(وَلَا تَهِنُوا وَلَا تَحْزَنُوا وَأَنْتُمُ الْأَعْلَوْنَ إِنْ كُنْتُمْ مُؤْمِنِينَ) "So do not weaken and do not grieve, and you will be superior if you are [true] believers" [Ali-Imran: 139] (Translated)

May Allah bless Brother Abdulkader Al Saleh, the leader of Liwa al-Tawhid (Tawhid Bridgade) in Aleppo who was targeted by the Syrian pilots' airstrike a few days ago, in a meeting with the leaders of his brigade at the infantry school in Aleppo's countryside. He was targeted after he recorded for himself an honor, may Allah to accept it from him, when he renounced from the coalition and from Geneva and he rejected the West and its henchmen and refused the influence of the rulers of damage from Qatar, Saudi Arabia and others. We ask Allah the Almighty to elevate his status for this honor to the highest, He (Allah) is close, the Hearer of supplication... This calamity must drive the sincere to close ranks and take caution and to seek achieving their needs in secrecy, especially as the eyes of America and its followers in Russia and Europe monitor those who do not bend to Geneva ... He (swt) says, addressing the believers:

وَلْيَأْخُذُوا حِذْرَهُمْ وَأَسْلِحَتَهُمْ وَدَّ الَّذِينَ كَفَرُوا لَوْ تَغْفُلُونَ عَنْ أَسْلِحَتِكُمْ وَأَمْتِعَتِكُمْ فَيَمِيلُونَ عَلَيْكُمْ مَيْلَةً وَاحِدَةً

"And let them pray with you, taking precaution and carrying their arms. Those who disbelieve wish that you would neglect your weapons and your baggage so they could come down upon you in one [single] attack." [Al Nisa: 102]

This revolution is strong and powerful, with the permission of Allah; for it derives its steadfastness and patience from its faith in Allah and its determination to seek victory from the Almighty alone; this is what the international nations fear in this revolution and becomes more conspiring against it. For this reason, this revolution was more powerful than Bashar and his mercenaries and stronger than all the conspired Western countries as a whole. We take this opportunity to urge our brothers in the Brigade and other battalion commanders to follow the example of those who recorded their endowments with their Lord in this world and the Hereafter, and that they should not seek victory except from Allah alone, as good adherence to Islam and to investigate the right is the key to relief, which the path of suffering and bring victory close ... The Almighty said:

وَلَا تَهِنُوا فِي ابْتِغَاءِ الْقَوْمِ إِنْ تَكُونُوا تَأْلَمُونَ فَإِنَّهُمْ يَأْلَمُونَ كَمَا تَأْلَمُونَ وَتَرْجُونَ مِنَ اللَّهِ مَا لَا يَرْجُونَ وَكَانَ اللَّهُ عَلِيمًا حَكِيمًا * إِنَّا أَنْزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ لِتَحْكُمَ بَيْنَ النَّاسِ بِمَا أَرَاكَ اللَّهُ وَلَا تَكُنْ لِلْخَائِنِينَ خَصِيمًا

"And do not weaken in pursuit of the enemy. If you should be suffering - so are they suffering as you are suffering, but you expect from Allah that which they expect not. And Allah is ever Knowing and Wise. Indeed, We have revealed to you, [O Muhammad], the Book in truth so you may judge between the people by that which Allah has shown you. And do not be for the deceitful an advocate." [Al Nisa:104-105]

May Allah bestow His abundant mercy on brother leader Abdulkader Al Saleh and bring him the Supreme paradise with the Prophets, the steadfast affirmers of truth, and the martyrs and the righteous and we say naught except that which is pleasing to our Lord:

إِنَّا لِلَّهِ وَإِنَّا إِلَيْهِ رَاجِعُونَ

"Indeed we belong to Allah, and indeed to Him we will return." [Al Baqara:156]

The Answer to the Question Prayer behind an Imam who uses perfumes which contains intoxicant or alcohol To: AbuMuhibbullohi Abdulloh from Tajikistan (Translated)

Question

Assalamu Alaikum wa Rahmatullahi wa Barakatahu our Ameer,

We members from Hizb in the prison deal with a serious problem. It is well known for us that perfumes containing alcohol as well as medicine containing the same are Najas. But the imam that we pray behind in prison uses these types of perfumes and he refers to what is said in books of Islamic rulings (fatwa). And therefore we are hesitant; so is it permissible for us to pray behind him...
Oh our Ameer, we are in need of a quick answer, as fast as possible and we are awaiting your answer Insha'Allah. May Allah reward you.

Answer

Wa Alaikum Assalaam wa Rahmatullahi wa Barakatahu

Your Salah behind this imam that uses these perfumes that contain intoxicants or alcohol, is accepted and not rejected, because the Salah behind a Muslim who commits Haram is acceptable and the sin is on the imam, and the evidence for this is:

1. It was reported by Bukhari on the authority of Abu Hurairah that the Messenger of Allah (saw) said, يُصَلُّونَ لَكُمْ، فَإِنْ أَصَابُوا فَلَكُمْ، وَإِنْ أَخْطَئُوا فَلَكُمْ وَعَلَيْهِمْ "If the Imam leads the prayer correctly then he and you will receive the rewards but if he makes a mistake (in the prayer) then you will receive the reward for the prayer and the sin will be his."

And the meaning of "فلكم وعليهم" "then you will receive the reward for the prayer and the sin will be his" is that you will be rewarded for your Salah and they will be punished for their mistakes.

2. Muslim extracted on the authority of Abdallah Bin Sammit on the authority of Abu Dhar, the Messenger of Allah said to me,كَيْفَ أَنْتَ إِذَا كَانَتْ عَلَيْكَ أُمَرَاءُ يُؤَخِّرُونَ الصَّلَاةَ عَنْ وَقْتِهَا؟ - أَوْ - يُمِيتُونَ الصَّلَاةَ عَنْ وَقْتِهَا؟ قَالَ: قُلْتُ: فَمَا تَأْمُرُنِي؟ قَالَ: صَلِّ الصَّلَاةَ لِوَقْتِهَا، فَإِنْ أَدْرَكْتَهَا مَعَهُمْ، فَصَلِّ، فَإِنَّهَا لَكَ نَافِلَةٌ "How would you act when you are under the rulers who would delay the prayer beyond its prescribed time - or - they would make prayer a dead thing as far as its proper time is concerned?" He said: I said: ‘What do you command me?' He (the Messenger) said: ‘Observe the prayer at Its proper time, and if you can say it along with them do so, for it would be a supererogatory prayer for you'", and the understanding of the hadith is that if the oppressive rulers pray within the prescribed times, then the prayer behind them is valid.

3. And for your information, the Hanafiyah and the Shafaiyah said, that the prayer behind the Fasiq is disliked but it is accepted. And the sin is on the imam that prays with the Muslims, and they hate him, as was mentioned in the Hadith, witch was reported by al-Tirmidhi in his Sunan from Abu Umamah, who said: ثَلَاثَةٌ لَا تُجَاوِزُ صَلَاتُهُمْ آذَانَهُمْ: العَبْدُ الآبِقُ حَتَّى يَرْجِعَ، وَامْرَأَةٌ بَاتَتْ وَزَوْجُهَا عَلَيْهَا سَاخِطٌ، وَإِمَامُ قَوْمٍ وَهُمْ لَهُ كَارِهُونَ. The Messenger of Allah (saw): "There are three whose Salat would not rise up beyond their ears: The runaway slave until he returns, a woman who spends a night while her husband is angry with her, and a people's Imam whom they dislike."

4. And the conclusion is that if you prayed behind an imam with right actions, who fears Allah, then your prayer behind this imam would be better. But however if it happened and you prayed behind this imam that allows perfume that contains alcohol, then your salat is valid and the sin is on him.

And give the imam a good advice that perfumes that contains alcohol like cologne and what is similar, are Haram. And give him the answer which is mentioned below, about the prohibition of perfumes that are mixed with alcohol, perhaps he will be guided by the will of Allah.
(Regarding the perfume that contains alcohol, then the Ahkaam concerning alcohol applies on it. Because the Messenger (saw) says in what is narrated by Muslim by Ibni Umar, he said: the Messenger of Allah (saw) said: «كُلُّ مُسْكِرٍ خَمْرٌ، وَكُلُّ مُسْكِرٍ حَرَامٌ» "Every intoxicant is Khamr and every Khamr is Haram".

And He says, may Allah's blessing and peace be upon Him, in what was extracted by Abu Dawoud on the authority of Jaber bin Abdullah: مَا أَسْكَرَ كَثِيرُهُ، فَقَلِيلُهُ حَرَامٌ "If a large amount of anything causes intoxication, a small amount of it is prohibited."

So He, may Allah's blessings and peace be upon Him, indicated which liquids are called alcohol. So every intoxicant, a small amount or a large amount is alcohol. Here comes the investigation of the reality, to know whether this perfume or cologne or similar intoxicates, a little or large amount, so if it intoxicates, then it is alcohol. And the ruling concerning alcohol is applied and makes it Haram, in ten varieties, according to the Hadith narrated by Al Haakim in his Mustadrak, from Abdullah bin Abdullah bin Umar, from his father, that the Messenger of Allah (saw) said:«لَعَنَ اللَّهُ الْخَمْرَ، وَلَعَنَ سَاقِيهَا، وَشَارِبَهَا، وَعَاصِرَهَا، وَمُعْتَصِرَهَا، وَحَامِلَهَا، وَالْمَحْمُولَةَ إِلَيْهِ، وَبَايِعِهَا وَمُبْتَاعَهَا، وَآكِلَ ثَمَنِهَا» "The Messenger of Allah (saws) cursed ten involved in wine: The one who presses it, the one who has it pressed, its drinker, its carrier, and the one it is carried to, its server, its seller, the consumption of its price, the one who purchases it and the one it was purchased for"

In accordance to the view of the experts about the effect of the alcohol substance mixed in the liquid, then this fluid would become intoxicating if, it was drunk and because the Messenger (saw) said: «كل مسكر خمر وكل خمر حرام»"Every intoxicant is alcohol and every alcohol is Haram." (Extracted by Muslim) Then due to this the Ahkam of alcohol are applied upon the perfumes that have been combined with alcohol." End.

And I repeat it has to be with a good manners and wisdom, and if he is guided then it is Khair (good), and if he insists on what he is doing, augmenting with this and that, then it is sufficient for you, and you have advised him. And for you is the reward and the recompense, InshaAllah.

Jakarta: About 177.84 million people, including the poor and underprivileged, in Indonesia have been covered by the 'Jamkes' health social insurance scheme, a cabinet minister said.

Health Minister Nafsiah Mboi in her written address read out on Sunday by Hugua, the Wakatobi District head, Southeast Sulawesi, said that 2,186 hospitals had been providing Jamkes services across the country.
In her address to the commemoration of the 68th National Heroes Day, the Minister said that besides the hospitals, a total of 9,599 public health care centers (Puskesmas) had also been made available.

There are also some 23,225 Sub-Puskesmas units, 54,704 village health posts and 276,688 integrated health service posts (Posyandu).
"We continue to increase health services from time to time to eliminate health service disparities among regions, among groups and social economic groups," she said.

The Minister said that the government had made a number of achievements in the health service sector such as the eradication of polio, malaria, leprosy, the handling of HIV/AIDS patients, increasing nutritional intake and accelerating the efforts to achieve the millennium development goals. A few months later in 1 January 2014 Indonesian government will implement a law namely National Social Security System. Through the legislation gradually every citizen will be forced to be participants of social insurance for health care. It is a mechanism for collecting funds from compulsory dues to provide protection against social and economic risks that befall to participants and / or their family members. This clearly indicates a policy that states leave responsibility for providing health services to the people.

Statements from the Health Minister only emphasize that the government gives health services to people who are able to pay funds, otherwise you will get nothing. People should question, what is the function of an institution named state? It is on contrary with what Islam sets on the function of state. Especially on providing health services for all people.

Islam obliges state to run these principles:

First, public health is a basic needs. Whoever he is, poor-rich, Muslim-non-Muslim. Direct fulfillment should be guaranteed by the state. The prophet says, which means, "Anyone who entering a morning in safe condition, healthy body and has food for the day, it is as if the world had been his".

Second, the government has obligation to take full responsibility to ensure the quality of free health services for each individual community.

Words of the Messenger of Allah, which means,

"... فالأمير الذي على الناس راع، وهو مسئول عن رعيته..."

"Imam (Caliph) who became leader of men, is (like) shepherd. And he alone is responsible for the people." (Reported by al-Bukhari).

It is forbidden for the government to play role only as a regulator and facilitator.

The first and second principles are in harmony with the ideals of human health that provide health care to anyone who needs it, without prioritizing material rewards.

At the time of the Islamic civilization, this principle is really implemented. As in the hospitals of Al-Mansur Al-Kabir in Cairo. With a capacity of 8,000 beds, equipped with a mosque for Muslim patients and chapel for Christian patients. The hospital is equipped with a music therapy for patients suffering from mental disorders. Every day serving 4,000 patients. Services are provided without distinction as to race, color and religion of patients, without limit of time, until the patient is completely cured. In addition to obtaining care, drugs and free food, the patients were also given clothes and pocket money enough for treatment. The hospital serves over 7 centuries.

Third, excellency (ihsan) in the implementation of the management of health services, as the words of the Messenger of Allah, which means,

رَسُولِ اللهِ صلى الله عليه وسلم قَالَ: إِنَّ اللهَ كَتَبَ الإِحْسَانَ عَلَى كُلِّ شَيءٍ. فَإِذَا قَتَلْتُمْ فَأَحْسِنُوا القِتْلَةَ، وَإِذَا ذَبَحْتُمْ فَأَحْسِنُوا الذِّبْحَةَ، وَلْيُحِدَّ أَحَدُكُمْ شَفْرَتَهُ، وَلْيُرِحْ ذَبِيْحَتَهُ

"Verily Allah requires valid in all things charity. If you kill (execute Qisas) do it with ihsan. If you do it properly slaughtered / perfect." (Muslim).

That in this case the Caliph and its institutions shall be based on three principles: simplicity rules, speed of providing health care, and carried out by individuals who are capable and professional.

The three principles consequences on the availability of health human resources, health infrastructure is adequate and more easily accessible. There are adequate number of physicians from various specialties, midwives and nurses. And it is also available in full range of medical equipment, drugs and human beings what is needed to provide health care with the best service standards, in line with the principles of medical ethics in Islam.

These principles of state duty to provide public services willl become reality when we have Khilafah "Caliphate" State. So let us struggle for the reestablishment of the Khilafah "Caliphate".
