When Operating Rooms in Hospitals Convert into Execution Rooms, Then there is no Salvation but by the Systems of Islam
(Translated)

The Sixth Scientific Conference of Anesthesia Specialists was held at the Grand Holiday Villa Hotel in Khartoum. It was addressed by the Assistant President of the Republic, Dr. Jalal Yousef Aldaker, demanding action to reach a rate of 0% maternal mortality due to anesthesia. At the same time, the Minister of Health in Khartoum State, Professor Ma'moun Humaida, said that according to the latest statistics last week, maternal mortality rates due to anesthesia have dropped to 117 deaths in every hundred thousand cases, compared with more than 577 deaths in every hundred thousand cases in the year 1990. He stressed that the separation of the South has helped in reducing maternal mortality rates due to anesthesia in the country. The Minister of Health criticized poor training. He also attacked the deficiencies in training anesthesia students in the universities, and said that there is inadequate anesthesia training at universities. Many doctors have confirmed that anesthesia errors are either from defects in anesthesia devices and equipment, or in the substance used in anesthesia and the concentrations of its composition. Or it can be a human error from incompetent and unqualified working personnel, in the wake of the massive emigration of the qualified medical staff. Media reported from the Federal Minister of Health of the news of emigration of 55% of medical staff. The Minister of Health also announced in a press conference the need of Sudan to appoint 60,000 different medical personnel, and that there are 3,000 doctors emigrating annually.

The government's policies are capitalistic policies; reflected in the total absence of maternal care, and its negligence towards them in the provision of proper equipment, material, and personnel for anesthesia, which turned operating rooms in hospitals into execution rooms, as shown in the statistics that are recognized by the government itself!!

Even worse and more bitter, is that the government that has failed to take care of the affairs transforms into a paid guarantor for the errors of its unqualified medical staff by its own recognition. A contract has been signed between Sheikan Insurance company, a state-owned company as a first-party, and the Ministry of Health, and the Federation of Sudan's Physicians, and the General Union of Health Professions as a second party, on a protocol of medical malpractice insurance; whereby, Shiekan ensures to pay a financial compensation to the patient in case of injury, and a payment of blood money to the family in case of death. This is in return of a payment of monthly contributions (premiums) for the public sector deducted from the salary according to a publication from the Ministry of Finance that will be issued later to all health institutions in the country. So how then mothers are not to die of anesthesia in such circumstances where there is no sense of responsibility from the government, which did not look after the affairs of the people and did not provide them with the survival means, of equipment, medicine and trained doctors!!

Khalil bin Shaheen Al-Dhahiry said in his book, "Annujum Alzahira" (Brilliant Stars) after he visited Damascus, " there is the Bimarstan (hospital), never seen like it in this world, and when I entered Damascus in 831 AH I was accompanied by a non-Arab man of fine manner, who when entered the hospital, he pretended to be sick and stayed there for three days. The head doctor would come and check on him daily. When the doctor examined him and realized that he wasn't sick he described for him good food, good fruits and sweets. After three days, the head doctor wrote him a note in which he said that the guest does not reside over three days, which suggests that he realized that he was pretending to be sick yet showed him hospitality and treated him as a guest."

That was when the state of Islam and the Muslims, the Khilafah "Caliphate", was present, looking after the affairs of the people in all walks of life. As this is a responsibility and an Amana (trust) upon the neck of the ruler towards his people, that he will be asked about on the Day of Resurrection:

«... وَإِنَّهَا أَمَانَةُ وَإِنَّهَا يَوْمَ الْقِيَامَةِ خِزْيٌ وَنَدَامَةٌ إِلَّا مَنْ أَخَذَهَا بِحَقِّهَا وَأَدَّى الَّذِي عَلَيْهِ فِيهَا»

" ... and it is an "Amana" (trust) and on the Day of Judgment it will be a disgrace and a regret except for those who take it by its right and performs its duties correctly."

O Muslims, let us restore the Khilafah "Caliphate", through the diligent and sincere work, to save people's lives, and to take care of their affairs, and carry the guidance to the worlds.
