Russia and Tajikistan Entered into Agreement about the Military Base (Translation)

News:

"This autumn the Tajikistan's parliament ratify the agreement about extending the period of stay of the Russian military base," - reported President of Republic Emomali Rahmon. Agreement with Tajikistan was signed on the 5th of October, 2012 in Dushanbe. The period of stay of the Russian military base in republic was extended until 2042, informed news agency RIA 01/08/2013, describing the negotiations between Vladimir Putin and Emomali Rahmon.

"According to the preliminary data, Russia will send $200 million for upgrading the Tajik's army until 2025. Russian Defence Minister Sergey Shoygu stated about this," reported by Russia Today (01/08/2013).

In addition, Saifullo Safarov, the director of the Center for Strategic Studies under the President of Tajikistan, said in an interview with radio station "Voice of Russia" dated 20/07/2013: "There are some forces, which want to re-establish Islamic Califate. They are such organizations as Hizb ut-Tahrir... So four states of Central Asia together are under the danger of this project. And everybody keeps silent. We have to be careful."

 

Comment:

Russia spends hundreds of million dollars to prepare for the Islamic awakening in Central Asia, which is coming soon, according to experts' estimates. In addition, an important catalyst of this process can be a final withdrawal of troops of ISAF from Afghanistan.

Significantly, that Russia together with strengthening of its own military base is ready to improve the foreign army, spending for this $200 million. All these actions are for strengthening the Russian buffer zone, which includes in itself Islamic countries of Central Asia.

Countries moved from the verbal rhetoric and appeals to the specific military preparations, and this fact indicates, that disbelievers see and feel coming changes. Moreover, they do not mistake in their estimates, because the Messenger of Allah (saw) said "ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النبوة" "...And then there will be caliphate (once again) upon the Prophetic method" delighting Muslims by this good news.  That is what worries about today unfaithful tyrants and theirs supporters, which occupied Islamic lands, exploiting their people and torturing Muslims.

However, actions committed by these countries on their territories against Muslims, are more expressive in demonstrating their fear of Great Islam and the Noble Ummah! Banning of fundamental Islamic books, hijab and detaining for demonstrating the flag of the Messenger of Allah - all this is a real struggle against Islam as a religion to prevent its revival.

The actions of Russia and its allies against Ummah demonstrate that we live in times of great changes, when we became witness of global alteration in geopolitical architecture of the world. These are the times, when Ummah with the Allah's permission, finally throw off the yoke of Kufr and perverse systems, imposed on it by disbelievers! And how beautiful is this time!

Allah (swt) says:

وَيَوۡمَٮِٕذٍ۬ يَفۡرَحُ ٱلۡمُؤۡمِنُونَ﴿٤﴾بِنَصۡرِ ٱللَّهِ‌ ۚ يَنصُرُ مَن يَشَآءُ‌ ۖ وَهُوَ ٱلۡعَزِيزُ ٱلرَّحِيمُ ﴿٥﴾وَعۡدَ ٱللَّهِ‌ ۖ لَا يُخۡلِفُ ٱللَّهُ وَعۡدَهُ ۥ وَلَـٰكِنَّ أَڪۡثَرَ ٱلنَّاسِ لَا يَعۡلَمُونَ ﴿٦

 

"And that day the believers will rejoice In the victory of Allah . He gives victory to whom He wills, and He is the Exalted in Might, the Merciful. [It is] the promise of Allah. Allah does not fail in His promise, but most of the people do not know." [30:4-6]

Question and Answer A State that Orbits another State

Question:

In the book, Political Concepts on page 24 in the official English edition dated 1425 AH  2005 CE, on the subject of the international situation we find:

 

"... As regarding the state that revolves in the orbit of another one, it is the one that is linked in its foreign policy with another state based on common interest and not as subordination. The example to this is Japan with America, Australia with each of America and Britain, Canada with each of America, Britain and France, and Turkey (currently) with each of America and Britain."


The question is whether the state orbiting around another state can detach its foreign policy from the foreign policy of the major state around which it revolves? For example, can Turkey exit from America's foreign policy in the case of issues such as Syria?

 

Answer:

The state that revolves around another state may exit its orbit in parts of its foreign policy because the relation between the two states is based on interest rather than being one of dependency. Hence it seeks its interest, but it should be noted that there are factors of influence and pressure used by the major state, which prevent the orbiting state from partially exiting its orbit. The strength or weakness of this prohibition depends on the extent of the impact that the major state has stretched out on the ruling class in the orbiting state. If the impact of the major state is strong, then even the partial detachment of the orbiting state is extremely difficult. The smaller the impact of the major state on the orbiting state is, the more the latter will be able to detach from the foreign policy of the major state be it in one fraction or more. We will clarify this using some examples, to eventually conclude the issue with the subject of Turkey:

 

1. Japan:

The system of governance, the internal situation as well as the state's institutions are stable, such that Japan can partially depart from the foreign policy, and it revolves around America without the politicians fearing for their own destiny. However, the constraints imposed by the United States at the end of the Second World War, such as the prohibition from developing its strategic weapons, especially the nuclear weapons, as well as security agreements imposed on it ... along with U.S. pressure on Japan's economy, all of that created America's influence in Japanese politics and its impact on the ruling class and the political parties, especially the Liberal Democratic Party, which ruled Japan since 1955 continuously for 54 years,  sustained only during the short period in which the Socialist Party ruled, which did not exceed months, and it remained in power until its defeat in the 2009 elections. Then the Liberal Democratic Party with its two combinations returned to power at the end of last year, where it won the general parliamentary elections on 12/15/2012. All of that created an interconnection between American interest and the interest of Japan, as well as a strong American influence on Japanese politics, to an extent that the one in power became afraid of moving in the opposite direction of where America wants him to move or of partially deviating from the orbit in which Japan revolved around America. Therefore the one in power feared that America could raise the oppositional parties against him or that it might raise economic problems to affect the Japanese economy, causing his government to quake or even fall. Hence Japan has not left the American orbit in which it revolves in the fraction of foreign policy, but it was distancing itself from active participation in some of the issues of American foreign policy which had less effect... For example, Japan refused to participate in the war against Iraq in 1991, and it confined its participation in the occupation of Iraq in 2003 to a symbolical one, where Japan merely participated with one thousand soldiers in support of the U.S. forces in the search for what they called "weapons of mass destruction". Nevertheless they provided support for the United States amounting to $13 billion to repay the war expenses. Therefore Japan exited its orbited in some fractions which do not carry a strong impact...

2. Canada:

The rulers of Canada cater to the interests of their country and goes along with this state or another depending on what they achieve, or they distance themselves from proceeding with a certain state when there is no benefit for them. Nevertheless the three nations, America, Britain and France, have an influence on Canada, and they are the states that Canada orbits in Canadian foreign policy, according to factors different from Japan, since Canada is not restricted by military or security agreements ... But there are other factors which link Canada to Britain and its Commonwealth, since half of the Canadian population are of British ancestry. Canada is linked to France through the francophone affiliation, because approximately 16% of the population is of French ancestry. Canada is adjacent to America and it shares the longest unprotected border in the world, such that the two states seem to be intertwined, and they share a free trade as the largest trading partners.  They participate in a free trade agreement since 1988 and Mexico joined in 1992. Canada also joined the Organization of American States in 1990, which stands under the influence of the United States.

Because these factors are less effective than the restrictions and conventions imposed on Japan ... Canada is more able than Japan to partially exit the orbit in which it revolves around the three states. Canada maintains official relations with Cuba, which did not participate the United States in its embargoes or boycotts. It refused to participate alongside the United States and Britain in the war on Iraq in 2003, and held a position closer to the French position ... Nevertheless Canada did not detach in the greater issues affecting international politics, and therefore we see that it has been involved in the war in Afghanistan alongside American and other NATO countries, since Canada is a founding member of NATO. In the past, Canada contributed in the form of its president in support of the United States in the Korean War 1950 - 1953. In the past, Canada participated in World Wars I and II alongside Britain ... Therefore Canada orbits these three countries due to the above factors, but the impact of those states is not strong enough to prevent Canada from disengagement in fractions of the foreign policy of the three countries. Yet Canada does not detach in the important international policy issues...

3. Turkey

America's influence on bringing the ruling class to power is strong, so Erdogan feels that he cannot reach power and reinforce his authority internally except with America's help, so he sees that his fate is tied to America which has great control in Turkey so that it is able to command the government, rulers, judges, economy, army and security forces. Whereby the Turkish economy is dependent on American support by way of opening the door to loans and economic lenience to Turkey, and examples of this lenience are: the absence of pressure from the International Monetary Fund on Erdogan's government as was on the government of his predecessor Ecevit, so the IMF brought his government down... and the absence of the demand of the lenders' in the team of the foreign banks demand to schedule the accumulating debt on Turkey...  And that American international rating agencies like Standard & Poors and from Moody's to Fitch have not given negative points to the Turkish economy, instead these agencies have given positive points... and by this the road to investment from abroad is made easier for Turkey, and foreign companies are encouraged to invest in Turkey. Also America is behind the achievements realized by Erdogan in the army of striking the agents of England a strong blow and bringing men who support him in his Presidency who are linked to America, and likewise the achievements that he realized with regards to controlling the judiciary, all of this happened with America's help. And America helped on the inside with security and the Kurdish question, for America was behind the acceptance of the Kurdistan Workers Party of the peace plan and the halt of the acts of insurgency, and that is because Ocalan is one of America's agents and the Peace and Democracy Party follow Ocalan's track. Therefore internal stability occurred by the cooperation of other agents and friends of America in other parties, organizations and agencies.

And therefore America's influence on the government in Turkey is strong, and consequently Turkey's stepping out of line of any American foreign policy is extremely difficult, and we will present a few of the facts to clarify how Erdogan is bound to American foreign policy:

A-    Erdogan, before the Syrian Revolution, had authenticated the relationship with the American agent's Bashar regime extending to personal and familial friendship, to the extent that he started saying "my brother and my friend Bashar" despite that Bashar was carrying out criminal acts in Lebanon and Syria like the massacre of Sednaya prison in 2008, but Erdogan did not see it as a massacre...! And Bashar with his security forces and secret police was persistent in the process of humiliating and degrading people, and Erdogan sees and hears, and nevertheless continued deepening his relationship with Bashar because America wanted this relationship to continue...

B-   And when the revolution broke out, Erdogan continued to support Bashar and proceed with his actions and statements according to America's maneuvering and statements. And when he recently called for military intervention and went to Washington in his latest visit on 16/5/2013 we see that he has stopped calling for intervention. When America called for the Geneva America 2 dialogue between the opposition, the regime, and the formation of a transitional government of the two parties, Erdogan's government announced its support for it.

C. When France called for intervention in Libya alongside revolutionists against Gaddafi, Erdogan rejected this opposing France. However, upon America's call to intervene, Erdogan supported America.

D. When Erdogan wanted to visit Gaza in late May 2013, America ordered him to delay it as quoted by Secretary of State John Kerry on 22/4/2013 in a public statement delivered during his visit to Turkey, prompting Turkish Deputy Prime Minister Bulent Arinc to say: "Mr. Kerry's statement (relating to his call to the Prime Minister to delay his visit to Gaza) from a diplomatic and political perspective is objectionable, wrong and incorrect". (Reuters 23/4/2013) Arinc also claimed that, "It is up to our government to decide where our prime minister or a Turkish official will go and when." This statement however did not conform to reality, where the Prime Minister feigned forgetfulness about the planned visit to Gaza, no longer spoke of it, and in fact, when it was mentioned by officials that he will visit on the 5th of May, Turkish governmental sources hastened to deny the visit, in compliance with American orders.

These and other examples indicate that Turkey has not been able to leave in any partial aspect of its foreign policy the orbit it revolves in. Knowing that the reason of his intended visit to Gaza, Erdogan wanted to strengthen his popularity which was shaken because of his betrayal to the people of Syria after he promised them that he will support them saying: "We will not allow for a second Hama (massacre)...", but the criminal Bashar regime committed a second, third and many other Hama (massacres)... in every city and village without Erdogan and his government making any move, and in fact, the Syrian regime toppled a Turkish plane, fired on Syrian refugee camps in Turkey and on Turkish villages killing Turks, still Erdogan made no move, although this was an enough reason to intervene, and he even had every right to do so if he did, but America prevented him from doing so.

It is worth mentioning that Turkey no longer revolves in Britain's orbit after a heavy blow was directed at the forces of the British Army who were removed from commanding the Army staff and arrests were made at high levels, and are still languishing in prisons, while Turkey is still filtering the army. İt is also expected for more filtering to occur at the beginning of next month as reconsidering or freezing promotions or referring officers to retire take place every year. This is supervised by the Chief of Staff along with the leaders of the armies and with the approval of the Prime Minister, i.e., Turkey currently revolves in America's orbit, and the impact of America in Turkey's affairs is strong, so if the situation continues as it is now of Turkey's strong links with America, Turkey would then become closer to the full subordination to America and it revolving in its orbit would then become questionable!

Press Release Hizb ut Tahrir / Tajikistan with Regret Reports about Death of Party's Member in Tyrant (Rahmon)'s Torture Chamber

Abdulmaji Urunshoev (born 1964) has been sentenced to 8 years in prison on the 2th of February 2008. It was the condemnation for his sincere to Allah and carrying out the Islamic call with Hizb ut Tahrir.

On the 5th of January, after approximately part of our brother's body was paralyzed, he was transferred to the prison's hospital. In March, the sick brother was transported back to the prison, where his condition continued to deteriorate. On the 25 of May, Abdulmajid was transferred to the hospital in critical condition, where he died on the morning of July 17. The documents for his preschedule release on health grounds had been ready.

We ask Allah to give our brother the degree of a shahid and send our condolences to his family and friends.

Allah (swt) said:

((مِنَ الْمُؤْمِنِينَ رِجَالٌ صَدَقُوا مَا عَاهَدُوا اللَّهَ عَلَيْهِ فَمِنْهُم مَّن قَضَى نَحْبَهُ وَمِنْهُم مَّن يَنتَظِرُ وَمَا بَدَّلُوا تَبْدِيلًا))

"Among the believers are men true to what they promised Allah. Among them is he who has fulfilled his vow [to the death], and among them is he who awaits [his chance]. And they did not alter [the terms of their commitment] by any alteration." [TMQ 33:23]

Kenya's Gay Movement Seeks Legalization

The Standard Newspaper of 1st August 2013 reported that the National Association of Human Rights Activists (NAHRA) now wants all laws that discriminate lesbians, gays, bisexuals, transgender and intersex (LGBTI) repealed. The association admitted that LGBTI persons were on the increase in the country and it is time their rights were recognized. Association chairman Ken Wafula expressed concern over laws that inhibit the rights of the LGBTI.

Commentary:

The gay community is working day and night to transform itself from a fringe group to one that enjoys official legitimacy from the government and Kenyans in general. Today, this community has found representation in legitimate government-run organizations formed to fight HIV, ostensibly to highlight the plight of homosexual people afflicted by HIV. It is believed one of the reasons for this sudden interest is to have a share of billions that come from state programmes to tackle HIV and promote awareness in Kenya and also from gay lobbies elsewhere. Many gay men in both Nairobi (62 per cent) and Kisumu (52 per cent) identify their sexual identity as gay. "This is clear indication that the number of gay men is either on the increase, or more men are coming out," says Dr Nicholas Muraguri who is the former head of the National Aids and STI's Control Programme (NASCOP). In May, France became the 14th country to legalize gay marriage while in the same month, 11 girls were charged with bestiality in Mombasa for practicing unethical acts with a canine. Similarly, a group came forward to claim the so called 'gay rights' arguing that because they are endangered minority species, they may soon become extinct so they should legally be allowed to flourish!

If one is opposed to legalizing gay marriage, it is automatically assumed that the opposition rests on a basis of hate, homophobia, or other such negative motivations. Indeed, opposition to gay marriage in some Western countries is harshly opposed because advocates have successfully framed the issue as one of equal rights. By this logic, they argue that if you oppose gay marriage, you are opposed to equal rights for everyone. It should also be remembered that after a short-lived one-year stint as the United States envoy to Kenya, Ambassador Scott Gration resigned citing differences with the Obama Administration regarding his leadership style. The son of missionary parents, Gration made the big decision to quit just hours to a party for gays at the Embassy. The Embassy plays host to the gay community as an event that is part of the Obama Administration's policy to fight prejudice against lesbians, gays, bisexual and transgender (LGBT) people. Similar events were held at US embassies around the world. Obama himself caused a stir earlier this month following his public endorsement of same-sex marriages especially on his tour to several African countries.

This is a clear indication that the corrupt Capitalist ideology and its evil Democratic system have failed to solve such social problems. In fact, they are to blame for harnessing such deviant behavior. Much as the statistics point to a grim picture in terms of HIV infections and the increasing number of gays, there is a hidden agenda behind all these. The Western countries who are champions of the principle of personal freedom have decided to export the problem so that it can be claimed it is not only found in their communities so as to save face and salvage their Democratic system. It is only Islam which can solve such social problems as the hukm for homosexuals is death and other stiffer punishments for deviant behaviours. Islam also provides a conducive environment which discourages individuals from engaging or viewing inappropriate material that incites endless passions in people.

In Syria the Sands of Time are Pouring against the West

"The US and the West are not waiting for the opposition to restructure politically or to possess military discipline, but are waiting to see clearly who will win and when in Syria. While waiting though, they lose both in Syria and in the region."--Ufuk Ulutaş

If at the outset of the Syrian conflict one was to mention that the West was aiding and abetting Assad, very few would have believed. Thirty months on it is now vividly clear, America and its western allies are not only supporting Assad's tyrannical rule, but are eagerly hoping that for their sake, Assad is victorious in the protracted conflict with the opposition.

Last month, the British Prime Minister David Cameron told the BBC that Britain would not provide arms to the Syrian opposition- as some elements are too radical for the West's liking-and in his estimate Assad was much stronger than before. He said," I think he [Assad] may be stronger than he was a few months ago, but I'd still describe the situation as a stalemate. And yes, you do have problems with part of the opposition that is extreme, that we should have nothing to do with." America's assessment of the situation in Syria echoed similar sentiments. "Currently, the tide seems to have shifted in his [Assad] favour," Gen. Martin Dempsey, the chairman of the U.S. Joint Chiefs of Staff, said on July 18, 2013. Even the US Defence Intelligence Agency revised its earlier prediction that Assad would fall early this year. Deputy Director David Shedd of the Defence Intelligence Agency said, "My concern is that it could go on for a long time...It is in large measure a stalemate." So how is it possible that Assad who was once on the verge of being toppled is now going to stay in power for a long time?

This could only have happened with outside powers conniving with each other to prop-up Assad's precarious rule.  The failure of different political initiatives such as Kofi Annan's six point plan, the Lakhdar Brahimi plan and presently the much coveted Geneva talks was intentional. These political initiatives were specifically designed to buy precious time for Assad to halt a series of military defeats at the hands of the Islamic opposition, and to overturn battlefield gains made by them in his favour. Assad was not able to accomplish this without tacit support from Washington, uninterrupted weapons supply from Russia, Chinese intransigence at the UN, targeted air strikes from Israel to prevent the opposition taking sensitive arms, and dogged military support from Iran and Hezbollah.

To underline the assistance from this odd group of political powers and their respective surrogates is America's determined effort not to intervene in the conflict. In July 2013, US General Dempsey described in detail all the military options most of which would require "hundreds of aircraft, ships, submarines and other enablers," and cost "in the billions." Again the intention behind such statements was not to only frighten the US Congress and the American people from supporting intervention, but to allow the status quo in Syria to continue, especially in the wake of recent gains made by Assad's forces. Assad's change in fortunes has also put on hold West's flirtation with idea of arming pro-western Syrian fighters via the Syrian Support Group (SSG). On August 1, 2013 the Daily Telegraph reported: "The West had hoped the SSG, founded in the US in December 2011, would channel support to these moderate elements within the Syrian uprising and in May last year it was granted a coveted Treasury licence allowing it to skirt American sanctions on the country. But private donations dried up after the US State Department warned the SSG that its funds could not be used for weapons."

What galvanises and unites such disparate major powers along with arch-enemies Israel, Iran, the GCC and Hezbollah is their collective fear of the return of the Caliphate at the hands of the sincere Muslims of Syria. For instance, the leader of the Syrian jihadist group Jabhat Al-Nusra (Al-Nusra Front) recently declared that his group was in favour of establishing an Islamic Caliphate in Syria. It is precisely such declarations that petrify Cameron, Obama, Putin and Netanyahu and their surrogates in Tehran and in the capitals of the Gulf countries.

Indeed what is transpiring in Syria today is nothing short of a conflict that has taken on the appearance of a world war being waged against poorly equipped Muslims! And after thirty months of waging fierce battles, America and its allies have failed to crush the uprising. Instead, Western leaders are quick to acknowledge that a stalemate is taking shape on the ground in Syria.

It is this very fact that is extremely heartening for the Muslim Ummah and dispels the oft painted stereotype picture that Muslims are too weak to stand up to America. The Syrian conflict proves the exact opposite, and when combined with American failures in Iraq and Afghanistan, it puts to shame the collective feeble excuses offered by the rulers of the Muslim world that they cannot stand up to America. Indeed, it is this very notion of inferiority to the West that is being challenged and swept aside in Syria with the rest of the Muslim world following suit.

As the Muslim masses become increasingly emboldened to publicly reassert their love for political Islam either through civil disobedience, the ballot box or through the taking up of arms, the existing secular order presided over by the West for the past ninety-odd years is looking both insecure and unmanageable. It will no longer be a surprise if Syria is the first domino to fall to the Caliphate. The real shock, however, would be the failure of the world powers to use all of their political guile and military might to stop it happening in the first place.
