Hizb ut Tahrir / Wilayah Sudan intensified its public outreach activities during July 2026, urging the Ummah to work alongside it to establish the great edifice of Islam: the Khilafah Rashidah (Rightly-Guided Caliphate) State upon the method of the Prophethood. The most notable activities and actions carried out by Hizb ut Tahrir in Wilayah Sudan were as follows:
1. Delegations of Hizb ut Tahrir / Wilayah Sudan:
Prominent figures from the Amarar tribe of Eastern Sudan hosted by Hizb ut Tahrir
On July 1, 2026, at its office in Port Sudan, Hizb ut Tahrir received a delegation of prominent figures from the Amarar tribe. They met with Ustaadh Nasser Reda, Head of the Central Communications Committee, accompanied by the official spokesperson, Ust. Abu Khalil. The Head of the Central Communications Committee presented the Party’s perspective on current events, emphasizing that solutions must stem from Islam. An extensive dialogue with the visiting delegation ensued regarding the critical issues facing Muslims. In conclusion, both parties agreed to maintain communication and exchange views on the affairs of the Ummah.
Meeting with the Head of the Sudanese Bar Association and union leaders
On Thursday, July 9, 2026, a delegation led by Ust. Nasser Reda visited the offices of the Sudanese Bar Association in Port Sudan, where they met with the Head of the Bar Association and members of his executive board. The delegation introduced Hizb ut Tahrir and the goal it seeks to achieve in partnership with the Ummah: the establishment of the second Rightly-Guided Caliphate upon the method of the Prophethood. They explained that working to implement the Sharia of Allah and establishing authority based on Islam is an obligation upon all Muslims, supporting their statements with evidence from Sharia sources. Subsequently, all members of the Bar Association delegation spoke. The Head of the Bar Association concluded the meeting by thanking the delegation for their visit and acknowledging Hizb ut Tahrir’s concern for the issues facing the Ummah. He stated that there is no disagreement with Hizb ut Tahrir regarding the Khilafah which is the ultimate goal of every Muslim, and both parties affirmed the importance of maintaining communication.
2. Activities of the Official Spokesperson for Hizb ut Tahrir in Wilayah Sudan:
“Boulos’s Booby-Trapped Paper and America’s Suspicious Role in Sudan”
The Media Office held a press conference in Port Sudan on Saturday, 4 Safar al-Khair 1448 AH corresponding to July 18, 2026. The event featured the Official Spokesperson, Ust. Ibrahim Othman (Abu Khalil), who addressed the reality of America’s deceptive initiatives—including the recent proposal by Massad Boulos. He stated that America’s immense military, political, and economic power has enabled it to pursue a policy of global hegemony; it creates crises, instigates problems, and stokes tensions, only to subsequently manage these crises and seek solutions for them. This is precisely what America is doing in Sudan, as it seeks to fragment the country into feeble, weak statelets. He asserted that this reflects America’s true agenda and that the rulers are subservient to its conspiratorial policies against Sudan.
Press Releases
The Official Spokesperson issued several press statements clarifying Hizb ut Tahrir’s position on the issues facing Sudan and explaining the Islamic ruling regarding them. These statements included the following:
“South Sudan Crosses the Red Lines by Annexing Abyei, A Feeble Response from the Sudanese Government”
The state of South Sudan has taken steps to annex the Abyei region; ...by including it in the electoral process scheduled for December 2026. The official spokesman issued a statement declaring: "It is not surprising that the Government of Sudan—which is merely an extension of the previous government that oversaw the separation of South Sudan—has adopted such a disgraceful and humiliating position, one entirely unbefitting of what they claim is a sovereign state. Such a weak response will do nothing to deter South Sudan from proceeding with its plan to annex Abyei. The minimum response that ought to be taken would be to threaten the cancellation of all agreements with South Sudan, including the ill-fated Naivasha Agreement, and to regard South Sudan once again as an integral part of Sudan—which is the natural state of affairs. وَإِمَّا تَخَافَنَّ مِن قَوْمٍ خِيَانَةً فَانبِذْ إِلَيْهِمْ عَلَىٰ سَوَاءٍ إِنَّ اللَّهَ لَا يُحِبُّ الْخَائِنِينَ
“If you [have reason to] fear from a people betrayal, throw [their treaty] back to them, [putting you] on equal terms. Indeed, Allah does not like traitors.” [Al-Anfal:58].”
The Renaissance Dam and Its Catastrophic Impact on Sudan
As Nile water levels recede and numerous water stations go out of service due to water being impounded behind the Ethiopian Renaissance Dam, the official spokesperson issued a statement titled: "What Hizb ut Tahrir Warned About Nine Years Ago Became a Reality; The Grand Renaissance Dam Causes the Nile to Recede and Water Stations to Go Out of Service." The statement read:
“This was expected, and we in Hizb ut Tahrir / Wilayah of Sudan warned against it. We explained the danger the Ethiopian Renaissance Dam (An-Nahda Dam) poses to the water security of both Sudan and Egypt, and how the rulers of Egypt and Sudan have relinquished the rights of the Ummah when they agreed to the construction of this disastrous dam by signing the Declaration of Principles Agreement in Khartoum on 23/3/2015.”
Adding, "To oppose this dam, we held dozens of seminars and forums, in which we hosted sincere water experts who explained the danger of this dam to the water security of Sudan and Egypt.” Yet, your call fell on deaf ears! These rulers care nothing for the affairs of the Ummah; instead, they squander its rights.
Security Authorities Arrest a Hizb ut Tahrir Member in Al-Shawak Over a Social Media Post!
Following a post on his personal page—in which Nasr al-Din, a da'wah carrier in the city of Al-Shawak, called on the regime to safeguard lives, maintain security, and protect the youth from drugs—security agencies arrested him and trumped up charges against him under Article 69 (related to "public tranquility"). In response, the spokesperson issued a powerful press statement clarifying that Nasr al-Din’s actions reflected the conduct of believers who enjoin good and forbid evil, whereas the actions of the military intelligence mirrored the conduct of hypocrites. The statement warned the government and its security and military apparatuses of the fate awaiting those who obstruct the path of Allah and seek to make it crooked; it urged them to repent to Allah, immediately release Brother Nasr al-Din, and apologize to him. Instead of heeding this warning, the authorities shifted the charge to Article 25—which concerns defamation of individuals—prompting the spokesperson to issue another statement. This statement condemned the conduct of the regime’s agencies, noting their persistence in a path of error, the fabrication of charges, and the filing of malicious complaints against sincere members of the Ummah—individuals who desire the best for the country and its people and strive to transform this corrupt reality based on Islam. The statement affirmed that arrests and imprisonment would only strengthen the resolve of Hizb ut-Tahrir’s Shabab in upholding the truth and steadfastness, with no deviation from the path, however few those walking it might be.

3) Hizb ut Tahrir Forums / Wilayah Sudan:
Real-World Challenges: Civil State Solutions vs. the Caliphate
The Media Office of Hizb ut Tahrir in Wilayah Sudan held its periodic forums this month across its various offices. In Port Sudan, the Ummah Issues Forum addressed the challenges of the current reality, contrasting the solutions offered by a civil state with those of the Caliphate. Ust. Nasser Reda, Head of the Central Communications Committee, presented the first paper, defining the civil state and explaining its failure to address the challenges of the political and economic landscape. Subsequently, Ust. Ibrahim Musharraf, a member of the Media Office in Wilayah Sudan, spoke about the Khilafah—defining it and explaining its status as an obligation—and highlighted how the Khilafah confronts these challenges and resolves them through the Sharia rulings ordained by the Creator of humankind.
Agricultural Challenges in Al-Qadarif:
At a periodic forum held in Al-Qadarif on Saturday, 4 Safar 1448 AH - July 18, 2026,—titled "Agriculture in Al-Qadarif: Between Failed Realities and Islamic Solutions"— Ust. Awad Muhajir addressed the recurring, and indeed deliberate, problems facing agriculture and farmers in Al-Qadarif. He highlighted the state's lack of interest in agriculture and the absence of support as the rainy season approached.
Subsequently, Ust. Nasr al-Din al-Hajj presented Islamic solutions to these agricultural issues. He noted that, under Islam, the state finances farmers without charging interest and even grants leniency to those in financial distress to encourage them, thereby achieving self-sufficiency and optimizing land use. He cited the practices of the Rightly Guided Caliphs and their exemplary care for farmers during the era of the Caliphate.
4) Political Addresses:
Islamic Solutions to the Problem of Insecurity
Hizb ut Tahrir / Wilayah Sudan held its weekly political addresses at the Grand Market in Port Sudan. In the first address, Ust. Hussein al-Hadi explained that insecurity is an inevitable consequence of the absence of Islam’s deterrent rulings from public life; conversely, under Islam, people enjoy security. He then called upon the audience to work towards the establishment of the Khilafah Rashidah, so that people might live an Islamic way of life characterized by security and stability.
The Drug Problem: Causes and Solutions
In the second address, Ust. Adel Ibrahim spoke about the prohibition of drugs and their lethal impact on society—particularly on the youth, who are considered the backbone of the Ummah’s renaissance. He characterized the proliferation of various types of drugs as a form of "fourth-generation warfare" sponsored by the disbelieving, colonialist West. He stated that only influential entities possess the capacity to bring in such vast quantities of these substances. He emphasized that campaigns targeting small-scale dealers do not solve the problem; rather, the root solution lies in deterrent penalties that would make those involved in the drug trade forget Shaytan’s temptations.
إِنَّ أَكْرَمَكُمْ عِندَ اللَّهِ أَتْقَاكُمْ ۚ إِنَّ اللَّهَ عَلِيمٌ خَبِيرٌ
"Indeed, the most noble of you in the sight of Allah is the most righteous of you." [TMQ Al-Hujurat: 13]
In this address, Mr. Adel Ibrahim spoke about the role of the tribe, noting that it exists for mutual acquaintance rather than for boasting. He explained that encouraging tribal partisanship and arming tribes against one another leads to hatred and war. He also highlighted the dangers of mobilizing people along tribal lines—a tactic used by the disbelieving colonialist to sow division among Muslims while he works to unite his own ranks. He concluded the address by calling for these tribes to be harnessed in support of Islam and to work toward establishing the Deen of Allah on earth under the Rightly Guided Caliphate (Khilafah) upon the method of Prophethood, just as the Ansar (the Helpers) did.
Legitimate Means of Wealth Acquisition in Islam
The address delivered on Monday, 13 Safar 1448 (July 27, 2026), focused on individual ownership in Islam. Ust. Adel Ibrahim detailed the Sharia-sanctioned means by which individuals may acquire wealth to satisfy basic needs, noting that Islam has facilitated—rather than complicated—the paths to earning a dignified living. He then urged people to disregard man-made laws that hinder them or prevent them from striving to earn a lawful income.
5) Political Salon:
The Reality of the American Role in the Sudan War
This month, the political forum hosted Ust. Ibrahim Musharraf for a session titled "The Reality of the American Role in the Sudan War." He discussed the U.S. role in Sudan, highlighting the misconception held by political circles that views America merely as a mediator in the conflict. He cited irrefutable evidence that America actually ignited the war to eliminate—as much as possible—European influence, which is represented by civilian groups and armed movements from Darfur; furthermore, America seeks to sever Darfur from the body of Sudan. It is managing the war to achieve its objectives, and nothing will deter it except the Rightly-Guided Caliphate upon the method of the Prophethood.
Among the activities in the Sudan Wilayah are dozens of speeches and lectures across various Sudanese cities, calling upon the Ummah to work towards the Rightly-Guided Caliphate upon the method of the Prophethood—which is returning soon, by the permission of Allah—for
إِنَّهُ لَقَوْلٌ فَصْلٌ وَمَا هُوَ بِالْهَزْلِ
"Indeed, it is a decisive word, and it is not amusement." [TMQ At-Tariq: 13-4].
