The Prevention of Electronic Crime Act (PECA) Will Not Stop the Growing Anger Within the Ummah Against American Colonialism and Slavery

On 28 January 2025, President Asif Zardari signed the PECA amendment bill. The amendments to the PECA law are essentially a continuation of the Prevention of Electronic Crime Act and similar laws. The rulers use such laws to suppress public anger, and deter people from enjoining good and forbidding evil (amr bil maroof and nahi anil munkar), through imprisonment and fines. However, these rulers have been exposed. They must learn a lesson from rulers like Bashar al-Assad, Hasina Wajid, and Ashraf Ghani. There were not saved by PECA laws, anti-terrorism legislation, torture chambers, inhuman atrocities, enforced disappearances, and even mass killings.

The emergence of these laws to silence dissent in recent years is not without a cause. The language used in these laws is consistent with that seen in other countries, “glorification of terrorism,” promotion of activities by “banned organizations,” “hate speech,” disrespect toward secular structures and institutions, mockery of state officials, criticism of agent leaderships of Muslims, and so on. This language is borrowed from the Western world of kufr, and carries the same meanings as defined by the West. In reality, these laws aim to prevent criticism of the Western world order, the agent rulers, and existing secular structures. However, they have been given a local flavor and disguised as measures to combat "fake news." It is as if the rulers, and their media, are not the primary sources of such misinformation!

Islam obligates the enjoining of good and the forbidding of evil. The root of the good and evil lies in the implementation of rulings by rulers, which impact entire societies. The accounting (muhaasabah) of rulers is a Shariah obligation in Islam. The Messenger of Allah (saw) said,«وَالَّذِي نَفسِي بِيَدِه، لَتَأْمُرُنَّ بِالمَعرُوف، وَلَتَنهَوُنَّ عَنِ المُنْكَر؛ أَو لَيُوشِكَنَّ الله أَن يَبْعَثَ عَلَيكُم عِقَاباً مِنْه، ثُمَّ تَدعُونَه فَلاَ يُسْتَجَابُ لَكُم»“By Him in Whose Hand is my soul! You must enjoin what is good and forbid what is evil, or else Allah will soon send His punishment upon you, and you will then call upon Allah, but your supplication will not be accepted.” (Ahmad, Tirmidhi). The Messenger of Allah (saw) also said, «أفضلُ الجهادِ كلمةُ عدلٍ عند سلطان جائرٍ» “The foremost jihad is the Word of truth in front of an oppressive ruler.” (Abu Dawud, Tirmidhi). Therefore, no matter how many oppressive laws the rulers enact, the Ummah must hold the rulers accountable.

The Muslim world is undergoing a rapid change. The war on Gaza has shaken the crooked thrones of these rulers. Trump’s announcement of control over Gaza, and his decisive steps to hand over the West Bank to the Jews, have left these rulers with no place to hide. Their grip of oppression is weakening, and they are panicking. These laws are their last resort to intimidate the people. However, the Ummah has outgrown such tactics.

Yet, the Ummah cannot bring about this change alone. It looks to those with power, force and protection, who can seize these rulers by their necks, and remove them from their thrones. Therefore, O officers of the Pakistan Army! The responsibility falls on you to respond to this Dawah of the Ummah. Remove the oppressors from their thrones and withdraw your support from them. Come forth and grant Nussrah to Hizb ut Tahrir for the establishment of the Khilafah Rashidah (rightly-guided Caliphate) on the Method of Prophethood. The Khilafah (Caliphate) will end the cycle of humiliation, liberate Palestine, eradicate the Jewish entity and the mafia ruling the world under the leadership of Trump will be dismantled.
