belief that life is simply about the here and now and seeking temporary sensual pleasures. It is hardly surprising therefore that so many seek to fill this spiritual emptiness with drugs and alcohol, or that they turn to them if they are not able to achieve their worldly aspirations - whether  it be related to acquiring of wealth, status, or securing particular relationships with the opposite sex. Additionally, the countless social, economic, and moral problems caused by the capitalist, liberal lifestyle and system - such as severe financial hardship, broken families, crippling loneliness due to individualism, or neglect of the elderly or those in need - has driven so many to feel that they have no way out of their difficulties other than drown their worries with alcohol or escaping their realities with drugs. This is exacerbated by the fact that capitalism offers no solutions and therefore no hope to those suffering from these issues.

This liberal lifestyle, this materialistic outlook on life, and this destructive manner of dealing with problems is all witnessed in the homes, on TV, and on the streets by the children of the society who then unsurprisingly emulate it. According to a 2009 survey by the Trading Standards Institute, half of all teenagers admitted to drinking alcohol to the level of getting drunk. And according to a 2008 study by the UK Government's NHS Information Centre, a quarter of under 16's had taken illegal drugs. It is farcical therefore that Western politicians talk about the need for better education to teach children about the dangers of alcohol and drugs while implementing and promoting a system where the creation of these problems is ingrained within the DNA of its values and superficial view of life.

Incidentally, these are the same secular liberal values that Muslims in the West are labeled extreme if they reject and that Western governments fight wars to force-feed to the citizens of the Muslim world, or introduce with such fanfare and dazzling words though secular educational programs, curricula, or projects in our lands. They are the same corrupt values that the Muslim regimes of the region embrace with open arms, allow their free import into the schools and homes of their states, and that they shower praise upon, expressing their pride of governing over systems that promote them within their societies. Sadly, it is therefore not surprising that the problems of alcohol and drug abuse amongst the youth of our Muslim lands is increasing. Allah (swt) has said,

((وَلَوِ اتَّبَعَ الْحَقُّ أَهْوَاءهُمْ لَفَسَدَتِ السَّمَاوَاتُ وَالْأَرْضُ وَمَن فِيهِنَّ بَلْ أَتَيْنَاهُم بِذِكْرِهِمْ فَهُمْ عَن ذِكْرِهِم مُّعْرِضُونَ))

"If the truth had been in accord with their desires, truly the heavens and the earth and all beings therein would have been in confusion and corruption! Nay we have sent them their admonition but they turn away from their admonition." [Al-Mu'minun: 71]

As Muslims in the West or the Muslim world, we need to do the utmost to shield our children from such harmful secular, liberal values, no matter what labels secular governments and media throw at us. We must exert our greatest efforts as individual Muslims; and as Muslim communities to instill the sublime Islamic values and beliefs within our families and youth to create personalities who are constantly conscious of their relationship with their Rabb (swt); who understand that their true purpose of life is to seek His Pleasure and not their own; and who have their sight and hopes firmly fixed on the unlimited joys of Jannah rather than the temporary benefits and pleasures of this Dunya. And importantly, we need to struggle hard for the establishment of the Khilafah "Caliphate" under which our children will be educated in true Islamic schools and homes and immersed in an atmosphere of the noble Islamic beliefs, morals, and conduct through the full implementation of the Islamic Shariah laws. This will create generations of Muslim youth of outstanding Islamic personalities Insha Allah who submit themselves completely to the obedience of their Lord (swt), and who are a source of goodness for their families, community, and society.

Answer to Question Participation in Kufr Systems (Translated)

Question

While researching the prohibition for a Muslim to participate in a Kufr system which does not rule by Islam, someone said that they heard one of the scholars allowing this participation citing Yusuf (as) ruling by the laws (shariyah) of the king of Egypt... Also that the Negus remained for many years ruling by Kufr even though he was a Muslim and the Prophet (saw) prayed Janazah prayer in absentia for him. And that benefit (Maslaha) which is a Shariyah evidence requires so (i.e. participation).

A Muslim in ruling (hukm) will cater to the interests of Muslims more than a secularist.

The question is how valid are these evidences? Is it true that there are scholars who advocate this?

Please provide us with the answers, Jazak Allah Khairan.

Answer

Yes, some Government scholars speak of this rhetoric. They do not base what they say on evidences; because the ruling by what Allah has revealed is based on clear and explicit definite texts with definite meaning; there is no difference of opinion between scholars regarding this.

Ruling by what Allah (swt) has revealed is an obligation; Allah (swt) says,

((فَاحْكُمْ بَيْنَهُمْ بِمَا أَنزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ عَمَّا جَاءَكَ مِنْ الْحَقِّ))

"So judge between them by what Allah has revealed and do not follow their inclinations away from what has come to you of the truth." [Al-Ma'ida: 48]

And He (swt) says:

((وَأَنْ احْكُمْ بَيْنَهُمْ بِمَا أَنزَلَ اللَّهُ وَلاَ تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنزَلَ اللَّهُ إِلَيْكَ))

"And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you" [Al-Ma'ida: 49]

There are numerous texts carrying similar meaning.

Ruling by other than what Allah has revealed and resorting to ruling by man-made laws is Kufr if the rulers believes in them; it is oppression (thulm) or transgression (fisuq) if the ruler does not believe in them. This is mentioned in the saying of Allah (swt),

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْكَافِرُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers" [Al-Ma'ida: 44]

And His (swt) saying:

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الظَّالِمُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the wrongdoers" [Al-Ma'ida: 45]

And His (swt) saying:

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْفَاسِقُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the defiantly disobedient" [al-Ma'ida: 47]

What the government scholars quote as evidences have no basis, as we have said, for the following reasons.

1. Quoting the action of Yusuf (as) as an evidence for arguing that he ruled on some issues with the laws of the king of Egypt, i.e. by other than what Allah has revealed, this reference is out of context. Because we are commanded to follow Islam brought by Muhammad (saw) through revelation from Allah (swt), we are not commanded to follow the Shariyah of Yusuf (as) or any other Prophets (as) of Allah (swt) because the law of the people before us is not a law for us. Islam abrogated them. Allah (swt) says:

وَأَنْزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ مُصَدِّقًا لِمَا بَيْنَ يَدَيْهِ مِنَ الْكِتَابِ وَمُهَيْمِنًا عَلَيْهِ فَاحْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ عَمَّا جَاءَكَ مِنَ الْحَقِّ لِكُلٍّ جَعَلْنَا مِنْكُمْ شِرْعَةً وَمِنْهَاجًا

"And We have revealed to you, [O Muhammad], the Book in truth, confirming that which preceded it of the Scripture and as a criterion over it. So judge between them by what Allah has revealed and do not follow their inclinations away from what has come to you of the truth. To each of you We prescribed a law and a method" [Al-Ma'ida: 48]

The meaning of "a criterion over it" is that it abrogates others. Islam abrogated all previous books, this is why the laws of the people before us is not a law for us.

There are some scholars of Usul who adopt this principle in a different version:

«شَرْعُ مَنْ قبلَنا شرع لنا ما لم يُنْسَخ» "The law of the people before us is a law for us as long as it is not abrogated."

It restricts referring to previous laws as evidence only in rules that were not abrogated by Islam. As for the laws that were abrogated by Islam, they are not allowed to be adopted from the previous laws. We are commanded with what is mentioned in our Shariyah. Ruling by what Allah has revealed is clear in Islam. Islam abrogates all previous laws that contradict it. All the renowned scholars of Usul whether they adopt the first principle: "The law of the people before us is not a law for us". Or they adopt the second principle: "The law of the people before us is a law for us as long as it is not abrogated". They both oblige ruling by what Allah has revealed because it is clearly and explicitly mentioned in Islam in definite texts and definite meaning; Islam abrogates previous laws if it contradicts it.

We mentioned the above assuming that Yusuf (as) has ruled in some issues with the law of the king of Egypt, but what is correct is that Yusuf (as) is a Prophet who is infallible (Ma'soom), so he only rules by what Allah (swt) has revealed to him. So as was described by Allah (swt) in his (as) dialogue with the two companions in prison, he (as) said that the rule is for none but Allah:

يَا صَاحِبَيِ السِّجْنِ أَأَرْبَابٌ مُتَفَرِّقُونَ خَيْرٌ أَمِ اللَّهُ الْوَاحِدُ الْقَهَّارُ * مَا تَعْبُدُونَ مِنْ دُونِهِ إِلَّا أَسْمَاءً سَمَّيْتُمُوهَا أَنْتُمْ وَآبَاؤُكُمْ مَا أَنْزَلَ اللَّهُ بِهَا مِنْ سُلْطَانٍ إِنِ الْحُكْمُ إِلَّا لِلَّهِ أَمَرَ أَلَّا تَعْبُدُوا إِلَّا إِيَّاهُ ذَلِكَ الدِّينُ الْقَيِّمُ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ

"O [my] two companions of prison, are separate lords better or Allah, the One, the Prevailing? You worship not besides Him except [mere] names you have named them, you and your fathers, for which Allah has sent down no authority. Legislation is not but for Allah. He has commanded that you worship not except Him. That is the correct religion, but most of the people do not know." [Yusuf: 39-40]

So Yusuf (as) said, ((إِنِ الْحُكْمُ إِلَّا لِلَّهِ))"Legislation is not but for Allah" [Yusuf: 40].

Therefore the rule is for the Lord of the worlds who is worshipped by the Muslims and takes his Shariyah from Him (swt) alone and does not associate another god with Him.

The actions of Yusuf (as) did not contradict his words; it does not make sense that he (as) says that the rule is for none but Allah and yet refers to the law of Kufr. This argument is an attack on the infallibility of one of the Prophets of Allah Ta'ala and defamation against Allah; it is a grave matter. Therefore, Yusuf (as) did not rule by kufr, but he ruled by what Allah (swt) revealed to him, truthful and sincere to Allah (swt).

As we have said, assuming that Allah (swt) has allowed Yusuf (as) in his Shariyah to rule in some issues with the rules of the King of Egypt, Islam has abrogated previous laws and it has become and obligation on us, after the message of Prophet (saw), to rule by Islam and nothing else.

2. As for citing the actions of Negus as evidence, it is also out of context. If one scrutinises the issue he will find that Negus was a king prior to converting to Islam, he embraced Islam secretly and died shortly after. And he was not able to implement Islam and could not dare to declare his Islam because his people were Kuffar. This does not apply to a Muslim who is known for his Islam by the people. Further details for the issue:

a. Negus is not the name of the ruler of Abyssinia but it is a title given to the rulers of Abyssinia; he is called ‘Negus' just like the ruler of Persia is called ‘Chosroes' and the Roman ruler as ‘Caesar'. Negus, who embraced Islam and the Prophet (saw) prayed for, is unlike what the question stated that his Islam was for many years, the period of his Islam was short, it was not more than days or a month or two... He was not the Negus that Muslims had emigrated to from Makkah and was not the Negus that Prophet (saw) sent ‘Amr ibn Umayah Ad-Dhamiri after the Treaty of Hudaybiah when he (saw) sent his messengers to the rulers. But he was different Negus, who came to power, after Negus - the one that Prophet (saw) sent a message to together with the other rulers.

The narrations regarding this topic are found in Bukhari and Muslim. Those who thought that Negus, who embraced Islam, is the same Negus that Muslims had emigrated to from Makkah are mistaken; or that he was the Negus that the Prophet (saw) sent ‘Amr ibn Umayah Ad-Dhamiri after the Treaty of Hudaybiah. This contradicts with what is in Bukhari and Muslim and is rejected. As for the evidences for what we have mentioned previously we say the following;

Muslim reported from Qatada from Anas,

«أَنَّ نَبِيَّ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ كَتَبَ إِلَى كِسْرَى، وَإِلَى قَيْصَرَ، وَإِلَى النَّجَاشِيِّ، وَإِلَى كُلِّ جَبَّارٍ يَدْعُوهُمْ إِلَى اللهِ تَعَالَى»، وَلَيْسَ بِالنَّجَاشِيِّ الَّذِي صَلَّى عَلَيْهِ النَّبِيُّ  انتهى

("The Prophet (saw) wrote to Chosroes, Caeser, Nagus, and to every tyrant (leader) calling them to Allah Ta'ala" and was not Negus that the Prophet (saw) prayed for.) End.

At-Tirmidhi reported on the authority of Qatada from Anas;

«أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ كَتَبَ قَبْلَ مَوْتِهِ إِلَى كِسْرَى وَإِلَى قَيْصَرَ وَإِلَى النَّجَاشِيِّ وَإِلَى كُلِّ جَبَّارٍ يَدْعُوهُمْ إِلَى اللَّهِ»

("That the Prophet (saw) wrote before His death to Chosroes, to Ceaser, to Nagus, and. to every tyrant calling them to Allah" and was not Negus that the Prophet (saw) prayed for) End.

What is clear from the hadith of Muslim and Tirmidhi is that the text in which Negus, who embraced Islam and the Prophet (saw) prayed for, was not Negus that Prophet (saw) sent the message to with the other rulers after Hudaybiah.

b. Prophet (saw) sent messages to rulers after he arrived back from Hudaybiah, which is after Dhul Qa'idah of the 6th year after Hijra. The Negus, who embraced Islam, is not the same Negus who the Prophet (saw) sent a message to with the other rulers, but he was Negus who came after and took rule around the 7th year after Hijra.

c. Abu Hurayrah (ra) was with the Prophet (saw) when he (saw) prayed for Negus, who had embraced Islam, as in the hadith regarding praying for Negus. Abu Hurayrah (ra) is known for embracing Islam and arriving in the delegation of seventy or eighty from Daws to Medina when the Prophet (saw) was in Khyber. So they followed him and met him there. The Prophet (saw) gave them a share of the booty of Khyber; Khyber was in the 7th year after Hijra. This means that Negus embraced Islam and became a ruler of Abyssinia around the 7th year after Hijra and died in the same year i.e. he did not live except for short time.

d. Abyssinia was inhabited by Kuffar of the Christian religion. Their ruler Negus embraced Islam secretly without their knowledge or anybody's knowledge, including the Prophet (saw), as understood from the ahadith of prayer for Negus. He (saw) learned of Negus's death through revelation. The meaning of the ahadith of praying for him is an evidence for this:

«أَنَّ رَسُولَ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ نَعَى النَّجَاشِيَّ فِي اليَوْمِ الَّذِي مَاتَ فِيهِ خَرَجَ إِلَى المُصَلَّى، فَصَفَّ بِهِمْ وَكَبَّرَ أَرْبَعًا»

Bukhari reported from Abu Hurayrah (ra) that "Allah's Apostle informed (the people) about the death of An-Najashi on the very day he died. He went towards the Musalla (praying place) and the people stood behind him in rows. He said four Takbirs (i.e. offered the Funeral prayer)."

In another narration: «نَعَى لَنَا رَسُولُ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ النَّجَاشِيَّ صَاحِبَ الحَبَشَةِ، يَوْمَ الَّذِي مَاتَ فِيهِ» "Allah's Apostle informed us about the death of An-Najashi on the very day he died." He said:«اسْتَغْفِرُوا لِأَخِيكُمْ» "Ask forgiveness for your brother."

Bukhari reported from Jabir bin Abdullah (ra) saying that the Prophet (saw) said:«قَدْ تُوُفِّيَ اليَوْمَ رَجُلٌ صَالِحٌ مِنَ الحَبَشِ، فَهَلُمَّ، فَصَلُّوا عَلَيْهِ» "Today, a righteous man died, so gather to pray for him". He said, ‘We lined up behind the Prophet (saw) in rows and prayed; Abu az-Zubayr said from Jabir, "I was in the second row" and in another narration from Jabir that the Prophet (saw) said when Negus died:

«مَاتَ اليَوْمَ رَجُلٌ صَالِحٌ، فَقُومُوا فَصَلُّوا عَلَى أَخِيكُمْ أَصْحَمَةَ» "Today, a righteous man died, so gather and pray for Ashama (Negus's name)"

«نَعَى النَّجَاشِيَّ فِي اليَوْمِ الَّذِي مَاتَ فِيهِ» "Allah's Apostle informed (the people) about the death of An-Najashi on the very day he died"

«نَعَى لَنَا رَسُولُ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ النَّجَاشِيَّ صَاحِبَ الحَبَشَةِ، يَوْمَ الَّذِي مَاتَ فِيهِ» "Allah's Apostle informed us about the death of An-Najashi on the very day he died" ، فَقَالَ: اسْتَغْفِرُوا لِأَخِيكُمْ» He said: "Ask forgiveness for your brother." «مات اليوم رجل صالح...» "Today, a righteous man died"

The announcement of death on the day he died, Negus was in Abyssinia and the Prophet (saw) was in Medina, which means that he (saw) was informed by revelation. Also the saying of the Prophet (saw): «اسْتَغْفِرُوا لِأَخِيكُمْ» "Ask forgiveness for your brother."«مات اليوم رجل صالح...» "Today, a righteous man died..." It means that they did not have knowledge of his death.

e. Therefore, the case of Negus does not match the reality here; Negus embraced Islam secretly, his people were Kuffar, he died after a short time and no one knew of his Islam except through revelation. This situation does not match the reality of participation by a Muslim who is known for his Islam in ruling by other than what Allah (swt) revealed. Those who say that it is relevant hold no evidence, not even doubtful evidence.

3. As for using Maslaha (benefit) as evidence - it is also out of context and we present it as follows: Some of the scholars of Usul (jurisdiction) who adopted benefit as evidence have set a condition that it is taken if Shariyah does not mention the benefit as a command or a prohibition. If there is a mention of a command or a prohibition then the rule of the benefit is not considered at all; only the rule which is mentioned in the Shariah is taken. None of the renowned scholars of Usul said that the text and rule revealed by Wahi (Revelation) will be suspended on the justification of the call for benefit.

Riba is haram, it was prohibited by Shariah text through revelation. If Riba is required due to benefit - it is irrelevant since Shariah prohibits and rejects it, even if some so-called scholars give a fatwa allowing it - their fatwa is rejected because it clashes with the Shariah that came through Revelation.

The issue of ruling by other than what Allah (swt) has revealed is prohibited in a definite manner, just like the prohibition of Riba because the text came from revelation. So there is no place to refer to benefit - rather the benefit is what the Shariyah has defined and not vice versa.

In this research even the scholars of Usul, who mistakenly adopted Masalih Mursala, did not place benefit as a reference in their school of thought. In reality, Masalih Mursala do not exist. It is only present in the eyes of those that say Shariah left some issues without a rule and this is when they use Maslaha (benefit).

In reality Islam did not leave any matter without explaining it; it gave rules on every matter:

((تِبْيَانًا لِكُلِّ شَيْءٍ))

"And We have sent down to you the Book as clarification for all things" [Al-Nahl: 89]

((مَا فَرَّطْنَا فِي الْكِتَابِ مِنْ شَيْءٍ))

"We neglected nothing out of the Book" [Al-An'am: 38]

((الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الْإِسْلَامَ دِينًا))

"This day I have perfected for you your Deen and completed My favor upon you and have approved for you Islam as a deen." [Al-Ma'ida: 3]

4. In conclusion, participation in the system of Kufr and ruling by other than what Allah (swt) has revealed is Kufr if the ruler who is not ruling by what Allah (swt) has revealed believes in the rules; and it is an injustice and transgression if the ruler who is ruling by other than what Allah (swt) has revealed does not believe in the rules:

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْكَافِرُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers" [Al-Ma'ida: 44]

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الظَّالِمُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the wrongdoers" [Al-Ma'ida: 45]

((وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْفَاسِقُونَ))

"And whoever does not judge by what Allah has revealed - then it is those who are the defiantly disobedient" [al-Ma'ida: 47]

Those who say that it is allowed for a Muslim to participate in ruling with other than what Allah (swt) has revealed have no evidence, not even a doubtful evidence because the texts which prohibits this matter are definite in both text and meaning.

I hope that this answer is sufficient, clear and satisfying by the permission of Allah (swt).

News & Comment Current System Fails to Provide Security to the People; only the Khilafah can Ensure Security of Life for its Citizens

Seven people, including a ward councillor and a lawyer, were abducted from two cars on Sunday, 27 April 2014, allegedly by some law enforcers. Later, they were found dead afloat in a river and a ditch on Wednesday, April 30, 2014. People were shocked to learn from media that the dead bodies were almost decomposed, each of which had the hands and the legs tied to two sacks, each containing 12 bricks. Their abdomens were cut and faces tied in polythene bags.

Comment:

According to media reports, more than 53 people have so far been abducted in the first four months of 2014. The figure was 46 in 2010, 59 in 2011, 56 in 2012 and 68 in 2013. These figures do not portray the true picture as people initially do not want to report such incidence with the hope that the abductors will return the victims if they do not report it. In most of the reported cases, families point to law enforcing agencies for the abductions.

Law enforcing agencies in Bangladesh used to officially engage in ‛crossfire', especially after the establishment of RAB (Rapid Action Battalion) in 2004. At the outset, some people welcomed killing criminals in staged shootouts as criminals used to get out from the prison using loopholes of existing human made laws. Later, it turned out that the law enforcing agencies have started ‛private practice', where the officials of the security services can be hired to fulfil personal wishes. Now the innocent people are getting killed, maimed and abducted by the agencies and the criminals alike.

The rise of such criminal activities show how miserably the existing system failed to secure people's lives. On one hand, the law enforcers themselves do not believe that the existing law and judiciary can deliver justice. On the other hand, in order to ensure so-called justice, they have to be engaged in illegal activities such as extra-judicial killings. Then, the same law enforcers get to serve wishes of political elites, corrupt businessmen and criminals in return for financial benefits. End of the day, the whole process encourages the cycle of corruption and criminality; and more heinous social crimes are committed each and every day.

While people are frightened at the revelation of such horrific crimes, the political leaders are engaged in the usual blame game. Ensuring safety and security of people is never in the minds of Hasina and Khaleda; all that they are concerned is ensuring their own safety with a large entourage of security people. This is despite the fact that they continuously talk about rule of law and good governance. Current democratic, secular, human made system will never be able to deliver justice and ensure safety and security of people's life. In reality, no one believes that the existing system or Khaleda-Hasina can do that.

Only the laws revealed by the Creator (swt) of human beings and the universe and His (swt) system, the Khilafah "Caliphate", can ensure security of life. Allah (swt) and our Prophet (saw) promised safety and security after the establishment of the Khilafah "Caliphate". Allah (swt) said,

وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا وَمَنْ كَفَرَ بَعْدَ ذَلِكَ فَأُولَئِكَ هُمُ الْفَاسِقُونَ

"Allah has promised those of you who believe and do good deeds that He will most surely make them to succeed (the present rulers) in the earth as He made their ancestors before them, and that He will establish for them their religion, the one which He has chosen for them, and that He will change their present state of fear into peace and security..." [Surah An-Nur: 55]

Our Prophet (saw) said,

«...وَاللَّهِ لَيُتِمَّنَّ هَذَا الْأَمْرَ حَتَّى يَسِيرَ الرَّاكِبُ مِنْ صَنْعَاءَ إِلَى حَضْرَمَوْتَ لَا يَخَافُ إِلَّا اللَّهَ أَوْ الذِّئْبَ عَلَى غَنَمِهِ وَلَكِنَّكُمْ تَسْتَعْجِلُونَ»

"By Allah, this matter will be complete so that a traveller can go from San'a' to Hadramawt fearing only Allah, or the wolf for his sheep..." [Sahih Bukhari]

A Letter of Support for Sister Zulfiyya Amonova from a Sister in Malaysia

The barbarity of the Kyrgyz Special Forces by capturing sister Zulfiyya Amonova has proven and shown the Kyrgyzstan's fear towards the rise of Islam there. Although she is only a woman, Zulfiyya Amonova was captured without knowing her condition because of her courage in defending justice for her father's fate.

Tactics like this are often done by the governments of Muslim countries who are timid and cowardly by hindering the struggle for Islam. However, Muslims will never stop in fighting for the cause of Allah because Muslims have been promised victory for them as Allah has stated in Surah as Saff, verses 10-11:

يَا أَيُّهَا الَّذِينَ آَمَنُوا هَلْ أَدُلُّكُمْ عَلَى تِجَارَةٍ تُنجِيكُم مِّنْ عَذَابٍ أَلِيمٍ * تُؤْمِنُونَ بِاللَّهِ وَرَسُولِهِ وَتُجَاهِدُونَ فِي سَبِيلِ اللَّهِ بِأَمْوَالِكُمْ وَأَنفُسِكُمْ ذَلِكُمْ خَيْرٌ لَّكُمْ إِن كُنتُمْ تَعْلَمُونَ

"O you who have believed, shall I guide you to a transaction that will save you from a painful punishment? [It is that] you believe in Allah and His Messenger and strive in the cause of Allah with your wealth and your lives. That is best for you, if you should know." [TMQ As-Saff: 10-11]

What has occurred to the family of Zulfiyya Amonova is definitely a form of persecution. All they intend in doing is carrying out the command of Allah (swt) which is enjoining the right, and forbidding the wrong (amar ma'ruf nahi munkar) as stated in Surah Ali-Imran verse 104:

((وَلْتَكُن مِّنكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِ وَأُوْلَئِكَ هُمُ الْمُفْلِحُونَ))

"And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful." [TMQ Al-Imran: 104]

However, the leaders of the Kyrgyzstan force have used violence by ordering the Special Forces to arrest a young Muslim woman. What kind of oppression are you trying to show O tyrant? Is this the reason you have formed militaries in your country in order to prevent the struggle for Islam? You should know O tyrant, we will never ever back off from this struggle until Islam becomes a blessing once again for humankind. Behold, O tyrant, just wait for Allah's torment upon you for the oppression that you have done if you do not repent!

We, the Muslim women from all over Malaysia pray that our sister Zulfiyya Amonova and her family to be given strength and patience, and may Allah (swt) ease all their matters. Allah will surely meet all sacrifices made with a great reward.

Press Release The Khilafah State, the State of Care Disappeared Thus Batoul's Protection Disappeared (Translated)

Days after her reversion to Islam, Batoul was killed by the hands of her father who smashed her head with a rock without mercy or fear until she passed away; holding fast to the Deen of Allah (swt) and forsaking the Deen of the fathers and forefathers, becoming a sister of Sumayyah, the first martyr in Islam, and a sister to Dhaatul-Nitaqayn, and a sister for all the Muslims.

((إنما المؤمنون إخوة))

"The Believers are but a single Brotherhood" [Al-Hujurat: 10]

Her father killed her without fear or mercy because of her weakness and helplessness, exploiting her inconsequence before the Regime and the people.
Her father killed her without fear or mercy on the first day of the month of Rajab. The month in which the Khilafah "Caliphate" State, the State of Islam was destroyed. By its demolishment, the Rule of Allah - The Victorious, The Compeller - has become absent from life, and the Rule of Allah - The Victor, The Avenger - Who made it an obligation to give support to Batoul and other oppressed people on Earth. And by its demolition, all have dared to attack the honour and blood of the Muslims. By its demolition, the implementation of the great Deen's provisions has become absent, the Deen which never compelled anyone to enter its fold and which protected the blood, honour and churches of the People of Dhimma.

((لَا إِكْرَاهَ فِي الدِّينِ قَدْ تَبَيَّنَ الرُّشْدُ مِنْ الغَيِّ))

"Let there be no compulsion in religion: Truth stands out clear from Error" [Al-Baqarah: 256]

Oh Muslims:

The Khilafah "Caliphate" State, the state of truth and protection, has become absent. Therefore the protection of Batoul has also become absent, the Rulings of Islam has become absent and so did justice and penalty, and even the rulers, traitors and hypocrites did not leave any moment without being at war with the callers of the establishment of Islam, wasting no moment without exerting all their efforts to prevent the return of the Khilafah "Caliphate" State, in which lies your dignity and glory. With it your honour is safeguarded, lives are protected and your Deen is guarded, with it, the Da'wah to Allah (swt) is carried and protected, and with it, retribution for Batoul's blood will happen.

So we call unto you to work for the State which is feared by the internal and foreign enemies, to please your Lord and for the good of your Dunya and Akhira, so answer the caller of Allah.

((يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللَّهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ))

"O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered." [al-Anfal: 24]
