Arabic is the Official Language of the Khilafah "Caliphate" State

The United Nations Educational, Scientific and Cultural Organisation (UNESCO) is of the opinion that Urdu being the dominant language in the multi-ethnic society through the school system is a choice of necessity but has frequently been a source of grievances linked to wider issues of social and cultural inequality. A policy paper issued by the UN organisation to coincide with the observance of the ‘Mother Language Day’ on 21 February referred the multi-ethnic societies in Turkey, Nepal, Pakistan, Bangladesh and Guatemala and recommended ensuring that “children are taught in a language they understand”. In Pakistan, the continued use of Urdu as the language of instruction in government schools, even though it is spoken at home by less than eight per cent of the population, has also contributed to political tensions, it says.

The debate over Urdu is now decades old. It itself has instigated societal and linguistic divide, with those whose first language is other than Urdu, such as Sindhi, Pushtoon and Punjabi speakers. Why should the language of another minority, the Urdu speaking Muhajir from India, be the official language? However, the case for Arabic as the state language is strongest for it is the language of the Quran and the Sunnah. Moreover RasulAllah (saaw) insisted on employing Arabic for all official communication even though the presence of Sohaib (ra) and Salman (ra) made it easy to translate to Roman or Persian. Moreover, Urdu itself is heavily influenced by Arabic, having its origins in the time of the centuries of the Islamic ruling, making the transition practical.

When all government is carried out in one language, Arabic, there will be no differentiation between Muhajirs and Sindhis, Uzbeks and Kazakhs, or Baloch and Farsiwans, but simply between Arabs and non-Arabs. And that itself will disappear through the education system in time, with local languages remaining to ease the transition. If there is a demand, another language, or couple of languages, other than Arabic, may be included in the educational system, but Arabic will have to be compulsory for all citizens, even if they are not Muslims. It is because the official language will be uniform throughout the Khilafah "Caliphate" that it is possible that Wilayahs will not be organized on linguistic basis, and a minority living in a particular Wilayah will not suffer from not being fluent in the language of the majority. If a sub-national unit adopts a particular language for its court and school systems, teachers and lawyers must know that language. However, if Arabic alone is used, then no ‘local’ majority will be rewarded. That will also mean that a major barrier to migration will disappear, and further, because the Wilayahs and Amalas are unable to discriminate against ‘outsiders’, there will be a readiness to join public services.

India Must Be Dealt with on War Footing

A third Indian soldier was killed on 21 February in an ongoing gunbattle bet­ween mujahideen and troops and police in India-occupied Kashmir, taking the death toll to six, police said. The inspector general of police for the region, said a second army captain was killed during the clashes that have lasted more than 24 hours. Exchanges of fire stopped as darkness fell but the gunfight is set to enter a third day. Since 1989 several mujahideen groups have been fighting occupying Indian forces deployed in the disputed region, seeking either independence or a merger of the territory with Pakistan. The fighting has left tens of thousands, mostly civilians, dead.

Pakistan's military and civilian leadership are aware of the hostile stance of India, both in terms of relentless attacks within Kashmir and across the Line of Control and the Working Boundary, as well as inciting of anti-state activities throughout the country. However, Washington demands that Pakistan normalizes its relations with India, so that India can rise as the head of a South Asian bloc to both counter America's rival, China, as well as to prevent the rise of Muslims in the region. This is what leads to the contradictions between the words and deeds of the current leadership. India is proclaimed an enemy, yet through diplomacy, friendship is being extended in cultural, economic and political realms.

In contrast to the hypocrisy of the current leadership, Hizb ut Tahrir has adopted in its Introduction to the Constitution, in Article 189, “States with whom we do not have treaties, and the actual imperialist states, such as Britain, America and France, and those states that have designs on the State, such as Russia, are legally considered to be belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them.”  And in the same article's Clause 4 it has stated, “States that are actually belligerent states, such as Israel for example, a state of war must be taken as the basis for all dealings with them. They must be dealt with as if a real war existed between us – irrespective of whether an armistice exists between us or not - and all their subjects are prevented from entering the State.” Allah (ta’ala) has ordered that enemies are taken as an enemy, ( يَا أَ يَا أَيُّهَا الَّذِينَ آمَنُوا لاَ تَتَّخِذُوا عَدُوِّي وَعَدُوَّكُمْ أَوْلِيَاءَ تُلْقُونَ إِلَيْهِمْ بِالْمَوَدَّةِ وَقَدْ كَفَرُوا بِمَا جَاءَكُمْ مِنْ الْحَقِّ )O you who believe! Choose not My enemies who are your enemies as friends showing them affection even when they disbelieve in that truth that has come to you" [Surah Mumtahina 60:1]

Regime Aims to Grant America a Win in Afghanistan through Negotiations, Which it Could Never Win Through Battle

Army Chief Gen Raheel Sharif reached Doha on 23 February to solicit Qatar’s support for the revival of reconciliation talks between the Afghan government and Taliban. “Facilitation of reconciliation process in Afghanistan through (Taliban’s) Qatar office was discussed in detail in Gen Sharif’s meeting with the Qatari leadership,” a military spokesman said. Gen Sharif’s visit to Qatar came a day ahead of a scheduled meeting of the Quadrilateral Coordination Group on Afghan reconciliation, which is to take stock of efforts made so far for convening the first meeting between the two sides and setting the date for it.

The Raheel-Nawaz regime is working to facilitate the continued influence of America within Afghanistan. America invaded Afghanistan and then struggled for over a decade to maintain its influence when faced with poorly armed but determined tribal fighters. America's fate would have been similar to that of the previous British Imperial and Soviet Russian occupiers, who were resoundingly repulsed never to return again, were it not for the role of successive traitors within Pakistan's military leadership. Beginning in the era of Musharraf, through Kayani and now Raheel, the Pakistan Army has been ordered to fight the tribal resistance, burning our military personnel to rescue the American's from doom in the “Graveyard of the Empires.” Following Washington's demands to “do more,” America's own cowardly troops rested and breathed sighs of relief. As if this were not enough, General Raheel is now facilitating talks to secure America an influence in Afghanistan that it could never achieve for itself. The talks will guarantee the puppet Afghanistan government's agreement to open the doors to American presence on the doorstep of the Muslim World's only nuclear power. The talks will also cement the Chinese desire to develop its grip on Afghanistan's immense resources as well as strangling supplies to the brave resisting Muslims of East Turkestan that it has persecuted for decades.

Only the Khilafah "Caliphate" (Caliphate) upon the method of the Prophethood will mobilize the Muslims’ military, economic and political resources to finally secure the Muslim Lands from occupation and exploitation.

Indian Weaponry Build-Up Underlines Need for Khilafah "Caliphate"

The Natio­nal Command Authority (NCA) has renewed the proposal for a regional Strategic Restraint Regime as it expressed alarm over India’s growing conventional and nuclear arsenals. The NCA — the principal decision-making body on nuclear issues — at its meeting presided over by Prime Minister Nawaz Sharif on 24 February 2016, “took note of the growing conventional and strategic weapons’ development in the region”, according to a press statement issued by the ISPR. Besides expressing its resolve to do everything, short of entering an arms race, for keeping national security intact, the NCA “re-emphasised Pakistan’s desire for establishing the Strategic Restraint Regime in South Asia”. One of the important agenda items was to prepare for the final edition of Nuclear Security Summit being held next month in the United States. India, it is believed, has used the Nuclear Suppliers Group’s waiver to exponentially increase its fissile material stocks, upsetting the region’s strategic stability. Recent reports by the Stockholm International Peace Research Institute and the International Institute for Strategic Studies have confirmed that India is the world’s biggest arms importer, accounting for 14 per cent of global arms imports and which are more than those of China and Pakistan combined. The need for a sustained dialogue with India for resolution of outstanding disputes was also underscored.

The current rulers of Pakistan expressed alarm at the Indian arms build-up and emphasized the need for dialogue as a solution, ahead of nuclear talks under the supervision and direction of the US in March 2016. This is even though the Indian arms build up is with American approval and part of the American plan to counter China and Muslim revival efforts. Moreover, the purpose of dialogue under American supervision is to reduce Pakistan's military, economic and political prowess as it is the only obstacle to India's rise as the region's dominant power.

The way to strengthen Pakistan is neither to turn to Washington, Beijing or Moscow, rather it lies in the immediate re-establishment of the Khilafah "Caliphate" (Caliphate) on the Method of the Prophethood. The Khilafah "Caliphate" alone will work to unify the Muslim Lands as a single world power, implementing Islam to ensure its rise as the world's leading state.
