Forum on Ummah’s Issues
Sudan Between Two Documents – Where to?
(Translated)

Hizb ut Tahrir / Wilayah Sudan held its monthly forum at its office in Port Sudan on Saturday, the 1st of Ramadan 1446 AH, corresponding to March 1, 2025, under the title: “Sudan Between Two Documents – Where to?” In the first paper, Ustaadh Mohammed Jami (Abu Ayman) spoke on the forum's title, explaining that one of the most significant aspects of these two documents is the secularization of the state. He also pointed out that federalism, which means the fragmentation of the country, is another key element. He noted that the Nairobi document explicitly advocates secularism, while the second document incorporates Islam alongside false religions and corrupt beliefs, implying that Islam is not recognized as the sole source of legislation.

Abu Ayman further clarified that Sudan has long been governed by secularism, with secular principles forming the basis of legislation. He emphasized that all documents and constitutions that followed the Naivasha Agreement—or even those before it—have supported federalism. He asserted that federalism undoubtedly leads to the disintegration of Sudan and accused the United States of aiming to divide Sudan, establish secular states, and exploit its resources.

He then discussed the Rapid Support Forces (RSF) document in Nairobi, stating that Kenya has consistently brought harm to Sudan. He accused Kenya of having played a role in Sudan’s division at the Naivasha resort, separating the South from the North, and now conspiring to detach Darfur from the rest of Sudan.

In the second paper, Ustaadh Al-Nazir Mukhtar elaborated on the principles of governance in Islam, stating that sovereignty belongs to Sharia, not to the people. He explained that authority belongs to the Ummah, which chooses its ruler through the Bay'ah, and that appointing a single Khalifah (Caliph) is an obligation upon the Ummah. He further emphasized that only the Khalifah has the authority to adopt the constitution and enact laws, highlighting that the Khalifah adopts rather than legislates, as is the case in democratic systems.

During the interactive session, several attendees engaged with insightful comments and thoughtful questions. There were also questions from online participants, to which the two speakers provided comprehensive responses, leaving attendees with the impression that Hizb ut Tahrir is the leading Hizb that should guide the Ummah.
