Hizb ut Tahrir / Wilayah of Sudan held a political address in front of Ash-Shabiba Club in the Grand Port Sudan Market on Monday, 7 Jumada al-Akhira 1446 AH, corresponding to 9/12/2024 CE, entitled: “Muslims’ Shariah Right to Gold, Oil, and Others”. Ustath Ahmad Abkar, the lawyer, a member of the Committee of Hizb ut Tahrir in Wilayah of Sudan, gave the address. He defined public property as the assets that the Shariah has stipulated to belong to the group, shared among them, it prevents an individual from possessing them solely. This is achieved in three types: what is from the group’s facilities, such that if it is not available to a country or group, they will disperse in seeking it; such as water, pasture, and fire, and what is related to them such as rivers, seas, and electricity generating machines from their waterfalls and columns...etc., and minerals that are not cut off; such as gold mines, oil wells, and the like, and things whose nature of formation prevents an individual from possessing them exclusively; such as ownership of the public road and what is related to it. He cited the Hadith of the Prophet (saw): «الْمُسْلِمُونَ شُرَكَاءُ فِي ثَلَاثٍ؛ فِي الْكَلَأِ وَالْمَاءِ وَالنَّارِ»“Muslims have common share in three (things). pasture, water and fire” [Narrated by Abu Dawud].

Ustath Ahmad explained that Sudan is a country of huge wealth; gold, oil, other minerals and other apparent and hidden wealth. However, its people live below the poverty line, as a result of the injustice of the rulers, their application of the colonial capitalist system, and their submission to capitalist countries and institutions, which impose prescriptions that create poverty and destroy the economy, such as the prescriptions of the International Monetary Fund and the World Bank.

He also explained that the production of gold, oil and the like is sufficient to solve Sudan's economic problems. But this requires establishing the authority of Islam, through establishing the Khilafah Rashidah (Rightly Guided Caliphate) State on the method of Prophethood, which implements the Islamic economic system that achieves justice and gives rights to its people, so that security, safety, peace and stability prevail.
