On Tuesday, October 28, 2026, Houthi security apparatuses in the city of Amran arrested Saif Marzouq—a member of Hizb ut Tahrir—at his workplace. This marks the second such arrest in October 2026, following the detention of Muhammad al-Rubu’i and his brother, Habib, on October 13, 2026—both of whom remain in custody to this day. This occurs despite the Houthis’ persistent claims that their prisons hold no political detainees!
The work undertaken by the youth of Hizb ut Tahrir centers on educating people about the rulings of Islam and rejecting systems that contradict it—such as the republican system, which the disbelievers work tirelessly to maintain and enforce upon the people of Yemen. It involves applying Islamic legal rulings to their proper contexts, with the ultimate goal of resuming the Islamic way of life under the second righteous Caliphate (Khilafah), established upon the prophetic methodology—a state that would unite all Muslims under its banner, the "Banner of the Eagle" (Liwa’ al-‘Uqab). This endeavor has deeply troubled the Houthis, exposing how far removed they are from the rulings of Islam. It has laid bare the falsity of the claims surrounding their so-called "Quranic Movement" and revealed their distance from the righteous Caliph, Ali ibn Abi Talib (may Allah be pleased with him)—whom they claim to follow—who famously said: "Truth is not known by men; rather, know the truth, and you will know its people." Furthermore, they have sought to monopolize the representation of Islam, while simultaneously deeming the shedding of the sacred blood of Muslims—much like their adversaries in Yemen, the so-called "legitimate" government—to be permissible. Yet, Allah has strictly forbidden this, and they have persisted in this bloodshed for twelve years, despite the words of the Almighty:
[وَمَا كَانَ لِمُؤْمِنٍ أَن يَقْتُلَ مُؤْمِناً إِلَّا خَطَأً]
“It is not lawful for a believer to kill another except by mistake” [An-Nisa 4:92].
Those who work to establish governance based on Islam understand that this cannot be achieved without an intellectual advancement that keeps pace with the nation’s growing sentiment against the corruption that has permeated every aspect of life—a corruption stemming from the failure to abide by the law of Allah. It has become an undeniable and clear fact today that the rulers of Yemen, and other Muslim lands, do not govern according to Islam; rather, they rule through secular, capitalist, republican systems, using Islam merely as a slogan. As long as this remains the case, the members of Hizb ut Tahrir will not remain silent regarding them.
It is the duty of the Ummah to remove the Western-installed agent rulers and to topple their regimes. This has become an urgent necessity to escape the rampant strife and raging wars—wars that have offered up the blood of Muslims as a sacrifice to the disbelievers upon the altar of capitalism. Such actions please Satan and his allies among the colonialist disbelievers (kuffar), while yielding only illusory gains for these treacherous rulers. It is a grave sin and a falsehood for these rulers to stand on the side of the disbelievers in fighting against those who enjoin what is right and forbid what is wrong—both for them and for the Muslims at large. In this, their conduct mirrors that of Bani Israeel! They look for solutions and honor from UN envoys and an international order controlled by the disbelieving West. They eagerly await a seat at the table of the very same West—expecting it to provide a way out of the very intrigues it has woven and the strife it has fueled—or they pin their hopes on support from its intelligence agencies! In this regard, their actions are akin to the conduct of the hypocrites
“Give good news of a painful punishment to hypocrites, who choose disbelievers as allies instead of the believers. Do they seek honour and power through that company? Surely all honour and power belongs to Allah” [An-Nisa 4:138-139].
The crimes of those in power have multiplied; most notable among them today is the bloodshed in Yemen, occurring between people who share the same faith. It is therefore incumbent upon us to make clear to the Ummah the urgent need to halt this hemorrhaging and, instead, turn toward the disbelieving colonizer—the true enemy. It is there that blood should be shed and lives sacrificed—to seek Allah’s pleasure, to exalt His Deen, and to liberate His captives and sanctities. The Ummah is in dire need of someone who will govern it according to Islam and manage its affairs through it. The Almighty says:
“But no! By your Lord, they will never be ˹true˺ believers until they accept you ˹O Prophet˺ as the judge in their disputes, and find no resistance within themselves against your decision and submit wholeheartedly” [An-Nisa 4:65].
Allah (swt) has threatened oppressors and tyrants—those who commit aggression against people and imprison them for speaking the truth and rejecting injustice—with the severest of punishments in this world and the Hereafter. At the same time, He has brought glad tidings to His oppressed servants, promising them abundant reward, victory, and an exalted status.
The Prophet (saw) said: «سيِّدُ الشُّهَداءِ حَمْزةُ بنُ عَبدِ المُطَّلِبِ، ورَجلٌ قامَ إلى إمامٍ جائرٍ فأمَرَه ونَهاه فقتَلَه»“The master of the martyrs is Hamzah ibn Abd al-Muttalib, and a man who stood up to a tyrannical ruler—enjoining him [to do good] and forbidding him [from doing evil]—so the ruler killed him”. These arrests demonstrate that the Houthis are banking on keeping the people of Yemen ignorant of how Islam should be implemented; they fear those who are conscious and sincere—those who carry a political vision capable of restoring goodness to the Ummah and the world once again.
Here, we address the Houthis—specifically those among them who possess reason—and remind them: Arrests will not deter the youth of Hizb ut Tahrir from their mission, for we are fulfilling a duty enjoined upon us by Allah. The awareness and strength of will that stem from the necessity of achieving our ultimate goal—the establishment of the Khilafah upon the methodology of the Prophethood—compel us to remain steadfast and continue our work, regardless of what may happen or how great the sacrifices may become. Such actions and arrests only serve to deepen our resolve. We seek our reward from Allah, who has prepared a magnificent recompense and the attainment of Paradise for those who remain steadfast upon the truth and call others toward it. The Almighty says:
“Surely those who say, “Our Lord is Allah,” and then remain steadfast, the angels descend upon them, ˹saying,˺ “Do not fear, nor grieve. Rather, rejoice in the good news of Paradise, which you have been promised” [Fussilat 41:30].
In conclusion, we call upon our kin in Yemen—those about whom the Messenger of Allah (saw) said: «الْفِقْهُ يَمَانٍ وَالْحِكْمَةُ يَمَانِيَةٌ»“The understanding (of the faith) is that of the Yemenites and sagacity is that of the Yemenites.” to work with us in Hizb ut Tahrir to establish the second righteous Caliphate (Khilafah) upon the methodology of the Prophethood, as promised to us by the All-Powerful, the All-Mighty:
“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious” [An-Nur 24:55]. And His Messenger (saw) gave us glad tidings of it: «ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ»“Then there will be a Khalifah (Caliphate) following the prophetic methodology”. Thus, we attain success in both worlds, and that is the supreme triumph.
