With the Second Khilafah Rashidah upon the Method of Prophethood,
People Trust the Treatment of Their Patients
(Translated)

A new tragedy in Yemen reverberates and provokes a state of anger and demands to hold officials accountable, after the death of 18 children suffering from leukemia in Kuwait Hospital in Sana'a, after they were provided with expired medicine. Local Yemeni media reported the death of 18 children on separate days after being given expired medicine at the end of last September in the cancer treatment unit at Kuwait Hospital. It is still possible for the number to rise, while the rest of the children who were treated with methotrexate, which was produced by an Indian company, were transferred and are still in the intensive care of a number of Sana’a hospitals, after they were distributed by the medical authorities under the control of the Houthis after they were injected with the dose and the appearance of complications on them.

Although Islam took care of health and considered it a part of taking care of the strength of Muslims, Islam is keen on the safety of bodies in which the veins of health and wellness flow, and therefore it fought diseases, called for medication, and created various methods for the prevention of diseases; Therefore, Islam made medicine one of the interests and services that the state must undertake, because it is one of the matters it must nurture, in accordance with the words of the Messenger of Allah, peace and blessings be upon him: «الإِمَامُ رَاعٍ وَهُوَ مَسْؤُولٌ عَنْ رَعِيَّتِهِ» “The ruler is a guardian and responsible for his subjects.”

It made the Islamic state directly supervise the manufacture and production of medicine and provide it to patients either by purchase, or by establishing pharmaceutical factories that produce the required medicines. And because medicines are a vital need whose shortage or loss may lead to harm to the individual and the group, the state makes every effort to achieve self-sufficiency in its manufacture, so that it does not need to import them, and thus is exposed to blackmailing from Kufr countries or their political pressures, Allah the Almighty said:

(وَلَنْ يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلاً)

“And Allah will never grant the disbelievers a way over the believers.” [TMQ An-Nisaa‘:141].

In the event that individuals or the state import medicine from other countries, the imported medicine must be subjected to examinations and analysis by pharmacists and chemists in the state before a license is issued permitting its import, especially since international pharmaceutical companies did not hesitate in the past to sell shipments of tainted medicine to Muslims.

What happened in Kuwait Hospital indicates poor care, if not lack thereof. The expired and tainted medications entered Yemen through one of the ports, whether land or sea. It is also normal for it to pass through the competent bodies and laboratories of the Ministry of Health until it is allowed to be brought into the country or get destroyed. Those who import it are held accountable, and those companies that produce such treatments are prohibited, as well as allowing its use or not.

O People of Yemen: This will remain your condition and the condition of your patients, the elderly and young, subjected to experiments on them such as animals and mice, and injecting them with medicines that have not been tested and analyzed, and the crimes of those who committed this against unknown persons will be recorded. Especially when the drug merchants are influential people or their agents who are only interested in making material profits at the expense of the patients’ lives, and only the second Khilafah Rashidah (rightly-guided Caliphate) State upon the method of the Prophethood that Hizb ut Tahrir works for will stop these travesties and crimes and playing with people’s lives. It has also produced a health policy and what needs to be done, in the book which was recently issued entitled “Health Care Policy in the Khilafah State,” which will be put into practice when the Khilafah is established soon, Allah willing. Therefore, participate in working with Hizb ut Tahrir for this great good in order to gain the happiness of both worlds.
