Our honourable sheikh, Ata al-Khair, may Allah bless you and guide your steps.
What is the meaning of: "factories of all kinds should be based on war policy"? As stated in the book “The Institutions of State in the Khilafah (Ruling and Administration) "...factories of all kinds must be established on the basis of military policy.”
Are there examples of that?

The answer to your question is found in the book “The Institutions of State in the Khilafah”, page 107, word file, as well as in the book “The Draft Constitution of the Khilafah State”, Volume I, page 232, word file, and I will quote to you what came in this regard:
[Since the Islamic state conveys the message of Islam by da’wah and jihad, it should be a State which should be continually ready to carry out jihad. This requires the existence of heavy and light industry built upon the basis of its war policy. Thus, in case it wanted at any time to transform these factories for military purposes, it would easily do so at any time. Therefore, all the industry in the Khilafah State should be based on the war policy, and all the factories which produce the light and heavy industries should be based on this policy, so that it becomes easy to transform their production to military production at any time the State requires] End.
That is, all factories in the Khilafah (Caliphate) State should be made in such a way that the wheel of production can be easily shifted to produce products related to the military aspect that are not normally produced. For example, if there is a factory for civilian cars, it should be built in a way that enables it, from a technical and practical point of view, to transform the wheel of production in it in order to manufacture military vehicles that the State will use in the war against the kuffar. For example, if there is a clothing factory, it should be made in such a way that production can be easily transformed into the manufacture of military clothing. Thus, the policy of building factories is based on the military policy in the wheel of production, the buildings of factories, the possibility of preventing them from strikes, the possibility of working in them in underground buildings... etc. are matters determined by specialists and supervised by the State.
