The Answer to the Question: Does Imaan Increase and Decrease? To Al-Waathiq BiNasrullah

  • Published in Q&A
  •   |

Question:

As-Salaamu Alaikum Wa Rahmatullah Wa Barakaatuhu,

I would kindly request an answer from you to my question which is: ‘Does the Imaan increase and decrease?'

And I would like to add to this a second follow on question which is: ‘Does the Imaan vary between one believer and another?'

Answer:

Wa Alaikum us Salaam Wa Rahmatullah Wa Barakaatuhu

1. Imaan is Tasdeeq Al-Jaazim (decisive belief) that conforms to reality and emanates from evidence. Tasdeeq Al-Jaazim means the definite conviction (Qanaa'ah Al-Qaati'ah) that does not allow within it the possibility of doubt or can doubt find a way into it. This is the linguistic meaning itself for Imaan i.e. At-Tasdeeq Al-Jaazim. And conforming to the reality means that the sensed realities affirm it and do not contradict with it. And in order for it to be Tasdeeq Jaazim and in conformity with reality it is necessary for it to come from; and evidence that is definite in terms of its correctness and this is whether the evidence (Daleel) is:

‘Aqliy (rational) i.e. the result of a rational study of the sensed realities like the study of the sensed created things so as to deduce by them that Allah (swt) is their creator. Or by studying the revealed speech of Allah (Al-Qur'aan Al-Kareem) so as to deduce that it is the speech of Allah and not the speech of human beings and from there deduce that the one (Muhammad) who came with the speech of Allah is the Messenger of Allah.

Or it can be Naqliy (transmitted) i.e. by way of definite transmission from Allah (swt) in His Kitaab Al-Kareem or from His Messenger (saw) in his Hadeeth that have been related from him by Tawaatur (Mutawaatir) and this includes matters like having Imaan (belief) in the unseen matters, angels, previously revealed books, the previous Prophets, the day of judgement and the Qadar, its good and bad.

Allah (swt) says:

"O You who believe, believe in Allah, His Messengers, the Book that He revealed revealed to His Messenger and the book that He revealed before that. And whoever disbelieves in Allah, His Angels, His books, his Messengers and the Day of Judgment has gone far far astray indeed."

And the Messenger of Allah (saw) said in a Hadeeth recorded by Muslim from ‘Abdullah Ibn ‘Umar who said: My father ‘Umar Ibn Al-Khattaab said: "While we were one day sitting with the Messenger of Allah (saw) there appeared before us a man dressed in extremely white clothes and with very black hair. He then said: "O Muhammad, Inform me about Imaan (belief)." He answered, "It is that you believe in Allah and His angels and His Books and His Messengers and in the Last Day, and in Qadar both in its good and in its evil aspects."... Then he said to me: "O 'Umar, do you know who that questioner was?" I replied, "Allah and His Messenger know better." He said: "That was Jibreel. He came to teach you your Deen."

2. This is Imaan (belief) and in this meaning it is the opposite of Kufr (disbelief) and the non-believer is definitely a Kaffir (disbeliever) and there is no such thing as half a believer or half a disbeliever. Allah (swt) says in relation to contrasting between Imaan and Kufr (belief and disbelief):

"Verily, Allah is not shy to set forth a parable of even a mosquito or so much more when it is bigger (or less when it is smaller) than it. And as for those who believe, they know that it is the truth from their Lord, but as for those who disbelieve, they say: "What did Allah intend by this parable?"

And He (swt) said:

((إِنَّ الَّذِينَ اشْتَرَوُا الْكُفْرَ بِالْإِيمَانِ لَنْ يَضُرُّوا اللَّهَ شَيْئًا وَلَهُمْ عَذَابٌ أَلِيمٌ ))

"Verily, those who purchase disbelief at the price of Faith, not the least harm will they do to Allah. for them, there is a painful torment."

And He (swt) said:

((وَلَكِنِ اخْتَلَفُوا فَمِنْهُمْ مَنْ آَمَنَ وَمِنْهُمْ مَنْ كَفَرَ))

"But they differed so some of them believed whilst others from them disbelieved."

And there are many additional Ayat that contrast Imaan and Kufr.

3. Imaan according to this meaning that we have mentioned (At-Tasdeeq Al-Jaazim (decisive belief) that conforms with the reality based on evidence) does not increase or decrease because it is Tasdeeq Jaazim (decisive belief) and decisiveness cannot be except complete. So there is no 90% Imaan which then increases to 95% or 100% and then decreases to 95% or 90%. This is because this decrease means that it is not decisive i.e. that it is doubtful. And if this is the case then it is not Imaan (belief) but rather Kufr (disbelief).

4. And for the picture to be clarified we say:

The increase (ziyaadah) and decrease (nuqsaan) are from the Alfaazh Al-Mushtarakah (worded expressions that have a multiple application of meanings), they have come with the meaning of a marginal increase or marginal decrease in regards to expansion and size and it has come with the meaning of strength and weakness. It is the Qareenah (indication) that specifies which of its meanings is intended and therefore if the increase and decrease is linked to Imaan then this indicates that it is related to strength and weakness because it is not correct to attach the marginal increase and decrease to the Tasdeeq Al-Jaazim (decisive belief). And it is upon this basis that we understand the Ayat:

((الَّذِينَ قَالَ لَهُمُ النَّاسُ إِنَّ النَّاسَ قَدْ جَمَعُوا لَكُمْ فَاخْشَوْهُمْ فَزَادَهُمْ إِيمَانًا وَقَالُوا حَسْبُنَا اللَّهُ وَنِعْمَ الْوَكِيلُ))

"Those unto whom the people said: "Verily, the people have gathered against you (a great army), therefore, fear them." But it (only) increased them in Imaan, and they said: "Allah (Alone) is Sufficient for us, and He is the best Disposer of affairs (for us).""

"The believers are only those who, when Allah is mentioned, feel a fear in their hearts and when His verses (this Qur'aan) are recited unto them, they (i.e. the verses) increase their Imaan; and they put their trust in their Lord (Alone)."

"And when the believers saw AlAhzaab (the Confederates), they said: "This is what Allah and his Messenger had promised us, and Allah and his Messenger have spoken the truth, and it only added to their faith and to their submissiveness (to Allah)."

This means that the Imaan of the believers could strengthen and intensify as a result of these matters that Allah (swt) has explained in the above Ayat. This means that the Imaan increases and decreases through acts of obedience, abiding firmly to the Shari'ah rules, by fearing Allah and performing Jihaad in His (swt)'s Way. This is all because the Imaan according to the meaning that we have explained (At-Tasdeeq Al-Jaazim confirming to the reality from evidence) is not correct to attribute to it marginal increase or decrease. Otherwise it would not be Jaazim (decisive) and it would change to being doubt and questionable and thus become disbelief.

It is worth noting that when Imaan is mentioned without Qaraa'in (indications) then it indicates that which has been mentioned above and if it has come in other than this meaning then it is the Qareenah that clarifies what it means.

For example the statement of Allah (swt):

((وَمَا كَانَ اللَّهُ لِيُضِيعَ إِيمَانَكُمْ))

"Allah would never make your Imaan to be lost."

Here ‘Imaan' means your prayers as it was revealed after the Muslims changed the direction of their Qiblah (direction in prayer):

"Thus we have made you a Wasat (just) (and the best) nation, that you be witnesses over mankind and the Messenger (Muhammad) be a witness over you. And we made the Qiblah (prayer direction towards Jerusalem) which you used to face, only to test those who followed the Messenger (Muhammad) from those who would turn on their heels (i.e. disobey the Messenger). Indeed it was great (heavy) except for those whom Allah guided. And Allah would never make your Imaan to be lost (i.e. Your prayers offered towards Jerusalem). Truly, Allah is full of kindness, the Most Merciful towards mankind."

This was to reassure the Muslims that the prayers that they had offered previously in the direction of the first Qiblah were accepted and that they would attain the reward for them.

And it is also illustrated in the Hadeeth of the Messenger of Allah (saw) extracted by An-Nisaa'i and narrated by Abu Hurairah who said: The Messenger of Allah (saw said:

«الْإِيمَانُ بِضْعٌ وَسَبْعُونَ شُعْبَةً، أَفْضَلُهَا لَا إِلَهَ إِلَّا اللَّهُ، وَأَوْضَعُهَا إِمَاطَةُ الْأَذَى عَنِ الطَّرِيقِ»

"The Imaan is seventy and a few parts, its best is Laa Ilaahah Illallah and its least is to remove the obstruction from the roadway/path."

And it is known that not removing the obstacle from the road does not make that person a disbeliever and as such the Imaan in this Hadeeth means the acts of obedience to Allah in a general manner.

We ask Him (swt) to shape our hearts in full contentment with Imaan and that we abide by the Ahkam of Islam in our words and deeds and that Allah (swt) raises us with those whom He has favoured from the Prophets, truthful, martyrs and righteous. And what good company they are.

The Answer to the Question: The One Who Eats Ribaa (Usury) To Adi Victoria

  • Published in Q&A
  •   |

Question:

Assalaamu Alaikum,

We love our leader. If you permit I would like to ask about the one who commits the act of Ribaa (usury) and if he will be in the fires of Hell forever? It relates to the Tafseer of Aayah 275 as found in the book At-Tayseer Fee Usool At-Tafseer.  Thank you Brother. My name is Adi Victoria from the Indonesian town of Samarinda.

Answer:

Wa Alaikumu Assalaam Wa Rahmatullahi wa Barakaatuhu,

There are two kinds of people who deal with Ribaa (usury):

First: The kind who believes that Ribaa is Haram and despite this still deals with Ribaa. So this is someone who commits a major sin. He receives a punishment in this life from the Khilafah "Caliphate" state and if he is not punished with the Shari'ah punishment in this life then he will have the punishment of the Hereafter and so he will enter the fire but not forever as long as he did not make the Ribaa as halal. So this is the case where he believes that Ribaa is Haraam but still perpetrated that act of disobedience (Ma'siyah). And the one who is ‘Aasiy (disobedient) and dies upon Islam then he will not abide in the fire forever due to the saying of the Messenger (saw) in a Hadeeth that is Muttafaq Alaihi (agreed upon) related by Anas Bin Maalik who said that the Prophet (saw) said:

يَخْرُجُ مِنَ النَّارِ مِنْ قَالَ: لَا إِلَهَ إِلَّا اللهُ...

"The one who says: Laa Ilaahah Illallah will be taken out of the fire..."

So this means that he will not abide in it forever.

Second: The one who makes Ribaa Halaal i.e. he states that Ribaa is Halaal and then dies upon this. This kind is a Kaffir (disbeliever) because he has denied that which must be known from the Deen by necessity. Ribaa is Haram in the Quran Al-Kareem by Qat'iyah (definite) Ayat, Qat'iyah Ath-Thuboot (definite in transmission) and Qat'yah Ad-Dalaalah (definite in meaning). So whoever makes Ribaa Halal and dies upon that then he is a disbeliever and this kind will abide in the fire forever. So this is the case of the one who used to deal with Ribaa and deny that Ribaa was Haram. He therefore dies upon disbelief and will stay in the fire (Hell) forever.

The evidence for this is the speech of Allah (swt) in Ayah 275 of Surah Al-Baqarah:

"Those who eat Ribaa (usury) will not stand (on the Day of Resurrection) except like the standing of a person beaten by Shaitaan (Satan) leading Him to insanity. That is because they say: "Trading is only like Ribaa (usury)," whereas Allah has made trading Halaal and made Ribaa (usury) Haraam. So whosoever receives an admonition from his Lord and stops eating Ribaa (usury) shall not be punished for the past; his case is for Allah (to judge); but whoever returns [to Ribaa (usury)], such are the dwellers of the Fire - they will abide therein forever."

So the last part of the Ayah came commenting upon those: ((قَالُوا إِنَّمَا الْبَيْعُ مِثْلُ الرِّبَا)) ‘They say: Trading is only like Ribaa'. This means that they made Ribaa Halal like trade and they disbelieved in the speech of Allah of Allah (swt):

((وَأَحَلَّ اللَّهُ الْبَيْعَ وَحَرَّمَ الرِّبَا)) 'And Allah has made trading Halaal and made Ribaa Haraam'.

So those whom it reaches that Ribaa is Haram and not Halal and then they believe in this, make Taubah (repentance) and leaving their dealings with Ribaa and they find their capital sums sufficient then Allah (swt) will forgive them by His Favour and Forbearance that which occurred in the past. If however they insist upon Ribaa being Halal and continue to deal with it whilst denying and rejecting the speech of Allah (swt):

((وَأَحَلَّ اللَّهُ الْبَيْعَ وَحَرَّمَ الرِّبَا))

"And Allah has made trading Halaal and made Ribaa Haraam", and then die upon that, then they will be from those who the speech of Allah applies upon:

((أَصْحَابُ النَّارِ هُمْ فِيهَا خَالِدُون))

"Such are the dwellers of the Fire - they will abide therein forever."

The following is the summary of what is understood from the Shariah texts:

1. That the one who perpetrates the act of dealing with Ribaa whilst believing that it is Haram, then this person is ‘Aasiy (disobedient) and Faasiq (rebellious to Allah's Commands). If he dies upon Islam then he will not abide in the Hell fire forever but rather he will be punished in it for as long as Allah wishes and then is removed from the fire by His Permission, Subhaanahu.

2. The one who perpetrates the act of dealing with Ribaa whilst denying that it is Haram meaning that he has made it Halal for himself. If he then dies upon that then he would have died upon disbelief (Kufr) and spend eternity in the fire.

Allah has made us from amongst the truthful believers who make Haram that which Allah has made Haram and make Halal that which Allah has made Halal. Those who abide by the Ahkam Ash-Shariah as they have come, those whom Allah has honoured with Islam in this life and as a result he grants them victory over their enemies and honours them with Islam in the Hereafter by admitting them into His (swt)'s Jannah and raising them amongst the Prophets, truthful, martyrs and righteous. And how good a company these will be to be with.

A Declaration in Support of the Rohingya Women and Children Issued by Hizb ut Tahrir Women's Seminar held in Kuala Lumpur, Malaysia, Sunday 7th July 2013 entitled: 'One Year after the Massacres- Who will Save the Rohingya Women and Children?'

  • Published in article
  •   |

We, the undersigned, declare our support, commitment to and endorsement of the cause of our Rohingyan brethren, affirming that the Muslim Ummah is like one body as described by the noble Prophet (saw), and that the calamities and horrific crimes faced by our Rohingyan brethren is not acceptable to anyone who has an atom's weight of humanity. Therefore, we the undersigned declare the following:

1. That as Muslim women, we should unite and not be divided by borders or distances, and that we should not allow the borders drawn by the Kaffir occupiers to separate us, or inhibit supporting and giving victory to each another.

2. The Muslims all over the world are brothers. Their blood is one, and they are one hand against others as maintained by the Prophet (saw):

«الْمُسْلِمُونَ تَتَكَافَأُ دِمَاؤُهُمْ وَهُمْ يَدٌ عَلَى مَنْ سِوَاهُمْ يَسْعَى بِذِمَّتِهِمْ أَدْنَاهُمْ وَيُرَدُّ عَلَى أَقْصَاهُمْ»

"The lives of all Muslims are equal; they are one hand against others; the lowliest of them can guarantee their protection." Thus, the sanctity of the blood spilled in the land of Palestine is the same as the sanctity of the blood spilled in Mali; it is also the same as the sanctity of the blood of our brethren in Syria, and the same as the sanctity of the blood of our Rohingyan brethren.

3. We affirm that we will exert our utmost efforts and harness all our energies for the sake of making the Muslims victorious, responding to the saying of Allah (swt):

((وَإِنِ اسْتَنْصَرُوكُمْ فِي الدِّينِ فَعَلَيْكُمُ النَّصْرُ))

"but if they seek your aid in religion, it is your duty to help them" [TMQ 8:72]

4. The Khilafah "Caliphate" is the ultimate solution to what the Rohingyans and the rest of the Muslims worldwide are facing, for in its establishment lies the Pleasure of our Lord, the betterment of our situation, the defeat of our enemy, and the protection of our blood.

5. We pledge before Allah (swt) to work conscientiously and productively with Hizb ut Tahrir for the sake of establishing the Khilafah "Caliphate" state, which will unite our lands and might in the East and the West, from Jakarta and Kuala Lumpur, passing by the Cairo of Al-Mu'ezz, and reaching Tangier in the far West. It will unite all these lands under the banner of By this we will establish our glorious State, which will protect the women and children from the injustice of the oppressors and attacks of the aggressors.

Allah is indeed a witness over what we say, our success is from Him, and on Him do we rely.

Capitalism has Taken Food from the Mouths of Children It is the Islamic System Alone that can Provide Food and Financial Security for Humanity

  • Published in News & Comment
  •   |

According to recent research carried out by Tesco, the food-banks charity, the Trussell Trust, and food redistribution charity Fare Share, one in five parents in the UK are struggling to feed their children. Many skip meals, while others go without food for days to feed their children, or rely on family and friends for food. 70% of families suffering from food poverty with children in primary school education rely partly on food supplied by schools. Consequently, the upcoming summer school holidays could see a large number of children going hungry. The research also shows that the problem of food poverty in the UK is unlikely to improve in the near future. According to a joint report by Oxfam and Church Action on Poverty published a few weeks ago, the number of people driven through desperation to use food banks that distribute food donated by the public, has trebled in the past year alone. Many charities have attributed this soaring rise of people resorting to emergency food hand outs to feed themselves and their families, to the government's welfare cuts, falling wages, and the economic crisis caused by the flawed capitalist system. The rise of such food banks reflects the capitalist UK government's failure and abandonment of taking care of the most vulnerable people within its society while simultaneously giving tax breaks to the wealthy and bailing out multi-billion banks. This has been coupled with callous statements from high profile UK politicians who have slurred those unable to feed their children adequately or those visiting food-banks, reflecting their contempt for the poor, total lack of concern for the welfare of those they govern, and attempt to absolve themselves and the man-made, secular system they implement of blame for this social crisis. This July, Lord Freud, the wealthy Work and Pensions Minister claimed that those attending food-distribution centres were doing so to opportunistically gain free food rather than out of desperation and real need; while Michael Gove, the Education Secretary suggested that feckless parenting rather than lack of financial resources was to blame for the high numbers of children who attend school hungry.

All this is the result of the destructive capitalist system that creates unstable debt-ridden economies based on borrowing and credit that are prone to collapse and crises, causing high unemployment and inflation, and plunging ordinary citizens and families into desperate poverty. In addition, this detrimental system is characterised by catering to the needs and interests of the wealthy elite rather than the general public, and nurtures mentalities, including those in ruling that view the poor and vulnerable as a burden to the economy rather than those to whom provision of adequate food, shelter and other basic needs is an important duty of the state. Furthermore, it is a system focussed on wealth creation rather than effective distribution of wealth to ensure that all have their basic needs met, and that implements flawed economic policies and an interest-based financial model that causes the rich to become richer and the poor to become poorer. In summary, the humanity of any ideology or society can be judged according to how it treats its most weak and vulnerable. Capitalism has shown that it treats its poor and vulnerable with contempt. It is a dehumanising ideology that sanctifies wealth and financial gain while simultaneously devaluing, ignoring, and disregarding human need.

This raises the question as to why the governments of the Muslim world insist on continuing to implement and pursue the capitalist and other man-made systems upon our Muslim lands. Even after Arab uprisings, new leaderships in Egypt, Tunisia, Libya, and Yemen continued to put their trust in the capitalist system and policies to build their economies and states, even though this same system and policies had impoverished and oppressed the Muslim world for decades. The consequence has been deteriorating political and economic lives for the people of the region, including for its women and children. According to a report published this June by the UN World Food Program, malnutrition due to poverty is causing 11% of the child mortality rate amongst children in Egypt. In Yemen, a humanitarian crisis is intensifying with a quarter of women between the ages of 15 and 49 being acutely malnourished and struggling to feed their families, and 10 million Yemenis (nearly ½ of the population) not having enough to eat. And undoubtedly, in this month of Ramadan, as in decades past, millions of Muslim women and children will be struggling to find food to start or end their fast.

It is only the Islamic system, implemented by the Khilafah "Caliphate" that can provide the lifeline out of this economic quagmire affecting our Muslim lands. It is a system under which the priority of ‘fighting poverty' is not simply the rhetoric of politicians but rather manifested in the Islamic economic laws and policies that oblige fair distribution of wealth, zakat and the provision of basic needs to all. This is alongside prohibiting the monopolisation of wealth, the exploitative principle of interest, and the privatisation of natural resources such that all benefit from their revenue. It is a system where taking care of the needs of the human being rather than the bank accounts of the wealthy is the focus, and where the Khalifah is commanded to be the guardian of the people and the shade and provider for the poor and vulnerable. It is a state that has a history of eradicating poverty from lands. Under the second Khalifah of Islam, Umar bin Al Khattab, it is narrated that after several years of Islamic rule, Muadh ibn Jabal who was appointed as an envoy to Yemen sent the Khalifah all the zakat that had been collected from the people of Yemen for he could not find any poor person in the province who needed it or would accept it from him. This was the result of the implementation of the just Islamic laws and sound Islamic economic system upon the region that lifted the people from poverty and created widespread prosperity. In this month of Ramadan in which Allah (swt) sent the Qur'an as a Mercy for mankind, we should be reminded that this Mercy can only materialise physically for this Ummah and for humanity in the manner ordained by the Creator through the full implementation of the contents of this Noble Kitaab under the Khilafah "Caliphate" system. Therefore, in addition to excelling in our ibadat (acts of worship) during this Blessed month as believers, we should also set our focus and increase our efforts in carrying the dawah to establish this state upon our Muslim lands.

"And we have not sent you (O Muhammad), except as a Mercy for all of mankind" [TMQ 21: 107]

Egypt: Blair Reveals his Views about Political Islam

  • Published in Politics
  •   |

Event:

On Sunday 7th of July, the former Prime Minister of Britain waded into the debate about whether or not the Egyptian coup was legitimate. He was quick to take the side of the military and said, "The events that led to the Egyptian army's removal of President Mohamed Morsi confronted the military with a simple choice: intervention or chaos. Seventeen million people on the streets are not the same as an election. But it as an awesome manifestation of power." Blair's remarks come as Egypt faces prolonged civil conflict after the removal from power of Morsi, who came to office with 51% of the popular vote at the country's first democratic presidential election, held last year.

Blair is now openly advocating that Western democratic principles should be sacrificed in an effort to maintain the West's hegemony in the region. He said, "I am a strong supporter of democracy. But democratic government doesn't on its own mean effective government. Today efficacy is the challenge." So according to this premise will Mr. Blair support the ousting of deeply unpopular governments in the UK and the Europe? Definitely not!

This is not the first time Tony Blair has commented on Muslim affairs. Just last month, Blair singled out Islam as the main problem in the aftermath of the killing of Rigby. In his view the main problem is that Islam is a political force which has to be secularized. He said, "But there is a problem within Islam - from the adherents of an ideology that is a strain within Islam. And we have to put it on the table and be honest about it." He also stressed that an ideological war had to be fought with Islam. Mr. Blair said: "We resisted revolutionary communism by being resolute on security; but we defeated it by a better idea: Freedom.  "We can do the same with this. The better idea is a modern view of religion and its place in society and politics. There has to be respect and equality between people of different faiths. Religion must have a voice in the political system but not govern it."

Given Blair's open enmity towards Islam, it is only natural to find him siding with the Egyptian army as opposed to Morsi the overt symbolism of the Muslim brotherhood. This is despite the fact that Morsi did not implement Islam during his rule and was viewed by many as being no different to Mubarak's rule-or to put in other words Morsi was seen by some Egyptians as Mubarak with a beard.

Tony Blair's strong views against Islam and his preference for secular autocrats over legitimate democratic rulers sends a resounding message amongst Muslims that the West is only worried about safeguarding its own interests at all costs. In Egypt's case, it is peace with Israel and the free flow of oil via the Suez Canal that trumps democracy.

Yet despite such disparaging views about Islam and Muslims, Blair is welcomed across the Muslim world as a peace envoy and as a friend of the rulers of the Muslim world. Allah says:

"Oh you who have Iman! Take not into your intimacy those outside your ranks: They will not fail to corrupt you. They only desire your ruin: Rank hatred has already appeared from their mouths: What their hearts conceal is far worse. We have made plain to you the Signs, if ye have wisdom." [TMQ: Al-Imran: 118]

Muslims must distance themselves from the West, its ruling systems and its political culture, and put whole-heartedly their trust in Allah (swt) to liberate themselves from the shackles of colonialism. This can only be achieved by working to re-establish the rightly guided Khilafah "Caliphate". Allah says:

"Oh you who have Iman. If you help Allah, Allah will help you; and establish your feet firmly." [TMQ: Mohammed: 7]

US Bankrolled Anti-Morsi Activists:

President Barack Obama recently stated the United States was not taking sides as Egypt's crisis came to a head with the military overthrow of the democratically elected president. But a review of dozens of US federal government documents shows Washington has quietly funded senior Egyptian opposition figures who called for toppling of the country's now-deposed president Mohamed Morsi. Documents obtained by the Investigative Reporting Program at UC Berkeley show the US channeled funding through a State Department programme to promote democracy in the Middle East region. This programme vigorously supported activists and politicians who have fomented unrest in Egypt, after autocratic president Hosni Mubarak was ousted in a popular uprising in February 2011. The State Department's programme, dubbed by US officials as a "democracy assistance" initiative, is part of a wider Obama administration effort to try to stop the retreat of pro-Washington secularists, and to win back influence in Arab Spring countries that saw the rise of Islamists, who largely oppose US interests in the Middle East. A main conduit for channeling the State Department's democracy funds to Egypt has been the National Endowment for Democracy. Federal documents show NED, which in 2011 was authorised an annual budget of $118m by Congress, funneled at least $120,000 over several years to an exiled Egyptian police officer who has for years incited violence in his native country.  This appears to be in direct contradiction to its Congressional mandate, which clearly states NED is to engage only in "peaceful" political change overseas. Colonel Omar Afifi Soliman - who served in Egypt's elite investigative police unit, notorious for human rights abuses - began receiving NED funds in 2008 for at least four years. In an interview with the Investigative Reporting Program at UC Berkeley, Soliman reluctantly admitted he received US government funding from the National Endowment for Democracy, but complained it wasn't enough. "It is like $2000 or $2,500 a month," he said. "Do you think this is too much? Obama wants to give us peanuts. We will not accept that." On a YouTube video, Soliman took credit for a failed attempt in December to storm the Egyptian presidential palace with handguns and Molotov cocktails to oust Morsi. "We know he gets support from some groups in the US, but we do not know he is getting support from the US government. This would be news to us," said an Egyptian embassy official, who spoke on condition of anonymity because he was not authorised to speak to the media. [Source:  Aljazeera]

Syria Chemical Weapons 'Most Worrying Terror Threat to UK':

Al-Qaeda could gain access to Syria's stockpiles of chemical weapons with "catastrophic" consequences, a UK parliamentary committee has warned. The Intelligence and Security Committee's annual report said spy chiefs considered this UK's "the most worrying emerging terrorist threat". They also had no doubt that "vast stockpiles" of chemical weapons had been amassed in Syria, the ISC said. Al-Qaeda and "individual jihadists" were both seen as threats, it added. "There is a risk of extremist elements in Syria taking advantage of the permissive environment to develop external attack plans, including against Western targets," the ISC, which oversees the work of the intelligence agencies, said in its annual report. Protests in Syria, inspired by the Arab Spring which saw changes of government in Tunisia, Egypt and Libya, were brutally suppressed by security forces in 2011. The stand-off has since escalated into a civil war which has claimed tens of thousands of lives so far, according to UN estimates. [Source: BBC]

Pakistan Quietly Preparing for Civil War in Afghanistan:

Recognising the realities on the ground leading to fast changing events inside Afghanistan, with no one having a clue to what might happen subsequently after NATO withdraws next year, Pakistan is focusing on how to ‘secure' its own territory, as it does not rule out a ‘civil war' once again. It appears to be ready to face a blowback this time around. It is for this reason that it realises that it is imperative to focus on a ‘contingency plan' and avoid a situation where its own fragile internal security receives a further jolt from its western borders. "It is difficult to understand and uncertainties surround us -- but if nothing moves we are heading towards a civil war (inside Afghanistan) which we want to avoid. Specially, if all reconciliation efforts do not succeed then there is likelihood of civil war. Then there will be a spill over into Pakistan and this will create its own problems, especially from the Pakistan Taliban", said diplomatic sources in a meeting with the media here. It is for this reason, said one of them, that this contingency plan has to ensure a scenario, which ensures that Pakistan's own territory is well protected. As prices of property keep rising in areas outside Peshawar in anticipation of what comes next from across the Durrand Line, at this point the diplomat said the government could not contemplate the number of Afghan refugees that could flow in if there is a civil war. However, there appeared some room for optimism, the diplomat said even though the Afghan Taliban have closed their Qatar office temporarily to protest demands that they remove a sign which said that the Qatar office was that of the Islamic Emirate of Afghanistan. "This could just be a ‘tactical' move by the Afghan Taliban to get noticed. The situation was mishandled in Qatar. However, talks can still be held in places other than the Qatar office, and also talks with the Northern Alliance can be held separately", added the diplomat. Another ‘tactical' move that Pakistan points out is when out of sheer frustration with Hamid Karzai, Obama has threatened considering speeding up the withdrawal of US forces from Afghanistan, ensuring that there would be none left after 2014. Pakistan is also getting a sense that some Taliban groups are getting tired of the war and efforts should be made to get other such like-minded groups to support them. "Otherwise the hardliners will take over," he said. His comments came at a time when the Pakistani Taliban announced the dismissal of its spokesman, Ehsanullah Ehsan, signaling a further split amongst the militants.[Source: News International]

China Has World's Most Active Missile Programs, US Says:

China's military has the world's "most active and diverse ballistic missile program," with an expanding inventory of nuclear warheads that can reach the US, according to a Pentagon intelligence report. The arsenal includes a new submarine-launched JL-2 ballistic missile that will for the first time let Chinese submarines target parts of the U.S. from near China's coast, the National Air and Space Intelligence Center said in a new assessment obtained by Bloomberg News. China is boosting its missile program under a broader military modernization plan that's seen the country's defense spending more than double since 2006. China's neighbors including Japan and the Philippines have expressed concern that its government is becoming more aggressive in the region, as the U.S. also puts new emphasis on forces in the Asia-Pacific. Some of China's weapons are "specifically designed to prevent adversary military forces' access to regional conflicts," the report said. It's an update to one released in 2009. China is developing and testing new missiles, upgrading older systems, forming new missile units and working on ways to counter missile defenses, the report said. The number of Chinese nuclear warheads capable of hitting the U.S. "could expand to well over 100 within the next 15 years," it said. [Source: Bloomberg]
