Do You Want a National Dialogue While the Book of Allah is Among You?!
(Translated)

The media reported that the new Syrian administration intends to hold what they called a Syrian National Dialogue Conference, from which a general body will emerge to choose the transitional government and a committee to draft the constitution, and that invitations will be extended to all representatives of Syrian society to participate in the bodies and committees that will emerge from the conference. The sources added that discussions are ongoing with all components of the Syrian people to represent them in the conference, and during the conference, mechanisms for forming executive committees to choose the government and legislative committees and their working mechanisms will be discussed, and a committee of experts will emerge from the conference to work on drafting a new constitution that will be put to a referendum by the people. The first thing that is noticeable in this decision is the mentality that formulated it, a mentality that derives its decisions from the reality of Sykes-Picot, and this is clear in separating Syria from its Islamic body, and making the dialogue Syrian-Syrian. The decision maker did not take into consideration that Syria is an integral part of the Islamic countries, or that Syria is the nucleus of a great Islamic state, and a focal point for the Khilafah (Caliphate) on the path of the Prophethood, and he did not take into account its civilizational role, which has its roots deep in Islamic history for centuries, but rather wanted it to remain as the Kuffar (infidel) colonizers made it, a rag among the rags of the Muslim countries.

It is also noted that he is absolutely obedient to the desires of the Kuffar colonizers in giving the major role to small ethnicities, knowing that the overwhelming majority of the people of Syria are Muslims, and the defunct sectarian regime has violated their rights, arrested, tortured, killed and displaced them. Did the owners of this decision forget that the kafir West, with its cunning and malice, is making those ethnicities a colonial tool to extend its influence in our country, and preventing us from making our decision that pleases our Lord, which is to implement His Shariah and unite under the banner of the Khilafah on the path of the Prophethood?! Have they forgotten that history has witnessed Islam's ability to merge all people in its crucible, and that all people enjoy equality in governance, litigation and the care of affairs under its rule; regardless of their religions and ethnicities?!

Then what will the dialogue participants discuss?! According to the news, during the dialogue conference, mechanisms for forming executive committees to select the government, legislative committees and their work mechanisms will be discussed, and a committee of experts will emerge from it to work on drafting a new constitution that will be put to a referendum by the people! The description given to the owner of this plan is one of two; the first is the confusion of a confused person who does not have a real project for change, and does not know the legal rulings that Islam imposes on every Muslim; which are the rulings related to singling out Allah Almighty for ruling and legislation. Allah (swt) said:

[إِنِ الْحُكْمُ إِلاَّ لِلّهِ]

“It is only Allah Who decides.” [Yusuf 12:40]. It is not permissible to subject the legal rulings to discussion, dialogue, or choice. Allah Almighty says:

[وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إِذَا قَضَى اللهُ وَرَسُولُهُ أَمْراً أَن يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أَمْرِهِمْ وَمَن يَعْصِ اللهَ وَرَسُولَهُ فَقَدْ ضَلَّ ضَلَالاً مُّبِيناً]

"It is not for a believing man or woman—when Allah and His Messenger decree a matter—to have any other choice in that matter.¹ Indeed, whoever disobeys Allah and His Messenger has clearly gone ˹far˺ astray." [Al-Ahzab 33:36]. The correct legal position for a Muslim is complete submission to the rule of Allah Almighty, and with this submission comes success.

[إِنَّمَا كَانَ قَوْلَ الْمُؤْمِنِينَ إِذَا دُعُوا إِلَى اللهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَن يَقُولُوا سَمِعْنَا وَأَطَعْنَا وَأُوْلَئِكَ هُمُ الْمُفْلِحُونَ]

“The only response of the ˹true˺ believers, when they are called to Allah and His Messenger so he may judge between them, is to say, “We hear and obey.” It is they who will ˹truly˺ succeed.” [An-Nur 24:51]. Otherwise, there will be far-reaching misguidance and clear loss.

The second is that it is the implementation of an external will, and this was clearly evident in the meetings of the Western delegations with the new administration, as they all asked it to preserve the rights of small ethnicities; the American delegation, the European Union delegation, the British delegation, and others. Did the new administration not really realize the malice and cunning of these people behind this request?! Did it not really know that it is one of their tools to control it like other existing countries in the Muslim countries?

In this context, we confirm to the decision-makers in the new Syrian administration that pleasing Allah Almighty cannot be combined with pleasing the infidel colonizers. Al-Tirmidhi narrated on the authority of Aisha, the Mother of the Believers, may Allah be pleased with her, that the Messenger of Allah (saw), said:«مَنِ الْتَمَسَ رِضَا اللهِ بِسَخَطِ النَّاسِ رَضِيَ اللهُ عَنْهُ، وَأَرْضَى عَنْهُ النَّاسَ. وَمَنِ الْتَمَسَ رِضَا النَّاسِ بِسَخَطِ اللهِ سَخِطَ اللهُ عَلَيْهِ، وَأَسْخَطَ عَلَيْهِ النَّاسَ»“Whoever seeks Allah's pleasure by the people's wrath, Allah will suffice him from the people. And who ever seeks the people's pleasure by Allah's wrath, Allah will entrust him to the people. And Peace be upon you.” Moreover, the Kuffar colonizers will not be satisfied with you until you follow their religion, and the most you will do is follow their whims, and thus you will lose the guardianship and support of Allah Almighty.

[وَلَن تَرْضَى عَنكَ الْيَهُودُ وَلاَ النَّصَارَى حَتَّى تَتَّبِعَ مِلَّتَهُمْ قُلْ إِنَّ هُدَى اللهِ هُوَ الْهُدَى وَلَئِنِ اتَّبَعْتَ أَهْوَاءهُم بَعْدَ الَّذِي جَاءكَ مِنَ الْعِلْمِ مَا لَكَ مِنَ اللهِ مِن وَلِيٍّ وَلاَ نَصِيرٍ]

“Never will the Jews or Christians be pleased with you, until you follow their faith. Say, “Allah’s guidance is the only ˹true˺ guidance.” And if you were to follow their desires after ˹all˺ the knowledge that has come to you, there would be none to protect or help you against Allah.” [Al-Baqarah 2:120].

The constitution of Muslims must be derived from the Book of Allah Almighty and the Sunnah of His Messenger (saw) and what they he has guided to from the consensus of the Companions and legal analogy, and the one who derives it is only the scholars, not the general public, and it is not subject to public dialogue, and it is not permissible to ask for a fatwa on it, for no believing man or woman has a choice if Allah and His Messenger have decreed a matter, rather, when they are called to Allah and His Messenger to judge between them, they must say, “We hear and we obey.” This alone is success, and without it, misguidance and loss.

Finally, we emphasize the necessity of separating two issues; the issue of legislation, governance and the constitution, and the issue of people’s representation in the National Assembly or the Shura Council. It is not permissible to mix them up. First, the Islamic constitution derived from the Qur’an and Sunnah and what they have guided to must be put into practice. Then, after that, a National Assembly must be formed, in which the people, all the people, choose their representatives in this assembly; to hold the state accountable and express their opinion. The National Assembly is an organ of the state’s organs, and it is not the one that drafts the constitution!

[وَعَدَ اللهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ]

“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them” [An-Nur 24:55]. And to give good tidings to His Messenger (saw) after the tyrannical kingdom in which we live. Ahmad narrated on the authority of Hudhayfah who said: The Messenger of Allah (saw), said:«...ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللهُ أَنْ تَكُونَ ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ ثُمَّ سَكَتَ» “...Then it will be a tyrannical kingdom, and it will be as long as Allah wills it to be, then He will remove it when He wills to remove it, then it will be a Khilafah (Caliphate) on the path of prophethood, then he was silent.”
