«إِذَا خَرَجَ ثَلاَثَةٌ فِي سَفَرٍ فَلْيُؤَمِّرُوا أَحَدَهُمْ»

‘If there are three in travel, let them appoint one of them as an Emir.’” Ibn Tamiyyah explained, “Thus, the Prophet (saw) commanded the appointing of an emir over a group that is undertaking traveling, which is binding for all types of groups. This is because Allah (swt) has commanded enjoining all that is good and forbidding all that is munkar. This can only be done with strength and emirate... With respect to this it was narrated, ‘The ruler is the shade of Allah (swt) on earth.’”
