Final Declaration of the Annual Khilafah Conference 2023
"The Collapse of the State of Modernity and There is No Salvation Except in the Khilafah State"
(Translated)

The annual Khilafah (Caliphate) Conference 2023 discussed the first vital and central issue; Islam and the Khilafah which was the center on which the speakers’ speeches revolved, as it is the duty that Allah has enjoined upon all Muslims, and as the only civilized alternative capable of extricating the Ummah, and indeed all humanity, from its predicaments.

After opening with a fragrant recitation of the verses of the Noble Quran, the speeches centered on the following points:

1- The state of modernity, which fluctuated between a dictatorial and a democratic regime, was in both cases the descendants of colonialism that was established after the demolition of the Khilafah (Caliphate), and that still rules us until now.

2- The state of modernity in Muslim countries is a dependent state, in which the management of public affairs was linked to the interests of colonialism and its plundering companies, where the interests of the people of the country were lost and crises spread until the situation is as everyone knows.

3- And that modernity in Muslim countries was nothing but a means to distance Islam and separate it from the lives of Muslims so that the people of the country remain servants and slaves to capitalist companies.

4- And that modernity was nothing but a hybrid mixture of rotten Western thought that produced a secular political class that is only good at serving the West and masters nothing but seizing opportunities from the blood of the ummah’s youth so that the secularists reap the fruits of those sacrifices. This was their practice since the demolition of the Khilafah until the Ummah exposed them, and was its revolution that started from Tunisia.

5- The political milieu (rulers and opposition), created by the state of modernity and democracy, is helpless and paralyzed. It cannot find a solution to all these crises except what the colonial circles and their centers of studies dictate to it, and its main function is to fight the Khilafah project and prevent its establishment, which makes it impossible to reach salvation.

6- The failure of the modern state, the scandal of democracy, and the rift of capitalism cannot be addressed by changing faces, holding some of the corrupt accountable, or holding a dialogue that they claim is patriotic between quasi-politicians.

7- With the exposure of democracy locally and globally and the cracking of capitalism, there is no hope left for humanity except to return to Islam, the final religion that the Lord of the Worlds revealed to the last of the Prophets and Messengers. There is no hope left for it except for the Islamic Ummah to resume the Islamic life by establishing the Khilafah Rashidah on the Method of the Prophethood, to liberate the country from all colonial bonds, and take care of people’s affairs in accordance with the provisions of the great Islam.

8- Establishing the Khilafah on the method of the Prophethood means resuming the Islamic way of life, uniting the Ummah under the banner of one ruler who is the Khalifah of the Muslims, getting rid of any influence of Western countries and their local tools, restoring its authority over its plundered capabilities and wealth, restoring its revival and its role in spreading guidance and leading the world with the great light of Islam, and establishing the fard kiffayah for all Muslims.

9- The Khilafah is a great and integrated divine political project that unites the Ummah in a single political entity in which human energies, resources and wealth are integrated. Hizb ut Tahrir has unilaterally carried a complete and integrated divine project that it deduced from revelation, written in its many books, and summed up legislatively in a draft constitution, and it is a project that is preparing to change the face of the earth in all aspects of life, in politics, governance, economy, education, and international relations...etc.

10- Hizb ut Tahrir / Wilayah Tunisia mobilizes the energies of the Muslims, to work with it to establish the Khilafah Rashidah on the Method of the Prophethood, to implement the Islamic Sharia, and to gather the Ummah in support of its project to take their leadership, and to seek support from the people of strength and invulnerability to make Tunisia a focal point for the Khilafah State, following the example of the Messenger of Allah (saw) in establishing the first Islamic state in Medina. And its hope in Allah is great to prepare for it from among the people of strength and invulnerability those who will help him to fulfill Allah’s promise of victory and empowerment, and to fulfill the glad tidings of His Messenger (saw) in the hadith narrated by Imam Ahmad:

«ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will once again be a rule on the style of prophethood.”

Allah (swt) says:

(الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ)

“˹They are˺ those who, if established in the land by Us, would perform prayer, pay alms-tax, encourage what is good, and forbid what is evil. And with Allah rests the outcome of all affairs.” [Al-Hajj 22:41].
