In Azerbaijan—a country with a Muslim-majority population—the secular Aliyev regime is expelling female students and teachers from schools and educational institutions because of the khimar (headscarf)—a form of Shari’ (religious) attire ordained by Allah, the Exalted and Almighty! This unjust decision comes at a time when the regime is deepening its military and security alliance with colonial powers, such as the United States and the Jewish entity, while simultaneously strengthening its integration with the regimes of Central Asia.

Following the signing of a strategic charter with U.S. Vice President J.D. Vance, and after the Jewish entity’s Prime Minister Benjamin Netanyahu—in a letter dated June 12—praised Aliyev’s efforts to "combat extremism," the regime has openly launched a war against the khimar. In doing so, it has—much like the regimes in Central Asia—fully revealed its true face: one that is hostile toward Islam and Muslims. It is no secret that, until recently, authorities in Uzbekistan have restricted the “niqab” and “khimar” for girls in educational institutions and barred boys from attending Friday prayers and “Tarawih” prayers. Similarly, Tajikistan has enforced oppressive laws against modest dress and the khimar, while Kazakhstan and Kyrgyzstan have imposed various religious restrictions.

The leaders of Uzbekistan, Kazakhstan, Kyrgyzstan, and Tajikistan—within the framework of the U.S.-led C5+1 initiative and the Abraham Accords (which facilitate rapprochement with the Jewish entity), as well as through meetings of the Organization of Turkic States and security council gatherings held in Tashkent and Baku—are conspiring against Islam alongside the Aliyev regime, under the pretext of "security and countering extremism." The hollow rhetoric from the leaders of our region regarding "Islamic unity" is nothing more than a deceptive mask; it serves the regional interests of the United States and the Jewish entity, and is used to suppress their own Muslim populations!

Thus, through laws and decrees issued in July and October 2026, the educational system was forcibly secularized; as of October 12, female students wearing the hijab were no longer permitted to enter schools, and 37 Muslims were arrested in the capital, Baku, alone.

Surprisingly, the high jihadist spirit among the Muslim soldiers served as the primary factor for the Aliyev regime in its war against Armenia to reclaim the highlands of Karabakh. Consequently, the heroic Muslim sons of Azerbaijan fought valiantly against the disbelieving Armenians, and through their own blood and lives, they succeeded in reclaiming and liberating the Islamic territory of Karabakh from the clutches of the invading occupiers. Yet now, in return for these sacrifices, this regime rewards them by stripping the veils from their daughters and women!

Undoubtedly, this decision by the Azerbaijani regime, led by Aliyev, has left every believer deeply disappointed. For instance, a veteran of the Karabakh war shared a video message in which he stated: "I sacrificed this hand in the war for the sake of my homeland. We did not shed our blood only for our children’s eyes to fill with tears and for them to be barred from attending school. Those who oppose the khimar are opposing Allah. You will perish like a nightmare—truly, like a nightmare, no one has ever emerged victorious in a battle against Allah. And to those among the religious who remain silent: even if you pray a thousand times, not a single one of your prayers will be counted". Currently, marches and protests by Muslims are taking place across Azerbaijan.

It is no secret to anyone that the khimar is not merely a piece of cloth that can be removed at the whim of state laws or secularism; rather, it is a Shariah mandated form of attire. Allah Almighty says:

[وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ...]

“Let them draw their veils over their chests” [An-Nur 24:31], forcing Muslim women to remove their headscarves for the sake of education is an overt war against the ruling of Allah. Allah Almighty says:

[أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ]

“Is it the judgment of ˹pre-Islamic˺ ignorance they seek? Who could be a better judge than Allah for people of sure faith?” [Al-Ma’idah 5:50].

We declare our solidarity with the Muslims in Azerbaijan and share in their sentiments of protest. We also strongly condemn this ominous decision by the Aliyev regime—a decision that pleases the disbelievers and the Jews, yet invites the wrath and punishment of Allah, while trampling upon the dignity and honor of Muslims! Furthermore, we call upon all Muslim peoples—in Azerbaijan, Central Asia, and elsewhere—to cease expecting any good from the oppressive regimes that weigh heavily upon them. Instead, they should strive with all seriousness and sincerity to restore Islam to the seat of governance and to establish the Khilafah (Caliphate) upon the methodology of the Prophethood.
