Hizb ut Tahrir / Wilayah of Syria has issued its second political paper for the people of Ash-Sham, the believers and steadfast, under the title: "Together to overthrow the tyrant of Ash-Sham and Establish the Rule of Islam: "Khilafah "Caliphate" upon the Method of the Prophethood"". Its objective is to have the Revolution of Ash-Sham hold on to the solid Rope of Allah, by that it will make those sharing Satan's bed, America, Europe, Russia, and China tremble. Those who conspired and plotted against the revolution and are still plotting and conspiring against it

((وَمَكْرُ أُولَئِكَ هُوَ يَبُورُ))"..and the plotting of those - it will perish" [Fatir: 10]

Together with their agents, they supported the tyrant of Ash-Sham, they supplied him with money, weapons, and men to kill the Ummah's youth and quell its will and crush its magnitude and dignity. They were shocked that the men of this revolution are heroes in their adherence to the Deen, their children are men, their women are like Al Khansa', and that the whole of the Ummah stands with the people of Ash-Sham in their revolution against their tyrant rulers... hence the political paper to achieve the great obligation of the Khilafah "Caliphate", without its establishment there is no hope, life or future for this Ummah except with its exception by the permission of Allah, no matter how numerous and harsh are the crisis and adversaries.

It states in the paper's introduction, "This is a political paper we present to our steadfast people in Ash-Sham, after three long years since the launch of the blessed revolution, we hope it will show them the way for their liberation, and aid them in reaching their long awaited objective, despite all their sufferings from killing, oppression, blockade, hunger and displacement..."

The political paper went on to expose the reality behind what is taking place on the land of Ash-Sham by saying, "The dominant conflict in Syria is a clash of civilizations and politics between two parties, the American side and those who follow it, including Europe, Russia, the agents and followers, and the Ummah's side represented by the people of Ash-Sham. The first party is seriously seeking to prevent the establishment of the Khilafah "Caliphate" on the land of Ash-Sham, and to impose a secular regime like the previous one which glorifies America and the West... and the second side, is seriously seeking to establish the Khilafah "Caliphate" on the land of Ash-Sham, the abode of Islam, then its spread to the other Muslim countries, which will rule by an Islamic system that glorifies Allah All Powerful and Mighty."

O Muslims in the blessed revolution of Ash-Sham:

In origin, revolutions occur to bring radical change and to overthrow an oppressive regime, and to replace it with a system of good, truth and justice. The revolution in Ash-Sham has proven that it is one that worships Allah alone and is guided by His Messenger (saw), so it raised slogans that will only be implemented in the state like a state of the rightly guided Khulafaa. This is why the political paper states the following, "It is upon us in this position to remind our people in Ash-Sham that they started this blessed revolution in order to reach its ends and reap its fruits and bounties... They have nothing left and ran out of options, they are facing the situation of "the enemy is in front of them and the sea is behind them" there is no option but to continue steadily to achieve the objective. But to throw down the stick and before achieving its goal will be a great loss and regret."

((كَالَّتِي نَقَضَتْ غَزْلَهَا مِنْ بَعْدِ قُوَّةٍ أَنْكَاثًا))

"And do not be like she who untwisted her spun thread after it was strong..." [An-Nahl: 92]

The political paper concluded its political and Shar'i address that pleases Allah and His Messenger (saw) with the following vital points, that aims to aid the revolution in meeting its victory, by the permission of Allah (swt). It explained that "what is needed is to set the main steps of action that are required, that will, by the permission of Allah, make us reach what we hope for, the toppling of the tyrant's regime, and the establishment of Allah's rule in Damascus of Ash-Sham:

1. To declare openly to all that our project is the Khilafah "Caliphate" upon the method of the Prophethood,

2. To declare openly that the National Council, the Coalition of opposition, and the Chiefs of Staff do not in any way represent the revolution.

3. Sever all relations between the sincere, politicians and military personnel and the West and its agents.

4. To be completely independent from dirty political money.

5. To consider any one who stands against the Khilafah "Caliphate" project as a traitor to Allah (swt) and His Messenger (saw) and to the believers.

6. It is upon the sincere to reject their leaders who have foreign ties, and replace them with "clean" leaders.

7. The revolution's leaders and the people of power must give support to Hizb ut Tahrir and its leadership, and the gathering of the people of influence and contract from judges, scholars, and respected people to support the Hizb and its leadership honestly and sincerely... Because it has a clear project for the state emanating from the Book of Allah and the Sunnah of His Messenger.

Furthermore, the Hizb is the most capable in revealing the conspiracies that are plotted against the Muslims, in addition to its expertise in international politics in proceeding with this leadership firmly to establish this great project, the Islamic state, the Khilafah "Caliphate" Ar-Rashida, following the example of Aws and Khazraj when they gave pledge to the Prophet (saw) in the pledge of war and they gave him the support. Allah (swt) rewarded them by reconciling their hearts, and the state was built by their own hands, after they were divided, at war fighting and killing each other, and after they had ties with the Jews, contracts and agreements, even though the Jews used to incite hatred and animosity amongst them."

O people of Ash-Sham's revolution, the steadfast:

You know without a doubt that the West led by America did not leave any dirty method taken to tarnish our project, our work, and our reputation. It exercised Media blackouts against us and all of our activities, and implanted lies about Hizb ut Tahrir through every possible medium, and exerts all efforts to tarnish the reputation of the sincere dawah carriers who sold their life and Deen to Allah (swt). However it has failed, the West does not understand that this project that we carry is from Allah (swt), supported by the Lord of the heavens and the earth, the Lord of America and Europe, the Lord and God of the people. It is He (swt) who promised us with victory and authority; and we have no power except from Him for He says,

((إن تنصروا الله ينصركم))

"If you support Allah, He will support you." [Muhammad: 7]

With this, we seek His victory and He (swt), the Powerful and Wise, will give us victory in this, no doubt,

((وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ))

"And Allah is predominant over His affair, but most of the people do not know" [Yusuf: 21]

This is why we addressed you in this paper by saying, "These are the practical steps that we believe must be taken to establish the Khilafah "Caliphate" state in Ash-Sham. Allah (swt) says,

((قُلْ هَذِهِ سَبِيلِي أَدْعُو إِلَى اللَّهِ عَلَى بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِي وَسُبْحَانَ اللَّهِ وَمَا أَنَا مِنَ الْمُشْرِكِينَ))

"Say, "This is my way; I invite to Allah with insight, I and those who follow me. And exalted is Allah; and I am not of those who associate others with Him." [Yusuf: 108]

Note that we in Hizb ut Tahrir have been preparing for this moment from a long time, and are capable, with Allah's support to rally support for the growing Khilafah "Caliphate" state from all the countries of the Muslim world, in many different forms and shapes... Muslims are watching eagerly Ash-Sham, the abode of Islam, waiting for this final decisive moment that will change the world's history, we are ready to sacrifice all to reach the great victory."

((يَا أَيُّهَا الَّذِينَ آمَنُواْ اسْتَجِيبُواْ لِلّهِ وَلِلرَّسُولِ إِذَا دَعَاكُم لِمَا يُحْيِيكُمْ وَاعْلَمُواْ أَنَّ اللّهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ))

"O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered" [Al-Anfal: 24]
