The Military and Political Leadership of Pakistan Estimate Military Capability Only in Terms of Foreign Loans Based on Harmful Conditions and Interest (Riba)

The Reuters news agency reported on 21 February 2025, “Also released was $397 million for a U.S.-backed program in nuclear-armed Pakistan that a congressional aide said monitored Islamabad’s use of U.S.-made F-16 fighter jets to ensure they are employed for counterterrorism operations and not against rival India.” Yet, the Trump administration offered to sell its most advanced aircraft, the F-35, to the Hindu state with no such conditions. The US also imposed sanctions on companies involved in the nuclear and missile programs of Pakistan in October 2023, September 2024 and December 2024. Yet, America has given the Hindu State a special exemption in the Nuclear Suppliers Group.

It is 100 percent clear that America wants to elevate the Hindu State as the regional hegemon and reduce Pakistan to the level of Nepal and Bhutan. So, who allowed this American monitoring program to be implemented in Pakistan? How were such unilateral conditions accepted, in which our warships are allowed to be used against Muslims, but not against our regional enemy? Did the Messenger of Allah (saw) ever compete with Rome or Persia, whilst buying weapons from them? Absolutely not!

Whenever the time for war comes, the military and political leadership asks, “How can we fight?” They only bargain over Kashmir and appeal to the same United Nations and the international community which fights Muslims or assists those who fight Muslims. There is no choice but to remove the leaderships of Muslims!

These rulers claim that Pakistan’s economy is not capable of “military adventurism” to liberate Palestine, Kashmir and other occupied lands of Muslims. However, it was Pakistan’s economy that carried the burden of Jihad against Soviet Russia in Afghanistan for decades, and Jihad against the Indian Army in Occupied Kashmir for more than a decade. As for the foreign loans, they are only an additional burden on us because of riba and conditions that weaken our capabilities. Of course we can carry the burden of Shariah obligations, including the mobilization of armed forces in support of Kashmir and Palestine. However, if the argument of poverty is accepted, then when war is a Shariah obligation on us, are we to refuse to fight? Allah (swt) says,

[اَلشَّيۡطٰنُ يَعِدُكُمُ الۡـفَقۡرَ وَيَاۡمُرُكُمۡ بِالۡفَحۡشَآءِ ۚ وَاللّٰهُ يَعِدُكُمۡ مَّغۡفِرَةً مِّنۡهُ وَفَضۡلًا ؕ وَاللّٰهُ وَاسِعٌ عَلِيۡمٌۚ]

“Satan frightens you with poverty and bids you to commit indecency whereas Allah promises you His forgiveness and bounty. Allah is Munificent, All-Knowing.” [TMQ Surah Al-Baqarah, 2:268].

These rulers obtain loans based upon Riba and harmful conditions, from colonialist institutions like the International Monetary Fund, whilst continuously compromising our military and economic sovereignty, territorial integrity and the sanctities of Islam. This policy increased during the Musharraf era and is still continuing in the name of the Bajwa Doctrine. Our key interests are being surrendered in the name of economic stability, whilst we are crushed by debt because of riba. Thus, the policy of the rulers has not achieved any economic stability. In addition, the rulers of Pakistan surrendered Kashmir to the Hindu State and America is now curbing the nuclear and strategic weapons of Pakistan. So, is it not a Shariah obligation on us to seize the hands of the treacherous military and political leadership?

O Officers and Soldiers of the Armed Forces of Pakistan! The enemy is afraid of the spirit of Jihad within you. The enemy wants to bind you in various restraints, the most dangerous of which is your own leadership. You must liberate yourself from these agent leaderships. Uproot those who maintain the American military colonialism of Pakistan, using your power. Come forth and grant your Nussrah to Hizb ut Tahrir, which has always warned you of dangers, guided you according to the Deen and is fully prepared to establish the Khilafah (Caliphate) on the Method of Prophethood.

Hizb ut Tahrir (Party of Liberation) will ensure the liberation (tahrir) of the Muslim World from political, economic, cultural and military colonialism. The Khaleefah Rashid will lead you in striking the enemies. So mobilize now, whilst it is already too late. This is the only matter which will benefit you in the Aakhira and nothing else. Allah (swt) said,

[إِنَّ اللَّهَ اشْتَرَىٰ مِنَ الْمُؤْمِنِينَ أَنفُسَهُمْ وَأَمْوَالَهُم بِأَنَّ لَهُمُ الْجَنَّةَ يُقَاتِلُونَ فِي سَبِيلِ اللَّهِ فَيَقْتُلُونَ وَيُقْتَلُونَ وَعْدًا عَلَيْهِ حَقًّا فِي التَّوْرَاةِ وَالْإِنجِيلِ وَالْقُرْآنِ ۚ وَمَنْ أَوْفَىٰ بِعَهْدِهِ مِنَ اللَّهِ فَاسْتَبْشِرُوا بِبَيْعِكُمُ الَّذِي بَايَعْتُم بِهِ وَذَٰلِكَ هُوَ الْفَوْزُ الْعَظِيمُ]

“Indeed Allah has purchased of the believers their lives and their properties and in return has promised that they shall have Paradise. They fight in the Way of Allah, and slay and are slain. Such is the promise He has made incumbent upon Himself in the Torah, and the Injeel, and the Quran. Who is more faithful to his promise than Allah? Rejoice, then, in the bargain you have made with Him. That indeed is the mighty triumph.” [TMQ Surah At-Tauba 111].
