The Houthis Follow in the Footsteps of their Counterparts in Muslim Countries in the Social System!!
(Translated)

The daily newspaper Al-Thawra, issued in Sanaa on Thursday, December 21, 2023, published a directive from the Chief of the Judicial Inspection Authority, Judge Ahmed Al-Shahari. The directive was addressed to the heads and judges of the appellate and primary courts, instructing them to prohibit the issuance of marriage confirmation judgments for Yemeni nationals marrying non-Yemeni individuals and vice versa. The condition set was that the husband or wife from outside Yemen must obtain official approval from their country's embassy accredited for marriage or obtain official approval from the Ministry of the Interior. This directive did not explicitly reference religion, which permits the marriage of a Muslim man to a Muslim woman, whether from Yemen or elsewhere, and prohibits his marriage to non-Muslim women. Similarly, it prohibits the marriage of a Muslim woman to a non-Muslim man! This move hinders the implementation of Sharia rulings, transcending the artificial boundaries drawn by colonialists, violating religious principles and legalizing what is prohibited (haram)!! This is reminiscent of the actions taken by the Yemeni Parliament at the beginning of this century, prohibiting military personnel in Yemen from marrying non-Yemeni women!! In an attempt to conceal the embarrassment of this directive, its news was pushed away from the front pages and was relegated to a small font in the last half of the last page of the newspaper!

Indeed, marriage is a religious ruling mentioned in the Quran, as Allah Almighty says:

[وَإِنْ خِفْتُمْ أَلاَّ تُقْسِطُواْ فِي الْيَتَامَى فَانكِحُواْ مَا طَابَ لَكُم مِّنَ النِّسَاء مَثْنَى وَثُلاَثَ وَرُبَاعَ فَإِنْ خِفْتُمْ أَلاَّ تَعْدِلُواْ فَوَاحِدَةً أَوْ مَا مَلَكَتْ أَيْمَانُكُمْ ذَلِكَ أَدْنَى أَلاَّ تَعُولُواْ]

“And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women, two or three or four. But if you fear that you will not be just, then [marry only] one or those your right hand possesses. That is more suitable that you may not incline [to injustice].” [Surat Al-Nisa:3]. And a confirmed Sunnah mentioned in the authentic Hadith is his saying:"

«...أَمَّا أَنَا فَأُصَلِّي وَأَنَامُ وَأَصُومُ وَأُفْطِرُ وَأَتَزَوَّجُ النِّسَاءَ، فَمَنْ رَغِبَ عَنْ سُنَّتِي فَلَيْسَ مِنِّي»

“Yet I pray and sleep; I fast and break my fast; and I marry women. He who is displeased with my Sunnah (practices) is not my followed.” This pertains to the marriage of a Muslim to a Muslim woman. As for the marriage of a Muslim to a non-Muslim woman, it has been permitted for a Muslim to marry a woman of the People of the Book, as Allah Almighty says:

[الْيَوْمَ أُحِلَّ لَكُمُ الطَّيِّبَاتُ وَطَعَامُ الَّذِينَ أُوتُواْ الْكِتَابَ حِلٌّ لَّكُمْ وَطَعَامُكُمْ حِلُّ لَّهُمْ وَالْمُحْصَنَاتُ مِنَ الْمُؤْمِنَاتِ وَالْمُحْصَنَاتُ مِنَ الَّذِينَ أُوتُواْ الْكِتَابَ مِن قَبْلِكُمْ إِذَا آتَيْتُمُوهُنَّ أُجُورَهُنَّ مُحْصِنِينَ غَيْرَ مُسَافِحِينَ وَلاَ مُتَّخِذِي أَخْدَانٍ]

“This day [all] good foods have been made lawful, and the food of those who were given the Scripture is lawful for you and your food is lawful for them. And [lawful in marriage are] chaste women from among the believers and chaste women from among those who were given the Scripture before you, when you have given them their due compensation, desiring chastity, not unlawful sexual intercourse or taking [secret] lovers. [Surat Al-Ma’ida:5]. And the marriage of a Muslim woman to a non-Muslim is prohibited, as Allah Almighty says

[يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا جَاءكُمُ الْمُؤْمِنَاتُ مُهَاجِرَاتٍ فَامْتَحِنُوهُنَّ اللهُ أَعْلَمُ بِإِيمَانِهِنَّ فَإِنْ عَلِمْتُمُوهُنَّ مُؤْمِنَاتٍ فَلَا تَرْجِعُوهُنَّ إِلَى الْكُفَّارِ لَا هُنَّ حِلٌّ لَّهُمْ وَلَا هُمْ يَحِلُّونَ لَهُنَّ]

“O you who have believed, when the believing women come to you as emigrants, examine them. Allah is most knowing as to their faith. And if you know them to be believers, then do not return them to the disbelievers; they are not lawful [wives] for them, nor are they lawful [husbands] for them.” [Surat Al-Mumtahina:10].

This directive concerning the so-called 'mixed' marriages is issued during the era of the Houthis without recourse to Shariah of Allah. It does not differ from their predecessors in rulings or from their counterparts in Islamic countries, which have adopted the political, economic, and other life systems from the West, including marriage regulations in the social system. Where is the Quranic approach in their laws and actions?! They are no different from their predecessors in governance, and they have not learned a lesson!

The return of Islamic rulings in all aspects of life will not happen in the shadow of a secular state that separates Deen from life and implements the republican system that excludes Islam. It will not happen under the United Nations system, which represents the spearhead in the assault of colonial disbelievers on Islam and its people. Rather, the return of Islam will only happen under the Khilafah Rashidah (rightly guided Caliphate) on the method of the Prophethood. This Khilafah (Caliphate), which is about to raise its Raya under the leadership of the global worker Ata Bin Khalil Abu Al-Rashtah, the Ameer of Hizb ut Tahrir, will sweep away all secular systems in their various forms, and Islamic life will resume anew. Allah Almighty says

[إِنَّ فِي هَذَا لَبَلَاغاً لِّقَوْمٍ عَابِدِينَ] “Indeed, in this [Qur'an] is notification for a worshipping people.” [Surat Al-Anbiya:106].
