The New Syrian Administration is in between Independence in Decision Making, and the Risk of Submission to the Dictates of Countries

The Minister of Foreign Affairs in the new Syrian administration, Asaad Al-Sheibani, made a shuttle tour in which he visited Saudi Arabia, Qatar, the Emirates and Jordan. This came in conjunction with delegations from Western and foreign countries that land daily in the capital, Damascus, starting with the American, the French, the German and other delegations.

The head of those receiving these delegations from the Syrian side was the new leader of the Syrian administration, Ahmed Al-Sharaa, who held several press conferences, including a press conference with Lebanese Prime Minister Najib Mikati, who visited Damascus on 11 January 2025, and Turkish Foreign Minister Hakan Fidan, which was held on 23 December 2024, amongst others.

Western countries came to convey their dictates to the new Syrian administration. The focus was on the issue of the secularism of the state, preserving the rights of ethnic and sectarian minorities, women's rights, and fighting “terrorism” and “terrorist organizations.” The delegations, especially the American delegation, also stressed the need not to spread the armed conflict outside of Syrian borders, in a clear indication to ensure the security of the Jewish entity. Ahmed Al-Sharaa's response to this issue was that he said in an interview with the New York Times on 17 December 2024, “Syria would continue to abide by the 1974 agreement that followed the end of the 1973 war.”

The 1974 agreement was signed between Syria and the Jewish entity following the 6 October 1973 war, with the aim of separating the warring forces from both sides, and disengaging them.

Statements by Western politicians have been made in succession, showing arrogance, imposing conditions and exhibiting political blackmail. For example, the German Foreign Minister declared that her country will not support Islamic structures, indicating that it rejects the Islamic system and stipulates a secular system, as a condition for providing financial support or political recognition. Meanwhile, American officials declared that they are waiting for actions and are not satisfied with the words issued by the current administration, as if they are our guardians!

The new administration did not issue any harsh statement regarding these statements. Instead, there was a demand to lift the sanctions on the Syrian government that were imposed by the international system on the Assad regime following its crimes and massacres against the Syrian people, and which are still in effect until now.

This is whilst the demands of the Arab countries were centered around the unity of the Syrian state, preserving and demarcating the national borders and maintaining their security. This was confirmed by Iraq, Jordan and Lebanon, under the cover of prevent smuggling operations on those borders.

As for the form of the government system, the Syrian Minister of Foreign Affairs in the caretaker government, Asaad Al-Shaibani, said that, during his visit to Saudi Arabia, he conveyed a nationalistic vision represented in establishing a government, based on partnership and efficiency that includes all parties within the country.

Anyone who examines the statements of the new Syrian administration, whether from its leader Ahmed al-Sharaa or its Foreign Minister al-Shaibani, clearly sees its persistent efforts to please all countries with the aim of accepting recognition from the international order. However, what is required is an independent stance emanating from the Shariah Law of Allah, and based on the revolutionary constants adopted by the people of Al-Sham. This is despite the fact that these countries, which a month ago were working to reproduce the regime that has shed the blood of the people of Al-Sham, which has destroyed the country, filled the prisons, killed hundreds of thousands, and displaced millions. Thus. the new administration must not forget these realities and facts.

Submitting to the dictates of countries and working to appease them will not bring any good to the new administration or the people of Al-Sham. Instead, this submission will reinforce the reality of Western hegemony over the country. It will keep Syria a state subordinate to the Western colonialist, as was the reality of the defunct Al-Assad regime. The result of this submission and appeasement will be more concessions, weakness, and humiliation.

The new administration must first have a firm and strict stance on the existing rebellion, whether mounted by the SDF areas, or by the Druze areas in Sweida, or by the remnants of the regime on the coast, and by anyone, anywhere in Syria. Secondly, it must have a clear stance on the interference of countries, including their attempts to impose secularism on the country and to impose a reality of domination and subordination on those who have taken over the affairs of the people of Al-Sham.
This administration must fear Allah (swt), hold fast to His Rope, and cut off the ropes of all countries. This will provide it with a way out of all the difficulties and challenges it faces. This alone will provide it with halaal rizq (allowed sustenance) that will revive the country’s economy. Allah (swt) said,

[وَمَن يَتَّقِ اللهَ يَجْعَل لَّهُ مَخْرَجاً * وَيَرْزُقْهُ مِنْ حَيْثُ لا يَحْتَسِبُ وَمَن يَتَوَكَّلْ عَلَى اللهِ فَهُوَ حَسْبُهُ إِنَّ اللهَ بَالِغُ أَمْرِهِ قَدْ جَعَلَ اللهُ لِكُلِّ شَيْءٍ قَدْراً]

“And whoever is fearful of Allah, Allah will make a way out for them * and provide for them from sources they could never imagine. And whoever puts their trust in Allah, then He Alone is sufficient for them. Certainly Allah achieves His Will. Allah has already set a destiny for everything.” [TMQ Surah At-Talaq 65:2-3]

The Islamic system and its solutions are what will solve people’s problems, whether they are Muslims or non-Muslims. It is what will achieve prosperity and a decent life for all citizens. The new administration must have principled stances that please the Lord of the Worlds, and not pay attention to pleasing Western countries, which we will not achieve anything by, except angering Allah (swt).

In this regard, Hizb ut Tahrir has prepared a draft Islamic constitution that addresses all aspects of life. Its articles have been derived from the most reliable sources of Shariah legislation and nothing else. Therefore, we advise everyone who wants to establish Allah's law to consider the draft constitution and work to implement it.

Let us be certain that we will not escape the cunning of our enemies, and will not achieve our glory and victory in this world and in the hereafter, except by implementing the project of Islam alone. It is through the Islamic project that the entire Islamic Ummah will be unified and its glories will be restored, so that Islam will carry a message of guidance and light that will save all of humanity.
